FUNDS IN THE AMOUNT OF ONE HUNDRED THOUSAND DOLLARS ($100,000.00) FOR THE MIAMI GARDENS HONORS INTERNSHIP PROGRAM; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE
DATE. Staff Summary: Background In an effort to provide valuable professional and personal development opportunities to the youth in the City of Miami Gardens, Councilman Oliver Gilbert
III collaborated with the South Florida Workforce (SFWF) to obtain funding in support of the Miami Gardens Honors Internship Program (Honors Program). The goal of this program is to
provide an opportunity for ten (10) high performing young adults, five (5) college students and five ITEM K-10) CONSENT AGENDA RESOLUTION Agreement w/South FL Workforce
1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 (5) high school seniors seeking exposure to a professional career in government with an opportunity to intern with
the City of Miami Gardens. The Internship Program would be an opportunity to gain practical work experience in the field of public administration by working alongside administrators
in the City of Miami Gardens. On October 21, 2010, the South Florida Workforce Investment Board’s (SFWIB) Youth Council considered Councilman Gilbert’s request and approved a pilot project
for the Miami Gardens Honors Internship Program (HIP). A resolution (2010‐191‐1373) was passed by City Council on November 10, 2010 to accept a $100,000 grant from the SFWIB, and the
program was initiated in January 2011. The following are the program requirements: College Students The college students will be selected by virtue of an application process, which will
include interviews with a committee comprised of City staff. Students need not be Public Administration majors to participate in the program. Once selected to participate in the program,
the students will work up to 20 hours per week, depending on scheduling availability. Students will work a maximum of 1040 within a 1‐year program period. College Student ‐Eligibility
City of Miami Gardens Resident Household income cannot exceed levels set by SFWF 16‐21 years old Must be enrolled in college Must be physically able to work in administrative
office setting Must be able to work up to 20 hours per week High School Students The high school students will also be selected by virtue of an application process. Selected students
will be able to either earn a stipend or earn community service hours. Participating students may work up to a full workweek (40 hours) during the summer or during the regular school
year if the student participates in their schools’ on the job‐training program. The total hours worked will be subject to the student’s class schedule/workload. The maximum stipend to
be earned by by each student will be $5,000 for the year (based on a total of 480 hours worked). High School Student – Eligibility City of Miami Gardens Resident Household income
cannot exceed levels set by SFWF 16‐19 years old Must be a high school senior with a minimum GPA of 3.5 (weighted) Must be physically able to work in administrative office setting
The HIP experienced modest success. Ten (10) applications were received and countless inquiries were made. Unfortunately, most of those who applied or inquired were determined ineligible
due to the high GPA requirements for high school students and the very low income limits as set by SFWIB. As a result, the city was able to hire 4 youth; 2 high school seniors and 2
college students. Current Situtation
1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 The funding for this program expired on December 31, 2011. However it is the desire of both the City and SFWIB to
renew the grant. On January 5, 2012, the SFWIB met and approved a $100,000 funding allocation to the City for the period beginning January 1, 2012 and ending December 31, 2012. The following
modification to the program eligibility requiremenst fo High School students have been requested: College Student – Eligibility City of Miami Gardens Resident Household income cannot
exceed levels set by SFWF 16‐21 years old Must be enrolled in college Must be physically able to work in administrative office setting Must be able to work up to 20 hours per
week High School Student – Eligibility City of Miami Gardens Resident Household income cannot exceed levels set by SFWF 16‐19 years old Must be a high school senior. Students
with a GPA of 3.5 (weighted) or higher will be given preferred consideration Must be physically able to work in administrative office setting Funds for this program will continue to
be provided by South Florida Workforce Investment Board. Therefore, participating students must meet the income eligibility standards set by SFWIB as imposed on them by their funding
source, the U.S. Department of Labor. The City of Miami Gardens Community Development Department agrees to perform the required screening and eligibility compliance functions for applicants
into this program. A resolution is required authorizing the City Manager to execute the grant agreement for the $100,000 grant with SFWIB. Proposed Action: That the City Council approve
