Staff Summary: The Miami Gardens Police Department continues to be responsive and innovative in the manner and methods used to prevent and reduce crime. Since the Department’s inception in 2007, targeted felony ITEM K-3) CONSENT AGENDA RESOLUTION Agreement w/Shotspotter Inc. 1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 crimes have been reduced by over 30% and there has been a noticeable increase in citizen participation in reporting criminal activity. In an effort to continue the Department’s use of technology in this effort, staff is seeking to deploy acoustic gun shot sensors throughout specific portions of the City. This system will assist in the detection, identification, and ultimate deterrence of gun violence by accelerating police response time, which increase the chances of apprehending perpetrators illegally discharging firearms and committing gun violence. Shot Spotter LLC has been contacted and is a sole source provider of this technology. The proposed system will cover 4.5 square miles of the City which accounts for 34.3 percent of the shots fired calls and 38.1 percent of the crimes in which firearms were used. Since 2010, there have been over 1,700 reported shots fired calls and staff has conducted an analysis to determine the most effective area to deploy the sensors. Once operational, the sensors will detect the discharge of firearms within the targeted area and officers will be dispatched immediately to the area via their Mobile Computer Terminals. Funding for the system will be provided through the 2009 Urban Area Security Initiative (UASI), in addition the City has received a private donation for $25,000 provided by Arnold Porath, the National Homes Trust XIII, a not for profit Washington D.C. Corporation. Sustainment for the system will be allocated in in subsequent years from the General Fund, Byrne‐Grant allocation, and public /private partnerships developed by Police Department Staff. UASI 2009 Grant: $243,000 Private Donation: $ 25,000 General Fund $ 2,000 Total: $270,000 In accordance with State Statue and the Procurement Division’s policies City Staff prepared specifications for a Sole/Single Source Solicitation and was broadcast on April 16, 2012. A broadcast notice was sent to 602 suppliers. Six vendors requested the bid package. The opening date was April 30, 2012. No bids were received, concurring that Shot Spotter, LLC is a sole source vendor for this commodity. Proposed Action: That the City Council approve the attached resolution authorizing the City Manager to execute the attached contract with Shot Spotter, LLC in an amount not to exceed $270,000.
