Staff Summary: Background Due to aging of existing fleet vehicles and expiration of both new vehicle and extended warranties, City Staff prepared technical specifications for the procurement of preventative maintenance and non ‐warranty repair services. The services would include all materials, labor, supervision, transportation, licenses, and equipment necessary to provide efficient and safe running fl eet vehicles. The initial term of the contract will be for a one (1) year period, with the option to renew for four (4) additional years, on a year to year basis at the City’s discretion. 1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 The solicitation was advertised on March 28, 2012. A broadcast notice was sent to 249 vendors. Thirteen (13) vendors requested bid packages. The bids were opened on April 19, 2012. Four (4) bids were received and publicly read. A copy of the solicitation document and proposals submitted are available for review with the Assistant to the Mayor and Council. Current Situation On May 8, 2012, City Staff performed “competency of bidders” visits for all 4 repair facilities that submitted a bid. AAA Air Conditioning and Radiator Outlet Inc. was found not ‐responsible because they did not have the required equipment to perform on ‐site wheel alignments, and had no electronic inventory system experience. The other 3 repair facilities, Fleet Tire, Truck & Auto Center, Midas Auto Service Experts, and Maroone Ford of Miami were found competent to perform the solicited services. Based on the tabulation sheet, there were two repair facilities that achieved high scores. Because both of these vendors received identical scores, rather than awarding the entire bid to a single vendor, City Staff recommends that the Council award contracts to both Fleet Tire Truck & Auto Center (Hollywood, Florida), and Midas Auto Service Experts (Miami Gardens). City Staff will seek to achieve the greatest level of equity in the distribution of the fleet repair volume to each of the recommended vendors. However, it should be noted that given the number of variables that exist in vehicle maintenance and repairs, it may not be feasible to guarantee that each vendor will receive an equal portion of the $300,000 vehicle maintenance contract. A resolution is required authorizing the City Manager to execute purchase orders with both Fleet Tire Truck & Auto Center, and Midas Auto Service Experts in combined amounts not to exceed $300,000.
