 OF  THE  GRANT  AWARD; PROVIDING  FOR  THE  ADOPTION  OF  REPRESENTATIONS; PROVIDING  FOR  AN  EFFECTIVE  DATE.  Staff  Summary   Background    On  October  28, 2009  the  City  Council  adopted  Resolution  No. 2009 ‐201 ‐1147  to  establish  a  historic  preservation  program  and  authorize  the  designation  of  the  two ‐story  house  at  18450  N.W  12  Avenue, also  known  as  the  Enrico  Farmhouse, as  the  “repository  for  the  City’s  historic  archives  . . .” On  May  23, 20 12  the  Miami ‐Dade  Historic  Preservation  Board  designated  the  Enrico  Farmhouse  as  a  local  historic  site. With  the  Sunshine  State  Arch  and  the  City’s  first  historic  designation, this  timely  second  local  historic  designation  for  the  City  strengthens  our  second  opportunity  to  secure  a  historic  grant  to  improve  the  property.   ITEM K-11) CONSENT AGENDA RESOLUTION Historic Preservation Grant FY  2014  Viva  Florida  500  Small  Matching  Historic  Preservation  Grant  June  27, 2012    The  Enrico  Farmhouse  is  a  structurally  sound  structure  as  documented  in  an  engineering  report  by  C.A.P. Government, Inc. Approximately  $250,000  worth  of  improvements  is  necessary  in  order  to  convert  this  former  residence  into  a  commercial  grade  building  that  has  accessibility  to  the  public  and  an  HVAC  climate  control  system  for  storing  historic  archives.  On  November  9, 2011, per  Resolution  No. 2011 ‐190 ‐1583, the  City  Council  authorized  matching  funds  for  a  “Small ‐Matching” Grant  application  from  the  Florida  Department  of  State, Division  of  Historic  Resources. The  50 ‐50  matching  grant  provided  for  up  to  $50,000  with  a  1:1  match. The  total  grant  budget  was  proposed  at  $100,000. That  grant  was  for  FY  2013. The  City  received  official  notice  that  our  proposal  was  not  funded  on  May  25, 2012.    Current  Situation    The  City  is  now  in  a  position  to  apply  for  the  FY  2014  Viva  Florida  500  Small  Matching  Historic  Preservation  Grant. This  is  essentially  the  same  process  as  the  FY  2012  Small  Matching  Grant. “Viva  Florida  500” refers  to  the  European  discovery  of  Florida  by  Spanish  explorer  Ponce  de  Leon  498  years  ago. Emphasis  on  European  contributions  to  Florida’s  development  is  being  highlighted. The  Enrico  family’s  Italian  heritage  will  be  emphasized  in  our  grant  as  will  the  Spanish  roots  of  the  Claretian  Missionary  Sisters  who  lived  on  the  site  for  many  years.   Notwithstanding, City  staff  is  moving  forward  with  HVAC  work  (heating  and  air  conditioning) in  order  to  establish  a  climate ‐controlled  environment  suitable  for  storage  of  historic  archives. The  City  is  also  establishing  a  relationship  with  the  University  of  Miami’s  Libraries  to  assist  the  City  in  beginning  its  historic  archiving  program.   The  attached  Project  Budget  includes  building  improvements  for  public  access  and  code  compliance  such  as  handicapped  bathrooms, plumbing, electrical, fire  sprinklers, doors, and  related  carpentry, concrete  and  masonry  work.   The  match  must  be  at  least  ½ cash  with  the  other  ½ match  being  in ‐kind  services  or  materials. The  City  proposes  to  utilize  a  $25,000  portion  of  our  Capital  Project  Bond  Issue  from  the  Archdiocese  property  purchase  as  the  required  cash  match. Therefore, no  additional  or  separate  funding  will  be  necessary  at  this  time. The  City  Council  must  include  committing  the  cash  match  funds  in  a  resolution. The  in ‐kind  services  will  primarily  be  provided  through  the  salary  of  a  City  Capital  Projects  Manager. The  grant  application  also  requires  support  from  the  City  Council. It  is  due  to  be  submitted  on  June  29, 2012. The  grant  period  is  July  1, 2013  through  June  30, 2014.  Proposed  Action:  That  the  City  Council  adopt  the  attached  resolution.   Attachments:   Exhibit  “A”, Project  Budget     FY  2014
