Crew, City Manager Department: Capital Improvements  Short  Title:  A  RESOLUTION  OF  THE  CITY  COUNCIL  OF  THE  CITY  OF  MIAMI  GARDENS, FLORIDA, AUTHORIZING  THE  CITY  MANAGER  TO  ISSUE  A  PURCHASE  ORDER  TO  WINGERTER  LABORATORIES, INC., IN  AN  AMOUNT  NOT  TO  EXCEED  FIFTY ‐EIGHT  THOUSAND, EIGHTY  DOLLARS  ($58,080.00), TO  PROVIDE  THRESHOLD  INSPECTION  SERVICES  FOR  GMP#2  FOR  THE  NEW  CITY  OF  MIAMI  GARD ENS  MUNICIPAL  COMPLEX; PROVIDING  FOR  THE  ADOPTION  OF  REPRESENTATIONS; PROVIDING  FOR  AN  EFFECTIVE  DATE   Staff  Summary:  Background:  The  Miami  Gardens  City  Hall  Municipal  Complex  project  is  being  developed  with  a  phased  approach  to  expedite  the  design  and  construction.  Phase  I  of  the  new  construction  consists  of  the  Earthwork  Package  to  prepare  the  site  for  the  construction  of  the  Municipal  Complex. On  September  14, 2011  the  Miami  Gardens  City  Council  awarded  th e  construction  for  the  ITEM K-1) CONSENT AGENDA RESOLUTION P.O. to Wingerter Laboratories, Inc.   1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   Earthwork  Package  Guaranteed  Maximum  Price  #1  (GMP  #1) in  the  amount  of  $1,563,397  to  Skanska  USA  Building  (Resolution  No. 2011 ‐144 ‐1537). The  threshold  inspection  services  were  provided  successfully  by  Wingerter  Laboratories, Inc. for  all  of  the  GMP  #1. Phase  2  of  the  project  consists  of  the  actual  construction  for  the  City  Hall  building, Police  Department  building, Mechanical  building, Parking  Garage  and  the  Off ‐Site  Roadway  Improvements.  The  total  costs  for  the  Phase  was  developed  into  Guaranteed  Maximum  Price  #2  (GMP  #2) by  Skanska  USA  Building. The  City  reached  an  agreement  with  Skanska  USA  Building  and  the  Notice  of  Award  was  issued  on  June  4, 2012.   Current  Situation: The  Florida  Building  Code  (FBC) requires  construction  of  the  Municipal  Complex  buildings  to  be  monitored  and  documented  by  a  certified  “Threshold  Inspection” firm. The  City  staff  requested  a  proposal  from  Wingerter  Laboratories  Inc. for  the  required  threshold  inspection  services  for  the  GMP  #2  construction.  It  is  recommended  that  the  threshold  inspection  services  for  GMP  #2  are  provided  by  Wingerter  Laboratories  Inc. which  is  the  same  firm  that  provided  these  services  for  the  GMP  # 1. City  Staff  requested  that  Wingerter  Laboratories, Inc. submit  a  quote  for  services. This  will  ensure  the  integrity  of  the  inspection  and  testing  services. Their  quote  was  evaluated  for  compliance  with  the  construction  documents. Proposed  Action:  It  is  recommended  that  the  City  Council  approve  the  attached  resolution  authorizing  the  City  Manager  to  issue  a  purchase  order  to  Wingerter  Laboratories, Inc., located  in  North  Miami, Florida, in  an  amount  not  to  exceed  $58,080.00  to  provide  Threshold  Inspection  services  for  GMP  #2  of  the  new  CMG  Municipal  Complex. Attachments:  Attachment  A  – Wingerter  Laboratories  Inc. proposal  dated  November  15, 2011   1820 N.E. 144 th Street P.O. (WLI) is pleased to present our scope of services and fees for the above referenced project. All estimated fees are based on the structural building schedules and preliminary drawings provided at the time of our meeting. Our proposed Scope of Services and Estimated Quantities are listed below. SCOPE OF SERVICES AND FEES INSPECTION SERVICES A. THRESHOLD INSPECTIONS Threshold Inspection services will be provided in accor dance with Section 553.79(5) of the Florida Statues. The responsibility of the Threshold Insp ector is to inspect all the structural load bearing components of the project in accordance with the Threshold Inspector's Plan and The Florida Building Code. The Threshold Inspector will observe that the work is executed in compliance with the permitted official contract documents. The official documents are defined as the permitted plans, recorded addendum, and the specifications with all amendments, thereto, including the structural inspections plan prepared the Engineer of Record. We plan to perform our inspections on an as needed basis, whenever the General Contractor is ready we will visit the site to perform the required inspections. Inspectors will be available to provide services on weekends and beyond the regular 8 hour per day scope as requested by the city. Limitations The Threshold Inspector is responsible only in regard to the structural elements of the building, primary and secondary structural framing system and all items included in the Speci al Inspection Plan prepared by the Engineer of Record. Does Not include: Site Inspection, Precast Plant Inspection, Materials Strength Testing or Foundation Testing, Monitoring of Slab or Founda tion Pours, all of which are part of the City of Miami Gardens Concrete Placement Inspection and Testing Contract. 1820 N.E. 144 th Street P.O. Schuler, P.E., P.G. our chief engineer will be the Threshold Engineer. Threshold Inspector's Designee (Min. 2 Hours, Portal to Portal + Reporting Time) $55.00/Hour Daniel Goldman, Leon Chin-You and Dave Walker (Miami Gardens Resident) will be the designee’s. Phase II: City Hall including Parking Garage & Mechanical Building Estimated 12 month structural building schedule based on our meeting. 1. Threshold Inspector's Designee: 12 Months x 4 Weeks x 3 days/week x 4 hrs/day = 576 Hrs Estimate Five Hundred Sixty-seven (576) Hrs. x $55.00/Hr.= $31,680.00 Threshold Inspector Estimate Sixty (60) Hrs. x $85.00/Hr. = $5,100.00 Total = $36,780.00 2. Post Tensioning Inspections The responsibility of the Post Tensioned Concrete Inspector is to inspect all post-tensioning operations and tendon placement in accordance with ACI-318 and project specifications. The Post Tensioned Concrete Inspector will also witness all cable stressing, measure elongations and submit this data on detailed post tensioning logs. The Post Tensioned Concrete Inspector will inspect all stressing equipment and verify that all have current calibrations. The Post Tensioned Concrete Inspector will observe that the work is executed in compliance with the permitted official contract documents. The official documents are defined as the permitted plans, recorded addendum, and the specifications with all amendments, thereto, including the structural inspections plan prepared the Engineer of Record. All reports and logs will be signed and sealed by a Florida Registered Professional Engineer. Estimated 4 Days x 10 Hrs./Week x $50.00/Hr. = $2,000.00 1820 N.E. 144 th Street P.O. The remainder of the inspections will be performed under Phase II. Threshold Inspector's Designee: 3 Months x 4 Weeks x 3 days/week x 4 hrs/day = 144 Hrs Estimate One Hundred Forty-four (144) Hrs. x $55.00/Hr . = $7,920.00 Threshold Inspector Estimate Twenty (20) Hrs. x $85.00/Hr. = $1,700.00 Total = $9,620.00 Total Base Cost = $ 48,400.00 10 % Contingency = $ 4,840.00 10% Overtime Allowance = $ 4,840.00 Total Estimated Cost = $58,080.00 All quantities are estimates only base on the reviewed of pl ans and specs supplied by the contractor; the client will be billed for actual quantities performed. The actual fees will be billed on a quantity basis in accordance with the rates shown within the budget. The total estimated fee would not be exceeded without due cause and your prior authorization. The services covered by this proposal will be performe d in accordance with our attached “Standard Terms and Conditions”. All services should be scheduled by no late r than 3:30 PM on the prior business day. If jobs are cancelled upon technician =s arrival minimum test charges will be app lied. Prices are based on a normal scheduled weekday hours from 6:00 AM to 6:00 PM at no additional char ge. Overtime rates will be ch arged at the rate of 1 ½ times the unit rate for testing conducted on Saturdays and Sundays. Major Holidays would be charged at 2 x the standard rate. Report Commitments: All final signed and sealed reports will typically be issued within 2 weeks of inspection. Inspector logs will be signed by all inspectors and engineers as required by The Florida Building Code. Field copies of reports will be left when available to City Personnel.
