Staff Summary: Background: The Miami Gardens City Hall Municipal Complex project is being developed with a phased approach to expedite the design and construction. ITEM K-3) CONSENT AGENDA RESOLUTION P.O. to Tally Engineering, Inc. 1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 The construction cost for the City Hall building, Police Department building, Mechanical building, Parking Garage and the Off ‐Site Roadway Improvements were developed into Guaranteed Maximum Price #2 (GMP #2) by Skanska USA Building. The City reached an agreement with Skanska USA Building for GMP #2 and the Notice of Award was issued on June 4, 2012. Current Situation: Council awarded a contract to Tally Engineering, Inc. for continued services under contract ITB# 08 ‐09 ‐047 entitled “Inspection and Testing Laboratory Services” to provide inspection and testing services for city projects. Tally Engineering, Inc. provided the lowest quotations for several categories of Testing and Laboratory services. The testing services that Tally Engineering, Inc. will provide are for the City Hall Municipal Complex are Asphalt, Concrete, Pre ‐Cast Concrete, Soils, Structural Steel, and Engineering Services. ITB#08 ‐09 ‐047 will expire August 28, 2012; however, Tally Engineering, Inc. has agreed to maintain the quoted prices and the same terms and conditions throughout the duration of the project. This will ensure the integrity of the inspection and testing services. The attached quotation associated with GMP #2 was evaluated for compliance with the contract documents and pricing provided under ITB# 08 ‐09 ‐047. Proposed Action: It is recommended that the City Council approve the attached resolution authorizing the City Manager to issue a purchase order to Tally Engineering, Inc., located in Delray Beach, Florida, in an amount not to exceed $86,817.50 to provide Inspection and Testing Lab services for, Asphalt Concrete, Concrete testing, Pre ‐Cast Concrete, Soils, Structural Steel, and Engineering Services for the construction of the new CMG Municipal Complex.
