Required: (Enter X in box) Yes No RFP/RFQ/Bid #:N/A X Strategic Plan Related (Enter X in box) Yes No Strategic Plan Priority Area: Enhance Organizational Bus. & Economic Dev Public Safety Quality of Education Qual. of Life & City Image Communication Strategic Plan Obj./Strategy: (list the specific objective/strategy this item will address) X Sponsor Name Vice Mayor Oliver Gilbert III Department:Mayor and Council  Short  Title:  A  RESOLUTION  OF  THE  CITY  COUNCIL  OF  THE  CITY  OF  MIAMI  GARDENS, FLORIDA, CREATING  A  “RESIDENT  ACCESS  TO  WORK  PROGRAM” TO  ENCOURAGE  THE  HIRING  OF  CITY  RESIDENTS; PROVIDING  FOR  THE  ADOPTION  OF  REPRESENTATIONS; PROVIDING  FOR  AN  EFFECTIVE  DATE.  Staff  Summary:  Background  Since  the  City’s  incorporation  in  2003, the  leadership  in  the  City  has  sought  to  recruit  the  most  talented  and  committed  individuals  to  serve  the  residents  of  the  City  in  the  various  employed  capacities.  As  the  City  has  continued  to  grow  and  evolve  in  services  provided, so  too  has  the  size  of  the  cit y  staff.  Currently  the  City  of  Miami  Gardens  employs  570  individuals  which  includes  201  sworn  police  officers.  Of  the  total  number  of  employees, approximately  35% are  city  residents.   ITEM K-5) CONSENT AGENDA RESOLUTION Resident Access to Work Program   1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   It  is  understood  and  believed  that  services  to  residents  are  best  provided  by  individuals  who  are  themselves  residents  of  the  community.  However, as  positions  become  available  in  the  City, many  of  residents  are  deemed  ineligible  due  to  not  meeting  the  minimum  qualifications.  It  is  the  program’s  sponsors’ intent  to  facilitate  residents’ ability  to  become  eligible  to  compete  for  available  positions, thus  ensuring  an  increased  stake  in  their  community.  Current  Situation  Unemployment  rates  in  Florida  continue  to  hover  around   8.6  %, and  in  the  City, rates  of  unemployment  continue  to  be  higher  than  that  (12.9%).  While  the  City  has  attempted  to  initiate  job  creation  through  a  variety  of  means, it  is  evident  that  long ‐term, sustainable  employment  is  a  component  highly  sought  after  by  many  of  the  City’s  residents.  The  attached  resolution  seeks  to  facilitate  access  to  employment  with  the  City  of  Miami  Gardens  by  providing  information  and  resources  to  would  be  applicants.  The  proposed  Resident  Access  to  Work  Program  will  operate  within  the  following  parameters:   A  listing  of  entry  level  positions  will  be  provided  by  department  along  with  the  credentials  needed  to  meet  the  minimum  requirements   The  City’s  HR  Department  will  provide  a  listing  of  all  approved  positions, along  with  their  minimum  requirements  on  the  City’s  webpage   Based  on  qualifications  needed, the  source  of  obtaining  needed  credentials  will  also  be  provided   Periodically, the  City  will  provide  some  general  information  sessions  about  departmental  functions  that  may  aid  potential  employment  candidates  in  gaining  a  better  understanding  of  the  department   Periodically, the  City’s  HR  Department  will  provide  general  information  sessions  about  hiring  process  to  aid  potential  employment  candidates  in  gaining  a  better  understanding  of  how  to  get  employed   Potential  candidates  that  go  thru  an  established  process  will  receive  a  certification  that  identifies  them  at  the  point  of  application  for  open  positions   This  program  will  not  create  a  cost  burden  to  the  City’s  general  fund  but  is  expected  to  expose  a  larger  population  of  potential  employment  candidates  thru  an  unconventional  method.  A  resolution  is  needed  to  direct  the  City  Manager  to  implement  this  program  and  roll  it  out  as  quickly  as  possible.    Proposed  Action: The  the  City  Council  approve  the  attached  resolution.  Attachment:
