K-10) CONSENT AGENDA RESOLUTION Change Order to URS Corporation   1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   In  July  2010, the  City  Council  adopted  Resolution  No. 2010 ‐138 ‐1319  authorizing  the  City  Manager  to  issue  a  Purchase  Order  for  $3,274,571  to  URS  Corporation  (URS) for  the  design  and  construction  administration  services  for  the  new  Miami  Gardens  City  Hall  Municipal  Complex. URS  has  completed  all  of  the  Construction  Documents  for  the  entire  facility  and  the  Miami  Gardens  Building  Department  approved  the  project  on  April  20, 2012. The  Miami  Gardens  City  Hall  Municipal  Complex  project  is  being  developed  with  a  phased  approach  to  expedite  the  design  and  construction. Phase  I  of  the  new  construction  consists  of  the  Earthwork  Package  which  prepared  the  site  for  the  construction  of  the  Municipal  Complex. In  September  2011, City  Council  adopoted  Resolution  No. 2011 ‐144 ‐1537  awarding  the  construction  for  the  Earthwork  Package  Guaranteed  Maximum  Price  #1  (GMP  #1) in  the  amount  of  $1,563,397  to  Skanska  Building  USA, Inc. Skanska  achieved  Substantial  Completion  on  February  21, 2012. The  Punch  List  has  been  completed  by  Skanska  and  the  Phase  I  Earthwork  project  is  in  the  close ‐out  phase. Guaranteed  Maximum  Price  #2  (GMP#2) will  include  the  construction  cost  for  the  City  Hall  Building, Mechanical  Building, Parking  Garage, Site  Work  and  Off ‐Site  Improvements  which  are  Phase  II. GMP  #2  will  also  include  the  construction  cost  for  the  Police  Department  Headquarters  which  is  Phase  III. As  Skanska  proceeded  through  the  pricing  exercise  for  GMP  #2  with  the  completed  construction  documents  many  potential  cost  savings  or  “Value  Engineering” items  were  identified. Skanska, URS  and  City  staff  had  several  meetings  throughout  April  and  May  to  select  and  negotiate  the  savings  for  the  appropriate  Value  Engineering  items. The  total  savings  for  the  selected  Value  Engineering  items  is  $2,218,438. The  City  Council  approved  the  revised  GMP  #2, with  the  selected  Value  Engineering  items  removed  for  a  total  construction  cost  of  $40,749,383  during  the  Council  Meeting  on  May  23, 2012.  The  City  has  negotiated  several  additional  service  change  orders  with  URS  to  increase  the  scope  of  the  work  that  was  required. The  additional  service  items  included:  Relocation  of  all  of  the  existing  trees  on  the  site;  Demolition  for  the  existing  Wachovia  building;  Separate  package  for  the  Phase  I  Earthwork  (GMP  #1);   Separate  package  for  Phase  II  City  Hall, Mechanical  building  and  Garage  (GMP#2);  Separate  package  Phase  III  Police  Department  Headquarters  (GMP  #2);   Design  for  the  new  NW  185 th  Terrace;  New  roadway  lighting  for  N.W. 27  Avenue  and  N.W. 187  Street  and;   Design  for  all  of  the  open  office  systems  furniture  for  the  City  Hall  and  Police  Department. The  total  for  all  previously  approved  additional  services  is  $324,707.50, which  is  approximately  10% of  the  original  contract  value. Current  Situation:    1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   URS  submitted  a  proposal  to  incorporate  all  of  the  selected  Value  Engineering  items  into  the  approved  Construction  Documents  on  June  11, 2012. Staff  negotiated  the  scope  of  this  additional  work  and  received  a  revised  fee  proposal  on  June  27, 2012. The  additional  fee  totals  $27,016, which  is  beyond  the  City  Manager’s  10% approval  threshold  for  change  order  items  for  a  Purchase  Order. Staff  is  recommending  that  Council  approve  the  additional  fee  for  URS  to  incorporate  all  of  the  selected  Value  Engineering  items  into  the  approved  drawings  and  specifications  and  submit  the  revised  construction  documents  to  the  appropriate  county  agencies  and  the  City’s  Building  Department  for  review  and  approval. Proposed  Action:  It  is  recommended  that  the  City  Council  approve  the  attached  resolution  authorizing  the  City  Manager  to  issue  a  change  order  to  URS  Corporation  in  the  amount  of  $27,016  to  incorporate  all  of  the  selected  Value  Engineering  items  into  specifications  associated  with  Value  Analysis  and  Engineering  cost  reductions   New  Municipal  Center  Project   18601  NW  27 TH  Avenue   Miami  Gardens, Florida     Dear  Mr. DeCaro:  Based  on  the  City  of  Miami  Gardens  (CMG) decisions  to  modify  the  plans  and  specifications  as  part  of  the  value  analysis  and  engineering  (VAE) process  with  the  Contractor, URS  Corporation  (URS) has  developed  this  proposal  for  our  fees  associated  with  documenting  these  changes.   These  additional  services  include  making  the  architectural, engineering, civil, and  landscaping  changes  to  plans  and  specifications, resubmittal  to  the  authorities  having  jurisdiction, and  coordinating  the  new  sheets  with  the  sets  permitted  prior. These  changes  will  require  work  on  about  84  drawing  sheets  and  changes  to  about  22  specification  sections.   URS  proposes  to  provide  these  services  and  deliverables  in  accord  with  the  Professional  Services  Agreement  dated  02 ‐25 ‐09, RFQ  # 08 ‐09 ‐006  Reso. # 2009 ‐37 ‐982.  These  additional  services  will  be  performed  on  a  lump  sum  basis  with  a  maximum  fee  of  twenty ‐seven  thousand, sixteen  dollars  ($27,016.00) developed  as  shown  on  Attachment  A.  These  changes  will  require  approximately  3  weeks  to  complete  and  an  additional  3  days  for  reproduction  and  coordinating  with  current  permit  drawing  sets.   URS  will  consider  an  executed  Purchase  Order  from  the  City  of  Miami
