Required: (Enter X in box) Yes No RFP/RFQ/Bid #:(Enter #) Strategic Plan Related (Enter X in box) Yes No Strategic Plan Priority Area: Enhance Organizational Bus. & Economic Dev Public Safety Quality of Education Qual. of Life & City Image Communication Strategic Plan Obj./Strategy: (list the specific objective/strategy this item will address) Sponsor Name Danny Cre w City Manager Department:Parks & Recreation,Capital Improvements, Grants Administration  Short  Title:  A  RESOLUTION  OF  THE  CITY  COUNCIL  OF  THE  CITY  OF  MIAMI  GARDENS, FLORIDA, AUTHORIZING  THE  CITY  MANAGER  TO  APPLY  FOR  A  GRANT  WITH  THE  FLORIDA  RECREATION  DEVELOPMENT  ASSISTANCE  PROGRAM  (“FRDAP”) AND  TO  TAKE  ANY  AND  ALL  STEPS  NECESSARY  TO  ACCEPT  GRANT  FUNDS  IN  THE  AMOUNT  OF  TWO  HUNDRED  THOUSAND  DOLLARS  ($200,000.00) FOR  NORWOOD  PARK; AUTHORIZING  A  MATCH  IN  FUNDS; AUTHORIZING  THE  CITY  MANAGER  TO  ENTER  INTO  AN  AGREEM ENT  FOR  THIS  PURPOSE; PROVIDING  FOR  THE  ADOPTION  OF  REPRESENTATIONS; PROVIDING  FOR  AN  EFFECTIVE  DATE.  Staff  Summary:  Background  The  Florida  Recreation  Development  Assistance  Program  (FRDAP) is  a  competitive  program  which  provides  grant  opportunities  to  local  governmental  entities  for  acquisition  and  development  of  land  for  ITEM K-2) CONSENT AGENDA RESOLUTION Grant Funds for Norwood Park   1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   public  outdoor  recreation  use  or  to  construct  recreational  trails.  The  2012 ‐2013  FRDAP  application  submission  period  begins  September  14, 2012.      Current  Situation  The  City’s  master  plan  for  Norwood  Park  is  to  replace  old  deterioting  playground  equipment.  The  proposed  improvements  include  the  demolition  of  current  playground  structures, removal  of  sand  and  installation  of  concrete  base  and  playground  structures  with  poured ‐in ‐place  safety  surfacing  .  The  submission  of  the  FRDAP  grant  application   will  help  support  the  City’s  completion  of  the  planned  capital  improvements  at  Norwood  Park.  Said  improvements  have  been  deferred  for  a  number  of  years  due  to  a  lack  of  funding.  Through  the  City’s  newly  created  Grants  Administration  office, the  City  has  prepared  a  grant  application  in  the  amount  of  two  hundred  thousands  dollars  ($200,000)  to  further  developments  outlined  in  the  Parks  Master  Plan  for  Norwood  Park  Playground.  The  FRDAP  grant  requires  a  matching  amount  equal  to  the  funding  awarded.  The  City’s  match  will  be  provided  by  funds  allocated  by  the  Miami ‐Dade  County  General  Obligation  Bonds  and  Florida  Department  Of  Transportation  Enhancement  Grant.  An  authorizing  resolution  is  required  to  accompany  FRDAP  grant  applications.  Applications  are  due  September  28, 2012.  Proposed  Action: That  the  City  Council  approve  the  attached  resolution.  Attachment:
