Atlantic Icon, Corp.   1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   ATLANTIC ICON, CORP., FOR THIS PURPOSE, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.  Staff  Summary:  Background  The  2006  master  development  plan  for  the  Betty  T. Ferguson  Recreational  Complex  included  a  perimeter  fence  for  site  and  facility  security. Due  to  budgetary  constraints  in  the  initial  project  programing  phase, fencing  was  not  included  in  the  original  scope  of  work.   The  complex  includes  several  buildings  and  other  recreational  amenities  that  were  damaged  and  severely  vandalized  in  2011  due  to  the  absence  of  perimeter  protections  that  would  have  maintain  the  site  security  during  and  after  the  hours  of  operation. The  absence  of  perimeter  security  and  fencing  leaves  the  site  exposed  to  uncontrolled  access  during  the  day  as  well  as  during  controlled  and  ticketed  sporting  and  special  events.  In  May  2011  staff  contacted  the  project  architect  CPZ  Architects  Inc. to  develop  a  conceptual  fencing  plan  along  with  budgetary  estimates  for  the  complex. Final  construction  documents  were  also  executed  by  CPZ  Architects  Inc. The  perimeter  security  elements  include  metal  estate  fencing  with  vehicular  and  pedestrian  gates  along  the  property’s  perimeter. The  design  includes  concrete  pilaster  columns  uniformly  spaced  along  with  metal  estate  fencing  framing  into  the  pilasters. Landscaping  along  with  an  automatic  irrigation  system  was  incorporated  into  the  project  to  soften  the  rigid  line  of  the  fencing. The  landscaping  has  been  designed  to  provide  visibility  and  ease  of  monitoring  of  onsite  activities  beyond  the  fence  line  into  the  site  for  security  using  Crime  Prevention  through  Environmental  Design  Principles.  Analysis  The  development  and  construction  of  the  fence  will  greatly  enhance  the  security  at  the  site  and  reduce  the  cost  of  manpower  for  securing  and  monitoring  the  site  while  making  it  safe  for  public  occupancy.  The  City  will  utilize  Community  Development  Block  Grant  (CDBG) funds  for  this  fencing  project. City  Staff  has  identified  $158,244  of  CDBG  funds  from  the  2011 ‐2012  program  year  that  is  available  for  Park  Capital  Improvements.  Betty  T. Ferguson  Recreational  Complex  is  adjacent  to  a  census  tract  that  has  more  than  51% of  its  households  that  are  low ‐to ‐moderate  income, making  this  project  eligible  under  the  CDBG  program. Moreover, parks  capital  improvements  are  reflected  in  the  City’s  CDBG  5 ‐year  Consolidated  Plan  and  Annual  Action  Plan. Additional  funding  will  be  supplied  by  the  Miami  Dade  County  Building  Bette  Communities  General  Obligation  Bond  program  and  Parks  Impact  Fees. Current  Situation  Specifications  were  prepared  by  City  staff  and  CPZ  Architects, Inc. for  the  Perimeter  Fence  and  posted  Bid  #11 ‐12 ‐0026  on  June  11, 2012. A  broadcast  notice  was  sent  to  1377  vendors. Twenty ‐one  bid     1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   packages  were  requested. The  bids  were  opened  on  July  19, 2012. Eight  bids  were  received  and  publicity  read.    Bids  were  evaluated  for  compliance  with  the  specifications  and  their  ability  to  perform  the  work.  Staff  checked  references  of  the  apparent  low  bidder  for  past  performances, finances, and  insurances.  All  of  the  references  were  favorable, the  finances  are  satisfactory, and  the  insurance  is  sufficient. A  copy  of  the  proposal  document  and  submittals  are  available  at  the  Assistant  to  the  Mayor  and  Council’s  Office  for  review.  The  apparent  low  bidder  indicated  that  they  would  hire  ten  unemployed  residents  if  awarded  this  contract.  Proposed  Action:  It  is  recommended  that  City  Council  approve  the  attached  resolution  authorizing  the  City  Manager  to  execute  a  contract  with  Atlantic  Icon, Corp. located  in  Hollywood, Florida, in  an  amount  not  to  exceed  $658,196.12, which  includes  the  10% contingency, to  furnish  and  install  an  estate
