Staff  Summary:  Background :  ITEM K-14) CONSENT AGENDA RESOLUTION P.O. to URS   1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   Miami  Gardens  contracted  URS  Corporation  (URS) for  the  design  and  construction  administration  of  the  new  Miami  Gardens  Municipal  Complex  (Resolution  No. 2010 ‐138 ‐1319). URS  has  completed  the  construction  documents  for  the  entire  facility. The  construction  of  the  City  Hall  building, Police  Department  building, Mechanical  building, Parking  Garage  and  the  Off ‐Site  Roadway  Improvements  were  awarded  to  Skanska  USA  Building  as  a  Guaranteed  Maximum  Price  #2  (GMP#2) agreement  (Resolution  No. 2011 ‐144 ‐1537).  It  is  the  City’s  goal  to  achieve  Leadership  in  Energy  and  Environmental  Design  (LEED) Platinum  Certification  from  the  U.S. Green  Building  Council  for  the  Municipal  Complex. To  achieve  the  LEED  Platinum  Certification  Miami  Gardens  plans  to  install  photovoltaic  solar  panels  on  the  roof  of  the  new  City  Hall  and  Police  Department  buildings. The  installation  of  the  photovoltaic  panels  will  be  performed  as  a  separate  project  so  that  the  most  state ‐of ‐the ‐art  system  can  be  designed, hence  this  scope  and  cost  was  not  included  in  the  GMP  #2  agreement. The  Construction  Document  Package  that  GMP  #2  was  based  on  did  however  contain  construction  required  for  the  infrastructure  to  support  the  photovoltaic  system. The  installation  of  the  photovoltaic  panels  will  be  done  after  each  of  the  buildings  have  achieved  Substantial  Completion. Current  Situation: The  City  has  received  a  proposal  from  URS  to  provide  professional  design  services  associated  with  the  installation  of  roof  top  photovoltaic  modules, support  racks, electrical  equipment  and  balance  of  the  system  coordination  and  installation. The  proposed  fee  for  the  professional  services  to  develop  the  Design  Criteria  for  the  photovoltaic  system  is  $52,925.  Proposed  Action:  It  is  recommended  that  the  City  Council  authorize  the  City  Manager  to  issue  a  purchase  order  to  URS  to  develop  the  Design  Criteria  for  photovoltaic  system  required  for  the  Miami  Gardens  Municipal  Complex  to  achieve  the  desired  LEED  Platinum  Certification  in  the  amount  of  $58,218, which  includes  a  10% contingency.  Attachment:  Exhibit  A  – URS  Proposal  “Development  of  Design  Criteria  for  Photovoltaic  Installation”  URS Corporation 7650 Corporate Center Drive Suite 401, Miami, Fl 33126-1220 Tel: 305-884-8900 Fax: 305-884-2665 www.urscorp.com 7  September  2012   Brandan  DeCaro, RA  Director  of  Capital  Improvement  Projects  City  of  Miami  Gardens   1515  NW  167  St. Building  5, Suite  200  Miami  Gardens, FL   33169   RE:   Proposal  for  Professional  Services  associated  with  Development  of  Design  Criteria  for  Photovoltaic  Installations   Miami  Gardens, Florida     Dear  Mr. DeCaro:  URS  Corporation  (URS) is  pleased  to  submit  this  proposal  for  professional  design  services  associated  with  the  installation  of  roof  top  photovoltaic  modules, support  racks, electrical  equipment, and  balance  of  system  coordination  and  integration. The  installations  will  be  on  the  City  Hall  and  Police  buildings  at  the  New  Municipal  Center. URS  proposes  to  provide  this  scope  of  work  using  provisions  of  our  current  Professional  Services  Agreement  with  the  City  of  Miami  Gardens.  Scope:  URS  has  developed  and  included  a  detailed  Scope  of  Work  for  this  installation. It  provides  for  a  Design  Criteria  and  Requirements  package  which  will  be  used  by  Design  Build  contractor’s  pricing  proposals. It  also  describes  proposed  services  to  modify  GMP  2  permit  documents  for  the  Contractor  to  review  and  price.  URS  assumes  this  Scope  of  Work  and  the  actual  installation  requirements  can  be  coordinated  with  GMP  2  progress  to  minimize  remedial  costs.  Fees: URS  proposes  to  provide  these  services  and  deliverables  in  accord  with  the  Professional  Services  Agreement  dated  02 ‐25 ‐09, RFQ  # 08 ‐09 ‐006  Reso. # 2009 ‐37 ‐982. The  services  include  architecture, structural  engineering, electrical  engineering, communication/technology  engineering. Fees  have  been  calculated  using  the  actual  expected  hours  required. Attachment  A  is  a  spreadsheet  illustrating  the  calculated  requirements.   Reimbursable  expenses  will  be  limited  to  those  allowed  by  the  continuing  agreement. If  reimbursable  expenses  become  necessary, they  will  be  discussed  in  advance  with  the  City.  All  agreed  reimbursable  expenses  will  be  invoiced  separate  from  the  professional  service  fees.   Based  on  the  spreadsheet, URS  fees  total  fifty ‐two  thousand, nine  hundred, twenty ‐five  dollars  ($52,925.00) for  the  services  and  approach  described  in  the  Scope  of  Services.  Schedule: URS  is  prepared  to  commence  work  immediately. A  preliminary  estimate  of  time  required  for  the  services  is  as  follows: 1.
