Crew, City Manager Department: Public Works  Short  Title:  A RESOLUTION OF THE CITY CO UNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, SUPPORTI NG THE CREATION OF A “NO PARKING ZONE” ON THE FLORID A TURNPIKE SWALE AREAS ALONG THE NW SUNSHINE STATE PARKWAY; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.  Summary:  Florida  Department  of  Transportations  and  the  City  of  Miami  Gardens  partnered  to  complete  improvements  to  the  Turnpike  Sound  Wall  from  NW  183  Street  south  along  NW  Sunshine  Parkway  (East  and  West  side).   ITEM K-2) CONSENT AGENDA RESOLUTION No Parking Zone   1515  NW  167  Street, Building  5  Suite  200    Miami  Gardens, Florida  33169   Thereafter, the  City  of  Miami  Gardens’ Public  Works  Department  submitted  a  request  to  Miami ‐Dade  County  Public  Works  and  Waste  Management  Department  (PWWM) to  install  “NO  PARKING/TOW  ZONE” signs  along  both  sides  of  the  NW  Sunshine  State  Parkway  East  and  West, to  prevent  parking  between  the  sound  wall  and  the  edge  of  pavement; hence, preventing  damage  to  the  newly  installed  landscape  and  irrigation. In  response  to  the  request, the  County  expressed  concerns  over  possible  objections  from  residents  in  the  area.  Even  though  these  “NO  PARKING/TOW  ZONE” signs  will  not  prevent  the  adjacent  property  owners  from  parking  in  their  own  swale, which  is  across  the  street  from  the  sound  wall; the  County  is  requesting  that  a  resolution  be  adopted  and  approved  by  the  City  Council  supporting  the  aforementioned  request, before  proceeding  with  the  installation  of  the  signs.   Also  note  that  the  installation  and  maintenance  of  signs  in  the  Right  of  Way  is  the  responsibility  of  Miami ‐Dade  County.   Proposed  Action:  It  is  recommended  that  the  City  Council  approve  the  attached  resolution  to  request  that  Miami ‐Dade  County  Public  Works  and  Waste  Management  Department  create  a  “NO  PARKING/TOW  ZONE” along  the  turnpike  sound  wall  swale  areas  on  the  east  and  west  side  of  NW  Sunshine  Parkway  from  NW  183  Street  south  to  sound  wall  limits. Attachment:  Exhibit  A: Miami  Gardens  Request  for  “NO  PARKING” sign  location  map  Exhibit  B: PWWM  Response  email  ‐ No  Parking  Signs  request  (SR  #2012013183)   EXHIBIT A Page 1 of 1 CITY OF MIAMI GARDENS PUBLIC WOR KS DEPARTMENT Location Report Sheet PURPOSE OF TAKEN PICTURES: Show location of swale area SITE LOCATION: NW Sunshine State Parkway East and West Project No. N/A Time: Date: 2/27/12 Location photo taken: 18701 NW 17 AVENUE Problem: Continuous parking on the newly landscaped swale area. The constant parking is damaging the new landscape and irrigation system. A s such, before the Public Works and Waste Management Department (PWWM) can proceed with the installa tion of “No Parking” signs at this location, a Resolution must be provided to us from the City of Miami Gardens. Once an approved Resolution is provided to our office, PWWM will take the appropriate action to install the requested signs.
