HomeMy WebLinkAbout02.11. 2015 - City Council MinutesDRAFT CITY COUNCIL MINUTES, FEBRUARY 11, 12015 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES FEBRUARY 11, 2015 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, February 11, 2015, beginning at 7:01 p.m., in the City Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida, The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Felicia Robinson and Council members: Lillie Q. Odom, Lisa C. Davis, Rodney Harris, David Williams Jr., and Dr. Erhabor Ighodaro. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Mayor Gilbert delivered the Invocation (C) PLEDGE OF ALLEGIANCE Pledge of Allegiance recited in unison (D) APPROVAL OF MINUTES Regular City Council Minutes — January 28, 2015 Motion offered by Councilman Williams, seconded by Councilman Harris to approve the minutes, with necessary corrections, if any. This motion passed and carried by a unanimous voice vote of the City Council. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The agenda was amended to provide for the addition of presentation by Councilwoman Davis, as Item F-1) Motion offered by Councilman Williams, seconded by Councilwoman Davis to adopt the official agenda with the amendments/deletions/additions. This motion passed and carried by a unanimous voice vote of the City Council. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilwoman Lisa C. Davis Councilwoman Davis presented a plaque to Joannie Knight for her outstanding community service to the City of Miami Gardens and its residents. Ms. Knight thanked Councilwoman Davis and the City of Miami Gardens for this recognition. Regular City Council Minutes February 11, 2015 Page 1 DRAFT CITY COUNCIL MINUTES, FEBRUARY 11, 12015 (G) PUBLIC COMMENTS Reverend Nettie Davis appeared before the City Council to express appreciation and a heartfelt thank you for the Council's outpouring show of support. She shared that she is partnering with the Miami Dade County Health Department for an AIDS Awareness event, March 2015. During this event women living with AIDS will receive handbags. She encouraged those wanting to donate their handbags for this worthwhile cause to contact her. She further stated that she is looking forward to 2015, and the host of events planned for this year. Kevin Brown, 3215 NW 157th Street, Miami Gardens, Florida, appeared before the City Council as the representative of the North Dade Bull -Dogs. He honored a special employee of the Parks and Recreation Department, Mr. Robert Smith. Mr. Smith is known to go above and beyond to ensure the park is safe and everything is place for the games. Mr. Smith was presented with the North Dade Bull -Dogs Legacy Award. L) RESOLUTION(S) None QUASI-JUDICIAL ZONING HEARINGS: (M) ORDINANCES ON FOR FIRST READING(S): None (N) ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) None (0) RESOLUTION(S)/PUBLIC HEARING(S) None (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK No reports (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Williams shared that the Miami Herald has invited the top fifteen winners of the Science and Engineering Fair and their family members to its Corporate Office, Monday, February 16, 2015. He opined this is another plus for the City of Miami Gardens. He further shared that the grand opening of the science initiative (garden) at Hibiscus Elementary will take place, Thursday, February 19, 2015, beginning at 9:00 a.m. Councilwoman Davis shared that she had attended the Norland Crime Prevention group meeting, and acknowledged the presence of Ms. Rita Pierre the Chair of the Norland Crime Regular City Council Minutes February 11, 2015 Page 5 DRAFT CITY COUNCIL MINUTES, FEBRUARY 11, 12015 Prevention Group. She encouraged everyone to support this crime watch by attending the monthly meeting, every first Monday of the Month. She further shared that she had also attended Lake Lucerne's Crime Watch meeting. Lake Lucerne's meeting are held the second Tuesday of the month. Councilwoman Odom reported on the Financial Literacy Series being conducted by the Henderson Financial Group. The first series took place on last Thursday. The second series will take place on tomorrow evening, with the third series taking place next week. She shared that financial literacy is one of the main causes of poverty in America. Bad financial habits are passed down from generation to generation. The series is being held from 7:00 — 9:00 p.m., at the New Fountain of Life Church. Vice Mayor Robinson announced that her Meet Me On Monday Meeting takes place every second Monday, from 6:00 -8:00 p.m., at Miami Carol City Park. She further announced that she partnered with Goldson Spine and Rehab Center to host a 5K Run, Saturday, February 21, 2015, from 6:00 a:m-12 noon, at Betty T. Ferguson Recreation Center. Funds raised from this event will provide scholarships to Miami Gardens' area students. Vice Mayor Robinson shared in recognition of Black History Month, she partnered with Zoe's Dolls for their first annual "Loving the Skin I'm In" Creative Expressions Essay Contest. Girls between the ages of 6 and 18 years of age may submit either in writing or short film category. Submissions must be received by February 22, 2015. The winner will be selected at the Awards Banquet, February 28, 2015. Mayor Gilbert introduced David James, Legislative Aide to the Mayor. He shared the City had received a $50,000.00 sponsorship for Jazz in the Gardens. He further announced the second annual Heritage Bowl will take place Tuesday, February 24, 2015, at Florida Memorial University. He informed the Council that he has started discussions with the manager and staff about the Liberty Square remodeling project, and the possible impact the relocation of residents might have on Miami Gardens. He said the city will be monitoring that situation.
