The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Felicia Robinson and Council members Lillie Q. Odom, Rodney Harris, Lisa C. Davis, and Erhabor Ighodaro. Councilman David Williams Jr. arrived at 7:05pm Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and Deputy City Clerk Mario Bataille sitting for City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES Special City Council Minutes — September 22, 2014 Regular City Council Minutes — September 22, 2014 Motion offered by Councilwoman Odom, seconded by Councilman Harris to approve the minutes with necessary corrections, if any. There being no discussion, the motion to approve passed and carried by a unanimous vote of the members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The following item was added to the official agenda: Mayor Gilbert added the following to the Consent Agenda: K-15) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING THAT THE CITY MANAGER TAKE ALL STEPS NECESSARY FOR THE CITY TO HOST A FOURTH OF JULY EVENT IN 2014, INCLUDING THE HIRING OF NECESSARY PROFESSIONALS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Regular City Council Minutes October 8, 2014 Page 1 CITY COUNCIL MINUTES - OCT 08, 2014 City Manager Cameron Benson withdrew Item K-14 from the Agenda. Councilwoman Odom pulled K-15 from the Consent Agenda Motion offered by Councilman Ighodaro, seconded by Vice Mayor Robinson to approve the Official Agenda, with the additions/deletions. The motion to adopt passed and carried by a unanimous vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) None' (G) PUBLIC COMMENTS Rev. Nettie B. Davis, 17530 NW 27th Court, Miami Gardens, FL; appeared before the City Council. Ms. Davis announced World Aides Day is on December 1St and there will be an event held at St Thomas University from loam to 2pm. This outreach will be towards the students and the younger population (ages 13-24). Maria Rodriguez, 20603 NW 14th Places, Miami Gardens, FL; appeared before the City Council. Ms. Rodriguez, on behalf of the Miami Gardens Viking Football Team, announced the Miami Gardens Viking Football program is trying to schedule a homecoming event in two weeks and respectfully asked for any type of support and/or donation from the City Council for this event. Antonio Cope, 20830 NW 22nd Ave. #122, Miami Gardens, FL; appeared before the City Council. Mr. Cope, on behalf of the Solution Team, made reference to issues taking place in Ferguson and ask what the City has in place and potential solutions for any riots that may take place resulting from issues in Ferguson. Additionally, he requested if Police Officers can have body cameras on while on duty. Brian Dennis, 2410 NW 170th Ter., Miami Gardens, FL; appeared before the City Council. Mr. Dennis commended the City Council and the Police Department concerning an incident affecting his Family Members. Additionally, Mr. Dennis shared his support to Councilman Ighodaro over his opponent Andre Williams in the upcoming run-off election. Lastly, Mr. Dennis shared the importance of providing convicted felons second chances once they have served their time and felt Andre Williams will not support this idea. Jo Ann Harris, 5020 NW 197th Street, Miami, FL; appeared before the City Council. Ms. Harris announced The Alliance for Musical Arts has scholarships available for students and residents in the City of Miami Gardens; more particular those in the Crestview, Lake Lucerne, and Rolling Oaks Area. She also announced the Teen Acting and Drama Studio to take place in the spring and the First Annual Community Chorus Christmas Cantata taking place the end of the year. Regular City Council Minutes October 8, 2014 Page 2 CITY COUNCIL MINUTES -OCT 08, 1 2014 (H) ORDINANCE(S) FOR FIRST READING: H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 34 SECTION 34-312 (33) RELATING TO MOBILE CAR WASHES; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. (COUNCILMAN DAVID WILLIAMS JR.) Councilman Williams stated this item is to protect owners of a car wash who pay taxes to not have to deal with a mobile car wash vendors from setting up near their business. Mayor Gilbert shared his support on this item and this is a good addition to the original Mobile Car Wash Ordinance. Motion offered by Mayor Gilbert, seconded by Councilwoman Davis to approve this item on 1 St reading. (L) RESOLUTION(S) RESOLUTION NO. 2014-180-2159 K-15) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING THAT THE CITY MANAGER TAKE ALL STEPS NECESSARY FOR THE CITY TO HOST A FOURTH OF JULY EVENT IN 20149 INCLUDING THE HIRING OF NECESSARY PROFESSIONALS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. The Mayor relinquished the gavel to Vice Mayor Robinson Councilwoman Odom questioned how this event will be funded. Mayor Gilbert clarified it would be funded through the special event fund and there will also be fundraising for this event. Motion offered by Mayor Gilbert, seconded by Councilman Harris to adopt this item. There being no discussion, the motion to adopt passed and carried by a unanimous voice vote. Vice Mayor Robinson relinquished the gavel back to the Mayor. RESOLUTION NO. 2014-181-2160 L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING A BID TO CALVIN, GIORDANO & ASSOCIATES, INC. TO PROVIDE PRE- CONSTRUCTION/CONSTRUCTION MANAGEMENT SERVICES; AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY, THAT CERTAIN AGREEMENT ATTACHED HERETO AS EXHIBIT "A", FOR THIS PURPOSE; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Regular City Council Minutes October 8, 2014 Page 8 CITY COUNCIL MINUTES -OCT 08, 12014 Mayor Gilbert stated this item is related to the workshop held earlier. Additionally, he shared his comfort level with Calvin, Giordano & Associated. Mayor Gilbert made a motion to approve this item the bid awarded to Calvin, Giordano & Associated, second by Councilman Williams. Councilwoman Odom asked for clarification on how the Council will select the vendor. Mayor Gilbert stated any Council Member can recommend a different vendor or make a motion for another vendor and the Council can have a discussion on this. Councilwoman Davis shared her liking of Calvin, Giordano, & Associates however she questioned would this interfere with the other services they are already providing the City. Cameron Benson, City Manager, answered no. Mayor Gilbert withdrew his motion to entertain a motion by Councilwoman Odom to select Atkins. This motion died for a lack of a second. Motion offered by Mayor Gilbert, seconded by Councilman Williams that the firm of Calvin Giordano be inserted. There being no further discussion, the motion to insert the name of Calvin Giordano passed and carried by a 6-1 voice vote. Councilwoman Odom cast the dissenting vote. Councilman Williams informed the residents that there are entities outside the City of Miami Gardens that recognize what the city is doing as it relates to science. This coming Saturday the Audubon Society and the Junior Chamber of Commerce will be on a tour of the City's Botanical Tree Gardens. A partnership is being forged with Crestview Elementary School to be the first school targeted to finalize the bird sanctuary. Councilwoman Davis shared that Reverend Mary McCoy, President of Lake Lucerne Crime Watch had death in her family. She asked that everyone keep this family in their prayers. Councilwoman Odom thanked those who volunteer during the food distribution event. Over eleven Hundred (1,100) families received food items. She further thanked staff for its assistance. Councilman Harris announced that he partnered with Trinity Church to co -host a cancer walk on October 18`h. He further shared that he host a group meeting every Monday evening starting at 6:30 p.m., engaging young people between the age 12 and 18. This meeting is held on NW 183`d Street and NW 2nd Avenue. Vice Mayor Robinson announced that October is Breast Cancer Awareness Month. During that month she hosts several activities throughout the city. She thanked Darian Martin, Shantelle Smith and Hilary Marshall for their due diligence and hard work in making the Cancer Walk event, held at the Betty T. Ferguson Complex a success. She further shared that representatives from North Miami Beach will be present at her Meet Me On Monday Meeting in November o discuss issues relating to water bills. Mayor Gilbert said on October 291h at the Betty T. Ferguson Center starting at 6:00 p.m., Karaoke in the Parks will take place. He further shared that he would be bringing a resolution back at some point regarding litigation with the Dolphins' DRI. He encouraged everyone to vote in this upcoming election. Voting is essential for the representation of this community, not only on a local level but on a county, state and federal level as well.
