HomeMy WebLinkAbout04.08.2015 - City Council MinutesCITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES APRIL 8, 2015 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, April 8, 2015, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 27'' Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Felicia Robinson and Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris and David Williams Jr. Please note, Councilman Erhabor Ighodaro was out of town attending Dade Days in Tallahassee, Florida. Motion offered by Councilwoman Odom, seconded by Vice Mayor Robinson to excuse Councilman Ighodaro's absence. This motion passed and carried by a unanimous vote of the members present. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes — March 25, 2015 Motion offered by Councilman Williams, seconded by Councilman Harris to approve the minutes, with necessary corrections, if any. This motion passed and carried by a unanimous vote of the Council members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Two presentations were added to the official agenda as Items F-2 and F-3. Item K-5 was pulled from the Consent Agenda by Councilman Williams Item L-1 was removed from the official agenda by the City Manager. Motion offered by Councilman Harris, seconded by Vice Mayor Robinson to approve the official agenda with the necessary additions/deletions. This motion passed and carried by a unanimous vote of the members present. Regular City Council Minutes April 8, 2015 Page 1 (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) City Manager Cameron Benson - TD Bank Presentation —Grant Award The City of Miami Gardens was presented with a TD Green Grant Award. F-2) Councilman Williams — St. Thomas University Councilman Williams presented a Proclamation to St. Thomas University School of Business for its participation in a National completion, which established St. Thomas University as a national leader in business education. F-3) Interim Chief Brooklen presented checks in the amount of $2,500 each to: JEM and Sunshine Heart Mentoring Program, respectively. Business owners from this community donated the funds to these two organizations. (G) PUBLIC COMMENTS Gene Johnson, 16290 NW 27th Avenue, Miami Gardens, Florida, appeared before the City Council to express concern with the Miami Gardens Department. He said Police Officers came into his parents' place of business, which resulted with him being tasered. He said he has filed several complaints with the City Clerk. He further said he has requested reports of his incident but has received responses stating no records exist. He also stated that officers have come to his parents' place of business on several occasions to harass him. Mayor Gilbert told Mr. Johnson that he should be submitting his complaint to the Police Department instead of the City Clerk. He asked Interim Chief Brooklen to speak with Mr. Johnson about his concerns. (L) RESOLUTION(S) K-5) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING THAT THE CITY ATTORNEY AND CITY MANAGER TAKE ANY AND ALL STEPS NECESSARY TO DISSOLVE THE MIAMI GARDENS EXCELLENCE IN EDUCATION COUNCIL; PROVIDING FOR A TRANSFER OF FUNDS; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY VICE MAYOR FELICIA ROBINSON) Councilman Williams explained although the item was on the agenda, a revised item was provided to the Council earlier during the day, which he has not reviewed. Motion offered by Councilman Harris, seconded by Vice Mayor Robinson to defer this item to the April 22nd City Council meeting. There being no further discussion, the motion to defer passed and carried by a unanimous vote of the members present. Councilman Ighodaro was not present. (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Vice Mayor Robinson invited everyone out to a Community Yard Sale, April 18, 2015, at Carol City Park. This event supports the LOV Mentoring Group. Mayor Gilbert mentioned the Honors Program and the Cultural Passport Program passed at this Council meeting and opined these programs will help a number of our children. He further thanked the Council for its support of the FDLE item.
