REGULAR CITY COUNCIL MINUTES
JUNE 109 2015
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, June 10, 2015, beginning at 7:00 p.m., at City Hall in the City Council Chambers,
18605 NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Felicia Robinson
and Council members: Lisa C. Davis, Lillie Q. Odom, Rodney Harris, David Williams Jr., and
Dr. Erhabor Ighodaro.
Motion offered by Councilman Williams, seconded by Councilman Harris to excuse
Mayor Gilbert's absence.
This motion passed and carried by a unanimous vote of the members present.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Motion offered by Councilman Williams, seconded by Councilman Harris to approve the
minutes, with necessary corrections if any.
There being no discussion, the motion to approve the minutes passed and carried by a
unanimous voice vote of the members present.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Item K-7 was withdrawn from the Official Agenda by City Manager Benson
Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the official agenda with the necessary changes.
There being no discussion, the motion to approve the official agenda passed and carried
by a unanimous voice vote of the members present.

(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilman Erhabor Ighodaro — Special Presentation
Councilman Ighodaro shared the presentation was a plaque to be presented to Ms. Dannie
McMillon for her dedicated service while serving on the City of Miami Gardens Commission
For Women Advisory Committee. Unfortunately, Ms. McMillon had a prior commitment and
could not be present for tonight's meeting. Ms. Linda Mobley, City of Miami Gardens
Commission For Women Advisory Committee member accepted the plaque on Ms. McMillon's
behalf.
(G) PUBLIC COMMENTS
Ryan Hawkins a representative from County Commissioner Barbara Jordan's office
appeared before the City Council to invite everyone to the street dedication ceremony co -
designating NW 27th Court between NW 191St Street and NW 199th Street as "Sylvia L.
Daughtrey Avenue. The event is scheduled for Monday, June 15th starting at 10:00 AM, at the
corner of NW 191St Street and 27th Court.
Georgia S. Thompson, 3030 NW 204th Terrace, Miami Gardens, Florida, appeared before
the City Council to invite everyone out to the City of Miami Gardens Caribbean Affairs
Advisory Committee's 2nd Annual Caribbean Heritage Month celebration, Tuesday, June 16,
2015, at the Betty T. Ferguson Recreation Complex from 6:00-8:00 PM.
Francis Ragoo, 789 NW 214th Street, Apt 102, Miami Gardens, Florida, appeared before
the City Council to thank the City of Miami Gardens for participating in the Relay for Life
Event.
Damien Morgan, 7930 Tatum Waterway Drive, Miami Beach, Florida, appeared before
the City Council to further expound on the success of the Relay for Life Event. He thanked the
City of Miami Gardens for its participation. There were 47 teams participating, with a total of
$47,000.00, collected during this event. A certificate of appreciation was also given to the City
of Miami Gardens Police Department for its participation.
Reverend Nettie B. Davis, God's Amazing Grace Outreach Ministries, 17530 NW 27th
Court, Miami Gardens, Florida, appeared before the City Council to announce the next
HIV/AIDS Awareness Event will take place Saturday, June 20, 2015, at 1855 NW 119th Street,
Miami, Florida, from 11:00 AM -4:00 PM. This is a free event open to the public. Free testing is
available.
Maerine Stokes, 3281 NW 213th Street, Miami Gardens, Florida appeared before the City
Council to express concern with the lack of sidewalks in her neighborhood. She said it is very
inconvenient for the children as well as the elderly living in this area to have to walk without a
sidewalk because they are walking in the grass/mud or in the streets. She inquired as to why
there were no sidewalks in her area.
Vice Mayor Robinson advised that Ms. Shellie Ransom -Jackson would speak with Ms.
Stokes about her concern.

Beverly Bush, North County Citizens Association, Inc., 3125 NW 205th Street, Miami
Gardens, Florida, appeared before the City Council to express concern with Item L-1. She asked
why not place this facility in a commercial area rather than a residential area. She further
expressed concern with the money involved.
Jessie Ball, North County Citizens Association, Inc., 3450 NW 211th Street, Miami
Gardens, Florida appeared before the City Council in opposition to Item L-1. She shared a
previous experience in another city where a very nice museum was built in a bad location
therefore those visiting the facility had to be bussed in.
Mr. Aluko, 14951 SW 157th Court Miami, Florida, appeared before the City Council in
support of Item L-1. He stated that he was available to speak on this item if the Council had any
questions.
Francis Ragoo, 889 NW 214th Street, #102, Miami Gardens, FL, appeared before the City
Council to comment on Item L-1, as it relates to the financial aspects. When this item was first
brought to the Council the question was asked if there was a fiscal impact. At that time the
answer was no that it was only a support item. Now the item is asking for $125,000. He said he
is not against having an African Museum however the location is not good for the residents or
community. He opined there is also a school in this area to take into consider for safety reasons.
He emphasized this is a residential area and opined this facility should be in a commercial area.
Dr. Yinka Tella, 18493 NW 22nd Avenue, Pembroke Pines, Florida, appeared before the
City Council in support of this item. He opined having an African Museum in this community
would greatly enhance the City of Miami Gardens. He further thanked County Commissioner
Jordan for her efforts.
Patricia Wright, 1221 NW 1791h Street, Miami Gardens, Florida, appeared before the City
Council to comment on Item L-1. She recounted when this item was presented originally there
was no fiscal impact. She asked what has happened to bring this item back and asks for
matching funding. She opined the General Fund is residential tax money. She suggested
utilizing sponsorships, donations and grants to fund this project. She stated that she was not
opposed to a museum however she suggested putting the facility in area where it can get the
exposure.
Aaron Campbell, 21131 NW 31St Avenue, Miami Gardens, Florida, appeared before the
City Council in opposition to the location of this proposed museum, which is in a residential
area. He opined this is a good idea but wrong location. He further opined that the City should
not use Reserve Funds to fund a Non-profit organization.
Anthony Okonmah, 20615 NW 15th Avenue, Miami Gardens, Florida, appeared before
the City Council in support of this item. This museum would provide an opportunity to bring the
cultures together. This is also an educational component. He said his organization wants to
make sure everyone benefits from this project.

Sharon Frazier -Stephens, 145 NW 193`d Street, Miami, Florida, appeared before the City
Council to share her love of advocating for the City of Miami Gardens. She reiterated her love
for this community. She commended the Crime Watch Presidents for their support because they
are the eyes and ears for this community. She further thanked Councilwoman Davis,
Councilwoman Odom and Councilman Williams for doing a great job.

Manager Benson explained under this program qualifying Small Business Enterprise
firms will receive a ten percent preference in purchasing and contracting for certain city contracts

Councilman Ighodaro declared a conflict before leaving the dais during this discussion.
Motion offered by Councilman Williams, seconded by Councilman Harris to adopt this
item.
Councilwoman Odom referenced the documentation which indicates the organization
plans to submit an application. She asked does this mean the grant application has not been
submitted as of yet.
Manager Benson in response to Councilwoman Odom said that is correct. He said as the
manager he did not necessarily disagree with the comments made this evening. Although he do
look at some things in a different manner, and appreciated those comments placed on the public

record. He stated that he placed this item on the agenda for a number of reasons. He opined the
City Council needs to make a decision if it wants to move forward with this project. This land
was donated and given to this organization by Miami -Dade County in order to improve that
piece of property. Since this item was first introduced Councilman Ighodaro and the Foundation
has been moving forward raising funds for this project. The grant the Foundation is applying for
is $500,000.00, of which a 25% match is needed. He shared the resolution provides that based
on that $125,000, commitment, the City would not do anything beyond that if the application is
successful moving through the state process. A decision on this application will not be made
until the 2016 Legislative Session. He opined this could be seen as an opportunity to revitalize
an area. As it relates to funds, he stated that his first priority would be to identify grants or other
alternatives in moving the project forward. If the Foundation is unsuccessful he would come
back to the Council and ask permission to use General Fund monies to move this project
forward. The priority as of now is to find other funding mechanisms to move this project
forward. He reiterated the funding for this project will not have an outcome until the 2016
Legislative session. He opined a decision needs to be made if this is a project this Council wants
to move forward with, and if not there has to be an alternative for that site.
Councilwoman Odom recounted when this item was first introduced for consideration by
the Council she had asked whether there would be a fiscal impact. The answer at that time was
there would be no fiscal impact. She opined $125,000.00, is a fiscal impact.
Manager Benson stated that Councilwoman Odom was correct. Councilman Williams
had asked that same question. However at that time this grant opportunity had not been
identified. This grant opportunity has now been identified and if the Council wants to move
forward with this project and with the funding of the project this is the commitment that has to be
made.
Councilwoman Davis questioned the City's commitment to fund this project by
potentially using the City's General Fund.
Manager Benson in response to Councilwoman Davis said he has already reached out to
some Foundations for grant funding. If the City fails to find other alternative funding that item
would be brought back to the Council.
Councilwoman Davis asked for clarification purposes if that were the case would this
item come back before the Council and the residents would also have an opportunity for
comments.
Manager Benson in response to Councilwoman Davis' comments said, "Absolutely".
Councilwoman Davis asked whether this museum could be built on an alternate site.
Manager Benson said he did not have a problem with looking at other sites. The only
problem is that this property was provided by the County specifically for this project and is
paramount to this project moving forward.

Councilman Williams asked for clarification by asking if this item is approved would the
city be obligated to pay out the $125.000.00, at a later date.
Manager Benson said if this project is approved by the State, the City would be on the
hook for $125,000.00. If this project is not approved by the State, the City is not committed. The
Council needs to make a determination as to whether it wants to move forward or not. If not,
then a determination would need to be made with an alternate project for the site. He reiterated
that his priority would be to try to identify other funding sources to move this project forward.
This project will not move until a decision is made by the State at the 2016 Legislative session.
He further stated any other funding besides the $125.000.00, would be the responsibility of the
Foundation.
Vice Mayor Robinson for clarification purposes stated that if the grant is approved at the
state level the City would be responsible for the $125.000.00. Other funding if successful would
come from grants, etc.
Manager Benson in response to Vice Mayor Robinson said, "Correct".
Councilman Williams asked if this project failed would the city get the $125,000.00,
back.
Manager Benson in response to Councilman Williams said, "No". He explained that
would be for any application submitted.
Vice Mayor Robinson asked whether this project fitted into the overall development and
economic plan for the City.
Manager Benson conveyed agreement with comments made by the residents that perhaps
this museum should be built in another location. He opined that from a revitalization aspect that
this could become a destination from the City of Miami Gardens does tie in to what the City is
trying to accomplish.
Vice Mayor Robinson commented sometimes properties are donated for a specific use. If
that property cannot be used for that purpose can the property then be used for a different
purpose.
Mr. Aluko appeared before the Council to address Vice Mayor Robinson's inquiry and
shared that the property is not just for museum use. It can also be used for a library.
Manager Benson asked Mr. Aluko if the Foundation would be agreeable to an alternative
site, if one was found.
Mr. Aluko in response to Manager Benson said, "Absolutely". He shared the grant is due
next week and the State wants to see that the City is behind this project, and the Foundation. He
said if the city has an alternate site the resolution can be amended to reflect that.

Manager Benson opined that the Council should vote on what is before them. Staff can
always bring something back.
Attorney Dickens clarified this has nothing to do with location. The way the item is
written the issue of location wasn't an issue until tonight. Tonight's resolution authorizes a
match out of the General Fund unless you identify other sources.
There being no further discussion on this item, the motion to adopt failed by a 1-4 vote.

Councilman Williams clarified his vote by stating he liked the item but not the location
and the money part, which obligates the City. He said he would be happy to help the
Foundation raise funds rather than having the City put up the $125,000.00, which it doesn't
really have. Based on those issues is why he voted no.
Councilwoman Davis stated this is really hard for her. She has listened to the residents
and appreciated their comments. The location is a beautiful site and it is time to move Miami
Gardens forward. She voted no.
Vice Mayor Robinson stated that she thought this was a good idea and for the record she
voted yes.

Manager Benson announced applications are now being accepted for the Summer Jobs
Program being sponsored by the City of Miami Gardens and CareerSource of South Florida. The
program is open to residents of Miami Gardens between the ages of 14-24. Please visit
CareerSource's website at www.careersourceflorida.com to register.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilwoman Davis wished all fathers a Happy Father's day. She announced that she
will be hosting her Father's Day event, June 24th. She shared that she had death in her family

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies equally to members of advisory and non -advisory bodies who are presented with a voting
conflict of interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before
completing the reverse side and filing the form.
INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
inures to his or her special private gain or loss. Each elected or appointed local officer also is prohibited from knowingly voting on a mea-
sure which inures to the special gain or loss of a principal (other than a government agency) by whom he or she is retained (including the
parent organization or subsidiary of a corporate principal by which he or she is retained); to the special private gain or loss of a relative; or
to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies under Sec. 163.356 or
163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited from voting in that
capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father-in-law,
mother-in-law, son-in-law, and daughter-in-law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you
are abstaining from voting; and
WITHIN 15 DAYS AFTER THE VOTE OCCURS by completing and filing this form with the person responsible for recording the min-
utes of the meeting, who should incorporate the form in the minutes.
APPOINTED OFFICERS:
Although you must abstain from voting in the situations described above, you otherwise may participate in these matters. However, you
must disclose the nature of the conflict before making any attempt to influence the decision, whether orally or in writing and whether made
by you or at your direction.

Councilwoman Odom thanked Assistant City Manager Nelson for the fantastic event
honoring the Jazz in the Gardens volunteers. She expounded on the AIDS/HIV event on June
20th
Vice Mayor Robinson announced her Meet Me on Monday meeting is the second
Monday of the month from 6-8 PM, at Carol City Park. She invited everyone to come out to this
very informative meeting, which also includes a segment on health. She further announced that
the second Community Yard Sale will take place, August 1, 2015.
