The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Felicia Robinson and Council members Lisa C. Davis, Rodney Harris, Lillie Q. Odom, David Williams Jr., and Dr. Erhabor Ighodaro. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in Unison (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes —September 13, 2016 D-2) Special City Council Minutes — September 13, 2016 Motion offered by Councilman Williams, seconded by Vice Mayor Robinson to adopt the minutes with the necessary corrections, if any. There being no discussion, the motion to adopt passed and carried by a unanimous vote of the members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The City Attorney removed Item K-7 from the Official Agenda. This item will be placed on the October 12th City Council Agenda. FERGUSON RECREATIONAL COMPLEX FOR THE RIDE FOR GENE BIKE RIDE BREAKFAST EVENT" ITEM K-10 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, RECOGNIZING SEPTEMBER 2016 AS NATIONAL CHILDHOOD CANCER AWARENESS MONTH" ITEM K-11 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, SUPPORT EFFORTS TO COMBAT SICKLE CELL DISEASE AND RECOGNIZING THE MONTH OF SEPTEMBER OF EACH YEAR AS SICKLE CELL DISEASE AWARENESS MONTH IN THE CITY OF MIAMI GARDENS, FLORIDA" Councilman Ighodaro asked a procedural question as it relates to the appointment of the Vice Mayor. Mayor Gilbert explained the process is that the Mayor brings an item. He said he has not brought an item forward as of yet. Anyone can bring the item; it is has typically been brought forward by the Mayor because the Vice Mayor does not have an actual role. He said he has not decided on a recommendation for vice mayor. He told Councilman Ighodaro that he was more than welcomed to bring an item if he wanted to. Councilman Ighodaro asked if there was a time frame to appoint a Vice Mayor. Mayor Gilbert said if it is left up to him he would probably bring an item within the next couple of meetings. Motion offered by Councilman Ighodaro, seconded by Councilman Harris to approve the Official Agenda with the necessary additions/deletions. There being no further discussion, the motion to approve the official agenda passed and carried by a unanimous vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) September 28, 2016 City Council Minutes Page 2 None (G) PUBLIC COMMENTS Gorema Tolliver, 16230 NW 27' Court, Miami Gardens, Florida, appeared before the City Council to express concern with getting a warning notice of violation from Code Compliance. She said that she is a senior citizen on a fixed income and wanted to know about financial or manpower assistance with taking care of the violations. Mayor Gilbert in response to Ms. Tolliver's inquiry indicated that Darian Martin, Assistant to the City Manager would speak with her about this issue. He further said he would also contact Ms. Tolliver regarding her concerns. Ulysses Harvard, 16201 NW 22nd Court, Miami Gardens, Florida, appeared before the City Council to inquire about the appointment of a new Vice Mayor. He asked how long is it going to take before that appointment is made. After there were no interested parties to speak on this item, the public hearing closed. Manager Benson said there has been a change in the amount since the first reading of this item. The total borrowing amount would be $6,000,000.00, instead of the $6,750,000, originally approved on first reading. Motion offered by Vice Mayor Robinson, seconded by Councilman Harris to adopt this item. Motion offered by Vice Mayor Robinson, seconded by Councilwoman Odom to amend the ordinance reducing the amount from 6.75 Million to 6 Million. There being no further discussion on the amendment, the motion to amend passed and carried by a unanimous vote of the members present. Councilman Williams asked whether this item was related to Item K-7, which was removed from the official agenda earlier in the meeting. Councilman Benson in response to Councilman Williams said that the two items were related. The item pulled relates to the settlement of the lawsuit. Once that item comes back, funds from that settlement will be used to pay down on the bond. The settlement is approximately 4.2 Million Dollars. Attorney Dickens said there are things that need to be paid for that are not a part of the litigation. At the conclusion of this discussion, the motion to adopt passed and carried by a 7-0 vote. Councilman Williams asked Attorney Dickens whether he had a conflict with Item N-2 because he serves on one of the University's Boards. Attorney Dickens in response to Councilman Williams' inquiry replied there was no conflict. vote. He asked whether staff was being proactive to prevent the spread of Zika in Miami Gardens. Mayor Gilbert in response to Councilman Williams' inquiry said staff has been preparing and proactive to fight the spread of the Zika virus for several weeks. City parks are also equip with the necessary mosquito repellant. The City has also been working with Miami -Dade County to address the issue of standing water not only with abandoned properties but with private properties where there might be standing water in swimming pools. Councilman Williams said it would have nice if the Council members were made aware of this. Mayor Gilbert in response to Councilman Williams' comment shared information was emailed and eblasted. September 28, 2016 City Council Minutes Page 11 Councilwoman Davis reminded everyone that October is Domestic Violence Month. She encouraged everyone to wear purple in recognition of the many victims for domestic violence. Councilwoman Odom thanked the Parks and Recreation Department for their invaluable assistance during the National HIV/AIDS Awareness event for the aging. Vice Mayor Robinson shared that during the month of October the City is painted "Pink" in recognition of Breast Cancer Awareness. Several activities have been planned for the month of October. In addition educational information can be found on the City's website. Councilman Williams announced the Science Fair will take place December 12 and 13, 2016. He shared the City of Miami Gardens is the only municipality in the country to host its own Science and Engineering Fair. Councilwoman Davis announced Ms. Rita Pierre's daughter passed away this past weekend. She encouraged everyone to keep this family in their prayers and to give Ms. Pierre a call as well. Mayor Gilbert encouraged everyone to drop Ms. Pierre a note or give her a call. Councilwoman Odom shared that Pastor Nettie Davis' children moved her to Jacksonville, Florida, because of her illness. She asked that everyone keep Pastor Davis in their prayers. Mayor Gilbert shared he was invited to speak at the Federal Reserve in Philadelphia. The panel he was invited to speak on was about communities that are doing innovative things. He said the City did not submit an application and only three (3) mayors from around the country was invited to participate. He further shared that the city has cleared the first hurdle to build a Performance Theater for the City of Miami Gardens. He stated we are going to continue to move this, city forward in every way at all times.
