HomeMy WebLinkAbout01.25.2017 - City Council MinutesCITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES JANUARY 25, 2017 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, January 25, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Erhabor Ighodaro, and Council members: Lillie Q. Odom, Lisa C. Davis, Rodney Harris, Felicia Robinson and David Williams Jr. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. Motion offered by Vice Mayor Ighodaro, seconded by Councilman Harris to approve the December 14, 2016 Minutes, with the necessary corrections, if any. There being no discussions, the motion to adopt passed and carried by a unanimous voice vote of the City Council. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The following resolution was added to the official agenda as Item K-3. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AGREEING TO CO -HOST "LESSONS IN JAZZ ACTIVITIES"; AUTHORIZING A SPONSORSHIP OF THE EVENT IN THE AMOUNT OF TWO THOUSAND FIVE HUNDRED DOLLARS (2,500.00) FROM THE CITY COUNCIL SPECIAL EVENT ACCOUNT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE" January 25, 2017, City Council Agenda Page 1 Vice Mayor Ighodaro removed Item H-1, from the official agenda. Motion offered by Councilwoman Robinson, seconded by Councilwoman Davis to adopt the Official Agenda, with the necessary changes. There being no further discussion, the motion to adopt passed and carried by a unanimous voice vote of the City Council. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilman David Williams Jr. — Science and Engineering Fair Acknowledgements Science Teachers — Tasha Walker, Maria Barona, Matilda Yajidro, Sieta Rodges, Aletha Ricketts -Burke, Shantelle Holtz -Ritz and Tammy Idonozi were presented with Certificates of Recognition. Councilman Williams also gave away two Jazz in the Gardens tickets. Michael Brown, Edward Couch Keith Davis Clifford McCollough and Didea Mendez F-2) Councilwoman Lisa C. Davis — Cloverleaf Royals & Miami Gardens Super Soul Steppers Linda Holloway, 748 NW 2041' Street, Miami Gardens, Florida, appeared before the City Council representing the Cloverleaf Royals and Miami Gardens Super Soul Steppers to wish Councilwoman Lisa C. Davis a happy birthday and present her with a gift. F-3) City Manager Cameron D. Benson — Patrice Gillespie -Smith re: Miami -Dade Complete Streets Ms. Gillespie -Smith appeared before the City Council to make a presentation on the Miami -Dade Complete Streets Guidelines. (L) RESOLUTIONS) None QUASI-JUDICIAL ZONING HEARINGS: Nakeischea Smith, Planning and Zoning Director appeared before the City Council to expound on the Quasi -Judicial Process. City Clerk Taylor administered the Oath to those participating in this Quasi -Judicial Process. (M) ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): M-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP DESIGNATION OF THE PROPERTY LOCATED ON THE SOUTH SIDE OF NORTHWEST 215TH STREET, EAST OF NORTHWEST 47TH AVENUE, MIAMI GARDENS, FLORIDA, MORE PARTICULARLY DESCRIBED ON EXHIBIT "A", ATTACHED HERETO, FROM "NEIGHBORHOOD" TO "COMMERCE"; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) *EXHIBITS A&B Jose Diaz with Akerman, LLP presented on behalf of MG East, LLC seeking the Council's support for this item. Mr. Diaz advised that the company plans to build four warehouses on the land and also place a manmade lake between the warehouses and the homes to separate the residents from the ongoing project. Mayor Gilbert opened the floor for this public hearing. After there were no interested parties to speak on this item the public hearing closed. Motion offered by Councilwoman Robinson, seconded by Councilwoman Davis to adopt this item. Mayor Gilbert asked Mr. Diaz if he would like to waive his closing statement. Mr. Diaz advised that he was waiving his closing statement. City Attorney, Sonja Dickens made note for the record that Mr. Diaz did not submit any January 25, 2017, City Council Agenda Page 4 exhibits for this hearing and asked Mr. Diaz if he would like for the Council to adopt the exhibits provided at the LPA meeting on January 25, 2017 at 6:30pm for this meeting as well. Mr. Diaz advised that the he would like the exhibits provide at the LPA meeting to be adopted for this meeting as well. vote. At the conclusion of this discussion the motion to adopt passed and carried by a 7-0 Councilman Harris: Yes Vice Mayor Ighodaro: Yes Councilwoman Odom: Yes Councilwoman Robinson: Yes Councilman Williams: Yes Councilwoman Davis: Yes Mayor Gilbert: Yes (N) ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) None (0) RESOLUTION(S)/PUBLIC HEARINGS) None (P) REPORTS OF CITY MANAGER/CITY ATTORNEYXITY CLERK NO REPORT (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilwoman Felicia Robinson reminded everyone about the Community Yard Sale she was hosting on Saturday, January 28, 2017 at Miami Carol City Park. She advertised her upcoming events in February — Red Dress/Red Wine Reception and partnering with Food Truck Invasion by having a dance-a-thon which all relate to Good Heart Health. Councilman David Williams Jr. thanked various staff members for their support of science by making his Science and Engineering Fair so successful this year. He spoke briefly about his speaking engagement at the McKnight Fellows Ceremony held at FIU South Campus and that he was able to forge a partnership with FIU's Science and Agriculture Department for upcoming events, he acknowledged Petula Burke for connecting him with the McKnight Fellows. Mayor Oliver Gilbert spoke on the development of the City and reiterated his support of item M-1 and how the City needs more projects like it. He stated that the City is "trying to build a sustainable tax base that doesn't rely so heavily on residents". He advised that Carol Mart would be demolished and how the demolition meant that the City is moving forward.
