HomeMy WebLinkAbout01.25.2017 - LPA MinutesCITY COUNCIL MINUTES, JANUARY 25, 12017 CITY OF MIAMI GARDENS CITY OF MIAMI GARDENS LPA MINUTES JANUARY 25, 2017 1) CALL TO ORDER/ROLL CALL OF MEMBERS: The City Council sitting as the LPA met in Special Session, Wednesday, January 25, 2017, beginning at 6:30 PM, in the City Council Chambers, 1860 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Erhabor Ighodaro and Council members Lillie Q. Odom, Lisa C. Davis, Rodney Harris, Felicia Robinson and David Williams Jr. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. 2) INVOCATION: Delivered by Mayor Gilbert 3) PLEDGE OF ALLEGIANCE: Recited in unison 4) RESOLUTIONS/PUBLIC HEARING(S): Nakeischae Smith, Planning and Zoning Director appeared before the City Council to expound on the Quasi -Judicial Process. City Clerk Taylor administered the Oath to those participating in this Quasi -Judicial Process. RESOLUTION NO. 2017-15-3120 LPA 4-A) A RESOLUTION OF THE LOCAL PLANNING AGENCY OF THE CITY OF MIAMI GARDENS, FLORIDA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, AMEND THE FUTURE LAND USE MAP TO REFLECT THAT THE PROPERTY LOCATED ON THE SOUTH SIDE OF NORTHWEST 215TH STREET, EAST OF NORTHWEST 47TH AVENUE, IN MIAMI GARDENS, FLORIDA MORE PARTICULARLY DESCRIBED ON EXHIBIT "A" ATTACHED HERETO WILL BE DESIGNATED AS "COMMERCE" INSTEAD OF "NEIGHBORHOOD"; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL RESOLUTIONS IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Miami Gardens Local Planning Agency Minutes — January 25, 2017 Page 1 of 3 CITY COUNCIL MINUTES, JANUARY 25, 12017 Mayor Gilbert opened the floor for this public hearing. After there were no interested parties to speak on this item the public hearing closed. Jose Diaz with Akerman, LLP presented on behalf of MG East, LLC seeking the Council's support for this item. Motion offered by Councilman Williams, seconded by Councilwoman Robinson to adopt this item. Councilwoman Davis inquired as to how many jobs this would create. Mr. Diaz responded: 2,100 permanent jobs with an additional 1,000 construction jobs (1,391 direct permanent jobs and 733 indirect permanent jobs). Councilwoman Davis stated, for the record, that she would like to make sure that Miami Gardens Residents are a part of the hiring process and requested feedback on the number of qualified Residents that are hired. Councilman Williams inquired as to how the number of jobs was determined and what types of permanent jobs are being offered. Mr. Diaz advised that the jobs would be similar to jobs at Amazon or FedEx loading areas and that an economist was hired that has done various studies on projects such as this one across the country; the company he represents is relying on the economist's existing data for the numbers reported. Councilwoman Odom voiced her concern for the Vista Verde and Miramar Gardens Residents. She asked whether or not they were informed about this project. Mr. Diaz in response to Councilwoman Odom's concern shared that the company had already reached out to both communities. The developer has been invited to the Vista Verde/Miramar Gardens quarterly meetings in February. There being no further discussion, the motion to adopt passed and carried by a 7-0 vote of the Council.
