REGULAR CITY COUNCIL MINUTES
FEBRUARY 8, 2017
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, February 8, 22017, beginning at 7:00 PM, in the City Council Chambers, 18605
NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Erhabor Ighodaro, and Council members Lillie Q. Odom, Lisa C. Davis, Rodney Harris,
Felicia Robinson and David Williams Jr.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.

Motion offered by Vice Mayor Ighodaro, seconded by Councilwoman Davis to approve
the minutes, with necessary corrections, if any.
There being no discussion the motion to approve passed and carried by a unanimous
voice vote of the Council.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Councilwoman Robinson added a presentation at Item No. F-3
Mayor Gilbert added a presentation as Item F-4
Item K-7 was pulled from the Consent Agenda.
Motion offered by Councilman Williams, seconded by Councilwoman Davis to approve
the Official Agenda with the additions.
There being no discussion, the motion to approve the Official agenda passed and carried
by a unanimous vote of the City Council members present.

(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Councilman David Williams Jr, - Special Recognitions
Councilman Williams presented "Certificates of Special Recognition", to individuals and
organizations that contributed to the 2016 Elementary School Science and Engineering Fair.
F-2) Vice Mayor Erhabor Ighodaro — Special Recognitions
Vice Mayor Ighodaro presented the three Black History Essay "The Crisis in Black
History Education" Contest Winners with Lap Top Computers. The winners were from Barbara
Hawkins Elementary School.
F-3) Councilwoman Robinson invited Ms. Carol Lawrence to come forward for the
presentation. Ms. Lawrence a Board Member of the Women's Breast Heart Initiative (WBHI),
appeared before the City Council and shared that this Non -Profit organization galvanizes
volunteers to knock on doors to encourage women to get screening, and provide them with the
resources to get a mammogram as well as heart testing. This event will take place in Miami
Gardens, March 4, 11 and 18th
F-4) Mayor Gilbert presented a proclamation proclaiming February 8, 2017, as "Miss
Haiti Raquel Pelissier Day" in the City of Miami Gardens.
Ms. Pelissier the second runner up for Miss Universe 2017, was afforded an opportunity
for comments. She thanked Mayor Gilbert for this honor.
(G) PUBLIC COMMENTS
Lendell, Jackson, 1271 NW 174th Street, Miami Gardens, Florida, appeared before the
City Council to thank the City Council for their due diligence in a matter that came before the
Council before the Christmas Holiday.
Dorothy Smith, 20484 NW 10' Place, Miami Gardens, Florida, appeared before the City
Council and shared the drainage issues in the Coconut Cay community have not been addressed.
She invited the Mayor and Council as well as city administration to tour the Coconut Cay and
Majorica Isles communities. She opined the CDD does not benefit the residents in this area.

Councilman Williams declared a conflict. He stated that he was the Interim Director of
this entity before leaving the City Council Chambers while this item was being considered.

item.
There being no discussion, the motion to adopt passed and carried by a unanimous vote
of the members present. Please note, Councilman Williams was not present when this vote was
taken.
QUASI-JUDICIAL ZONING HEARINGS:
Nakeischae Smith, Planning and Zoning Director appeared before the City Council to
explain the Quasi -Judicial Hearing.
Ronetta Taylor, City Clerk sworn in all parties participating in this Quasi -Judicial
Process.

Mayor Gilbert stated that as it relates to the Jennings Disclosure, he had met with
representatives as it related to the Quasi -Judicial items, and can be fair and objective.

Mayor Gilbert opened the floor for this public hearing.
Wendy Frangois, appeared before the City Council representing the applicant to solicit
approval of this item on first reading. She said this is a companion to the rezoning item that was
held on first reading at the January 25, 2017, City Council meeting. She further shared that
representatives met with the neighbors and the local civic associations in this area. She stated
the feedback from those meetings has been very positive. She opined this project will be great
for the community and will bring in 29,000 jobs.
After there were no other interested parties to speak on this item, the public hearing
closed.

Mayor Gilbert passed the gavel to Vice Mayor Ighodaro and left the meeting at 7:35 PM,
and returned at 7:40 PM.
Ms. Smith, Planning and Zoning Director explained this application is an existing facility
and is wanting to add overnight boarding.
Vice Mayor Ighodaro opened the floor for this public hearing. After there were no
interested parties to speak on the item, the public hearing closed.
Motion offered by Councilwoman Robinson, seconded by Councilman Harris to adopt
this item.
Councilman Williams asked whether the additional waste was addressed.
Marco Ramirez, owner of Doggies Gone Wild, Inc., appeared before the City Council in
response to Councilman Williams' inquiry and shared that the facility has a special pickup for
bio -degradable waste.
There being no further discussion, the motion to adopt passed and carried by a unanimous
voice vote of the City Council.
Vice Mayor Ighodaro relinquished the gavel to Mayor Gilbert.
(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams shared that he is hosting a Community Outreach event, Saturday,
February 11, 2017. The event will take place at Greater New Bethel Baptist Church, and is not
an UPPAC event.
Councilman Williams broached the subject of the Education Compact and provided the
Council with documentation on the subject matter. He said information from the Finance
Director indicates there is a total of $25,000.00, in the account. This entity is sort of active, but
inactive as well. The Charter is due to expire in March. If this entity is to be reactivated, each
Council member has to appoint a member to the Board of Directors.
Mayor Gilbert conveyed agreement that something needs to be done with the Education
Compact and would support the item. He suggested appointing Dr. Gallon to this entity. He
suggested holding a workshop on this item.
Councilwoman Davis acknowledged Ms. Flora Johnson, Chair of Grandparents Raising
Grandchildren for her outstanding work in the Community. She also shared that Ashley Stewart
featured Grandparents Raising Grandchildren in a national newsletter. She further encouraged
residents to attend their neighborhood crime prevention meetings.
Councilman Williams said that he would like to have a report on Shot Spotters and how
this program is working out for the City of Miami Gardens
Councilman Harris announced that on tomorrow evening the Crestview Rolling Oats
community is hosting its neighborhood crime prevention meeting at Rolling Oats Park, starting
at 6:30 PM. He also announced that the Food Truck Invasion will return, Friday, February 17tH
He shared that Councilwoman Robinson's healthy initiative will join this event with a dance-a-
thon.
Councilwoman Robinson shared continuing with the Healthy Heart Initiative the Red
Dress/Red Wine event will take place this coming Friday. This is a free event open to the public.
The regularly scheduled Meet Me Monday event will take place Monday, February 13th, at Carol
City Park from 6:00 — 8:00 PM. She invited young ladies between the ages of 11 to 17, to join
her for a Meet Me at the Movies event, Monday, February 20, 2017. Lastly, the next community
yard sale, which takes place every three months, will take place April Stn
Vice Mayor Ighodaro acknowledge Tristan for supporting the Black History Program.
He further acknowledged Mr. Neloms and his Parks and Recreation staff for doing an excellent
job. He shared that the Florida Memorial Homecoming Parade will take place this Saturday. He
invited everyone to come out.
Mayor Gilbert invited everyone to come out to the Trayvon Martin Walk. He shared at
the beginning of the meeting the news reporter was present. They are going to do a story about
the former chief of police. He shared the news reporter did not show for the Science and
Engineer Fair, or cover the project that will create thousands of jobs, nor did they show up at the
Community center to see the free violin classes. He stated that his point is the news media will

only show for bad things. He emphasized the importance of people from this community taking
pride in the positive things that are happening like economic growth and development, in this
community.
