HomeMy WebLinkAbout02.22.2017 - City Council MinutesCITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES FEBRUARY 22, 2017 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, February 22, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605 NW 27`" Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, and Council members: Lillie Q. Odom, Lisa C. Davis, Rodney Harris, Felicia Robinson and David Williams Jr., Vice Mayor Erhabor Ighodaro was not present. Motion offered by Mayor Gilbert, seconded by Councilwoman Davis to excuse the absence of Vice Mayor Ighodaro. There being no discussion, the motion to excuse the absence of Vice Mayor Ighodaro passed by a unanimous voice vote of the Council members present. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta. (B) INVOCATION Mayor Gilbert delivered the Invocation. (C) PLEDGE OF ALLEGIANCE Recited in unison. (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes —February 8, 2017 Motion offered by Councilman Williams, seconded by Councilman Harris to adopt the minutes with necessary corrections, if any. There being no discussion, the motion to approve the minutes passed and carried by a unanimous voice vote of the members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The following items were added to the official agenda as Items K-10 and K-11, respectively. (SPONSORED BY MAYOR OLIVER GILBERT) Attorney Dickens provided a revised Item K-6. Manager Benson removed Item K-7 from the official agenda. Motion offered by Councilman Williams, seconded by Councilman Harris to adopt the Official Agenda, with the necessary additions/deletions. There being no discussion, the motion to adopt the official agenda passed and carried by a unanimous vote of the City Council Members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilwoman Lillie Q. Odom — Black History Presentation Councilwoman Odom presented a plaque to Ms. Linda Hodges Holloway for her extraordinary work and contributions to this community. (G) PUBLIC COMMENTS Francis Ragoo, 889 NW 214th Street, Apt. 102, Miami Gardens, Florida, appeared before the City Council to express his concern of the current federal mandate that is seeking to recruit local law enforcement to aide in the mandatory deportation of undocumented immigrants, he stated that he hopes the Miami Gardens' Police Department will not participate in this process. Dorothy Smith, 20484 NW 10 Place, Miami Gardens, Florida, appeared before the City Council requesting that the City Manager and MGPD start a task force to target Home Owners' Associations for corruption and fraud. She also stated that she and Commissioner Edmonson have partnered to recruit "young people" that are U.S. Citizens and Miami Gardens Residents for employment to aide in crime prevention. Vanessa Wilcox, 2000 NW 186th Street, Miami Gardens, Florida, appeared before the City Council to speak on the issue relating to Walmart that aired on Channel 10 labeling the City of Miami Gardens as "Bad City". She feels that the Miami Gardens' Walmart stores are not up to par and that her constant complains to the managers are not being heard. She also noted that the movie, Moonlight, will bring positivity to the City as some of the actors are local. February 22, 2017, City Council Minutes Page 2 Ulysses Harvard, 16201 NW 22nd Court, Miami Gardens, Florida, appeared before the City Council to express his concern with the community pool being only 5 feet deep. He opined children cannot learn how to swim in a pool that small. He requested that the Council change the measurements from 5 feet to 10 feet or bigger. Mykita Cherry -Prime, 3101 NW 171 It Terrace, Miami Gardens, Florida, appeared before the City Council to thank the Council Members, MGPD and Keep Miami Gardens Beautiful for their part in making the "Wall Beautification Project" a success. She announced the Miami Gardens Progressive Young Adults meeting times and stated that there are more projects in the works and encouraged more community participation. Sardebra Wright, 20062 NW 36th Court, Miami Gardens, Florida, appeared before the City Council to express her concern with Bunche Park Pool being only 5 feet deep. She feels that this is sending a message to the children of the City because in her opinion they are not receiving the same opportunities as children in other communities. Mayor Gilbert asked that the City Manager arrange a time with the consultants to come out and speak to the residents about the community pool. There being no other interested parties to speak during public comments. Public comments were closed. Mayor Gilbert stated that as it relates to the Jennings Disclosure, he had met with members of the community regarding the Quasi -Judicial items, and can be fair and objective. Vice Mayor Ighodaro: Out of town Councilwoman Odom: Yes Councilwoman Robinson: Yes Councilman Williams: No Councilwoman Davis: Yes Councilman Harris: Yes Mayor Gilbert: Yes (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK No Report (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilwoman Felicia Robinson shared that she took a group of young women ages 11 — 17 to see the movie "Hidden Figures" in celebration of Black History Month. She reminded everyone about the upcoming Community Yard Sale she will be hosting on Saturday, April 8, 2017 and her monthly Meet Me Monday meetings held every second Monday at Miami Carol City Park. Councilman Williams spoke about the Science Fair awards ceremony held at FIU South Campus, 45 families attended. Thanked the Councilman Harris invited everyone to his 1St Annual Robotics Competition being held on March 4, 2017 at Betty T. Ferguson Recreational Complex, he encouraged everyone to come out and support the City's youth and stated that he is trying to make this a yearly event. Mayor Gilbert had Makayla Davis, City Intern and senior at Miami Norland Senior High School, introduce herself and he spoke about the great job she's doing here at the City. Mayor Gilbert clarified the incident with the prescription marked "Bad City" at Walmart that was televised on Channel 10. He emphasized the importance of people from this community taking pride in the positive things that are happening and to stop running to the media every time something bad happens. He stressed that bringing in new businesses is important in order to create jobs, which in turn will help lower the crime rate. He advised that he will be meeting with February 22, 2017, City Council Minutes Page 8 the Miami -Dade County Commissioners to create a CRA because the City would like to build a performing arts center. Mayor Gilbert stated that the meeting time/date for Miami -Dade County to consider the CRA item will be posted on the City's website. He encouraged the community to attend that meeting.
