The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Erhabor Ighodaro and Council members: Lisa C. Davis, Rodney Harris, Felicia Robinson, and David Williams. Councilwoman Lillie Q. Odom arrived at 7:05 PM. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Mayor Gilbert delivered the Invocation. (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES D-1) Regular City Council Minutes —May 10, 2017 D-2) Regular City Council Minutes — May 24, 2017 Motion offered by Councilman Williams, seconded by Councilman Harris to approve the minutes, with necessary corrections, if any. There being no discussion, the motion to approve the minutes passed and carried by a unanimous vote of the Council. Councilwoman Davis added a Presentation as Item F-2 Motion offered by Councilwoman Robinson, seconded by Councilman Harris to adopt the Official Agenda with the necessary changes. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilman David Williams Jr. — Special Presentation Councilman Williams recognized Lisa Barry, Michael Bouie, Kiyata Branker, Bernard Butts, Clementine Clinch, Lori Clinch, Andrea Jordan, Delma K. Noel Pratt, Abraham Thomas, Rene Wallace, and Valerie Ward for their participation during the First Annual Prayer in the Gardens event held Saturday, June 3, 2017, at the Botancial Garden. F-2) Councilwoman Davis — Special Presentation Paula Wright a representative from Here's Help appeared before the City Council to present Councilwoman Davis with a plaque for her support during Domestic Violence Month. (G) PUBLIC COMMENTS Dorothy Smith, 20484 NW 14`h Place, Miami Gardens, Florida, appeared before the City Council to ask the Council to consider renaming a street after a former Miami -Dade Police Chief who had compassion for this community. Sardebra Wright, 20062 NW 36h Court, Miami Gardens, Florida, appeared before the City Council to express concern with the homeless and indigent in the community. Joseph R. Cray, 17660 NW 67`h Avenue, Apartment 1620, Miami Gardens, Florida, appeared before the City Council to introduce himself as the President for the Norland PTSA. Anderson, 19020 NW 2l't Avenue, Miami Gardens, Florida appeared before the City Council as the Vice Chair of City of Miami Gardens Elderly Affairs Advisory Committee. She reported on the activities the Committee has undertaken for the last quarter. She informed the Council that June is Elder Abuse Month and announced the Elderly Affairs Advisory Committee would be hosting its annual Elderly Abuse Workshop, Thursday, June 28, 2017, at City Hall. Francis Ragoo, 889 NW 214th Street, Miami Gardens, Florida, appeared before the City Council to express concern with the City of North Miami . Beach's water service provided to the residents of Miami Gardens. Charles McCoy, 15940 NW 180' Court, Miami Gardens, Florida, appeared before the City Council to express comments about the City's Public Works Department and Half -Way Housing in Miami Gardens. There being no discussion, the motion to adopt passed and carried by a unanimous voice vote of the members present. (L) RESOLUTIONS) RESOLUTION NO 2017-109-3214 L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING A RENTAL FEE WAIVER FOR USE OF THE BETTY T. FERGUSON RECREATIONAL CENTER (ORCHID ROOM) FOR FOUR (4) CONSECUTIVE MEDICARE NEIGHBORHOOD EDUCATIONAL WORKSHOPS STARTING IN JUNE 2017; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY COUNCILWOMAN LILLIE Q. ODOM) Motion offered by Councilwoman Davis, seconded by Councilwoman Robinson to adopt this item. Vice Mayor Ighodaro stated he had sponsored an item at a previous Council meeting, which drew concern from his colleagues because there was no fiscal impact noted. He said he was in support of this item; however he noticed that this particular item has no fiscal impact listed. Councilwoman Robinson in reference to Vice Mayor Ighodaro's comment said Vice Mayor Ighodaro's item was utilizing the entire facility for over a period of days. Mayor Gilbert agreed with Vice Mayor Ighodaro about including the fiscal impact. He however stated that Vice Mayor Ighodaro's item was also being scheduled during the football season, which draw large crowds and creates a demand for parking. He inquired about the fiscal impact for this particular item. June 14, 2017, City Council Minutes Page 5 Manager Benson said staff did not review this item before it was placed before this Council as an -add on item to the Official Agenda. He said staff just provided an estimated fiscal impact of $3,000.00, for the use of the facility to hold these workshops. Councilwoman Robinson expressed concern with adding items to the agenda on the night of the City Council meeting. At the conclusion of this discussion the motion to adopt passed and carried by a unanimous vote of the City Council. RESOLUTION NO. 2017-101-3206 K-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY THAT CERTAIN AGREEMENT WITH WATER -GEN LIMITED, APPROVING A 14 -DAY WATER PILOT PROJECT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER GILBERT) Motion offered by Councilwoman Robinson, seconded by Mayor Gilbert to adopt this item. Councilwoman Odom asked for further clarification on this item. Mayor Gilbert explained the 14 -day pilot project with Water -Gen Limited, is to examine and test the performance of Atmospheric water generator device unit to determine the feasibility of future partnership opportunities with the City. At the conclusion of this discussion, the motion to adopt passed and carried by a majority vote of the members present (6-1). Councilwoman Odom cast the dissenting vote. RESOLUTION NO. 2017-104-3209 K-4) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY THAT CERTAIN AGREEMENT WITH MIAMI-DADE COUNTY FILM PERMITTING INTERLOCAL; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER GILBERT) Motion offered by Councilman Harris, seconded by Councilwoman Odom to adopt this item. Councilwoman Odom asked how many other cities have entered into an agreement with Miami -Dade County for film permitting. Mayor Gilbert in response to Councilwoman Odom's inquiry said this is not a new June 14, 2017, City Council Minutes Page 6 agreement but rather a renewal of the film permitting agreement with Miami- Dade County. He further stated that many Miami -Dade municipalities utilize the services of Miami -Dade County for this purpose. At the conclusion of this discussion the motion to adopt passed and carried by a unanimous vote of the City Council members present.
