REGULAR CITY COUNCIL MINUTES
MAY 249 2017
(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Wednesday, May 24, 2017, beginning at 7:00 PM, in the City Council Chambers, 18605 NW
27`h Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice
Mayor Ighodaro and Council members: Lillie Q. Odom, Rodney Harris, Felicia Robinson and
David D. Williams Jr. Councilwoman Lisa C. Davis was not present due to bereavement.
Motion offered by Mayor Gilbert, seconded by Councilwoman Robinson to excuse the
absence of Councilwoman Davis. There being no discussion, this motion passed and carried by
a unanimous vote of the members present.
Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K.
Dickens and City Clerk Ronetta Taylor.
(B) INVOCATION
Before delivering the Invocation Mayor Gilbert asked for a moment of silence for Eddie
Jordan, husband of Miami -Dade County Commissioner Barbara Jordan, and Kavin Davis,
brother of City of Miami Gardens Councilwoman Lisa C. Davis.
(C) PLEDGE OF ALLEGIANCE
The Sierra Girl Scout Troop No. 347, lead the Pledge of Allegiance, which was recited in
unison.
(D) APPROVAL OF MINUTES
D-1) Regular City Council Minutes —April 26, 2017
Motion offered by Councilman Williams, seconded by Councilman Harris to approve the
minutes, with the necessary corrections, if any.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Councilwoman Davis' Mother's Day Presentation was cancelled until further notice.
Councilman Harris added a presentation as F-2
Motion offered by Vice Mayor Ighodaro, seconded by Councilman Harris to approve the
Official Agenda, with the necessary changes.
There being no discussion the motion to approve the Official Agenda passed and carried
by a unanimous vote.

(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Vice Mayor Ighodaro — Special Presentation
Vice Mayor Ighodaro presented music legend and resident Timmy Thomas with a
Commendation for his outstanding musical contributions to South Florida and this community.
Mr. Thomas was afforded an opportunity for comments.
F-2) Councilman Harris — Girl Scout Troop
Councilman Harris shared that fourteen young ladies received the Gold Award the
highest and most prestigious award to be given to Girl Scouts. Out of that group of fourteen (14)
four (4) of those young ladies are Miami Gardens residents. He presented plaques to: Timaya
Everett, A'Rawni McPhee, Dionne Mapp and Ma'kia Moulton for successfully executing
projects to help improve quality of life to citizens of Miami Gardens. The winners are members
of Girl Scout Troop No. 347.
Janice Coakley was afforded an opportunity for comments,
(G) PUBLIC COMMENTS
Brenda Providence, 2021 NW 154h Street, Miami Gardens, Florida, representing the
North Dade's 60th Anniversary, appeared before the City Council. North Dade was a high school
from 1957 to 1966. During the Home Coming Ceremony twenty individuals were honored in the
Hall of Fame. Councilwoman Lillie Q. Odom was one of North Dade Hall of Fame honorees.
She further thanked Councilman Harris and Vice Mayor Ighodaro for their contribution. She
also thanked Mayor Gilbert for his Greetings Letter.
Janice Coakley, 19681 NW 33`d Avenue, Miami Gardens, Florida, appeared before the
City Council to thank Mayor Gilbert and Councilman Harris for assisting the Girl Scouts. She
related an incident that took place after a Girl Scout meeting at one of the local schools. She said
after the meeting the participants were standing in the school's parking lot when a car
approached. At the time it appeared the occupants in the vehicle were shooting into the crowd.
Everyone hit the ground. Fortunately the sounds were not gun shots. She asked whether police
presence could be available in the areas where meetings or activities are taking place during the
evening hours.
Robert L. Brown, 20394 NW 14`h Place, Miami Gardens, Florida, appeared before the
City Council to express his support of a ten foot pool at Bunche Park Pool.
Sylvia Perkins, 2301 NW 186`h Street, Miami Gardens, Florida, and Thomas Jones, 1723
NW 187"' Street, Miami Gardens, Florida, representing the Rolling Crest Lakes Association
appeared before the City Council to present a check in the amount of $40,266.00, to fund the
2017 Summer Youth Employment Initiative. Any questions, updates and the final report should
be submitted to Rolling Crest Lakes no later than October 31, 2017.

Charles McCoy, 16200 NW 180' Place, Miami Gardens, Florida, appeared before the City
Council to convey appreciation to the Miami Gardens Police Department and officers for doing
an outstanding job in the community neighborhoods.

Manager Benson stated nothing has changed from first reading. This item relates to
providing funding for additional trolley service more particularly in the Rainbow Park area.
Mayor Gilbert opened the floor for this public hearing. After there were no interested
parties to speak on this item, the public hearing closed.

this item

(L) RESOLUTION(S)
L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, DIRECTING THAT BUNCHE
PARK POOL BE CONSTRUCTED AT A MAXIMUM DEPTH OF
TEN (10) FEET INSTEAD OF FIVE (5) FEET AND THAT FUNDS
FOR THIS PURPOSE BE ALLOCATED FROM THE
CONTINGENCY FUND; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.

Vice Mayor Ighodaro recounted this item originally came before the Council, April 26,
2017. The item was tabled to look for a funding source to address the issue.
Manager Benson stated at the last City Council meeting, the manager and assistant city
manager were asked to go back and meet with Vice Mayor Ighodaro to identify potential
opportunities within the GOB program to find funds to be used for increasing the depth of the
pool.
Craig Clay, Assistant City Manager appeared before the City Council to provide a brief
overview of the documentation provided to Council. The cost to redo the pool is
approximately 1.6 million dollars. Currently the Unrestricted Fund Balance for the City is
approximately 18%. He said if 1.6 million dollars was taken from the Unrestricted Fund
Balance it would cause a significant reduction. Best Practices require the Unrestricted Fund
Balance to be between 16 — 25 percent of the General Fund. He stated a contingency is
included in every one of the projects. Many of the projects have already gone through the RFP
process, contracts awarded and work started. Fifteen of the proposed projects in the Bond Plan
are in some form of development. The total amount of the contingency on the bond projects that
have not advanced as far as the other ones is approximately 1.9 million dollars. If you were to
subtract the estimated 1.6 million dollars from the 1.9, the contingency would be reduced to a
little over $300,000.00.
Vice Mayor Ighodaro conveyed appreciation of staff's fact finding and problem solving.
He said his intent was to look at the Contingency fund for eight of the bond projects. There is
another option where four projects are identified that contingency would yield approximately
1.6 million dollars. The third option would be to look at the General Contingency for all of the
projects. He referenced pages 87 and 89 of the agenda and asked that those options be
considered.
Motion offered by Vice Mayor Ighodaro, seconded by Councilman Williams to adopt
this item.
Mayor Gilbert emphasized the importance of not taking away the contingency fund from
other projects. He said contingencies are not attached to projects by mistake. The contingency

is attached to the projects to ensure there is enough money to complete the project. The
proposal is to take away the contingency for those projects slated to be built. That would
probably enable the city from completing those projects. He conveyed appreciation of what
Vice Mayor Ighodaro was doing but stated this is not good policy. He shared the City just
received an excellent bond rating because it makes sound decisions. The city does what it says
it is going to do.
Vice Mayor Ighodaro stated that his philosophy is if he makes a mistake he owns up to
that mistake. He said this is about trying to remedy what he perceives as a mistake. If there is
money to fix this problem, fix it. He said what he did not want taken away from this meeting is
the perception that this matter wasn't considered. He stated that Change Orders have been used
and abused. He said this item is before the Council to be voted up or down.
Mayor Gilbert clarified the reason why there are contingency funds is because of the
Change Orders. The contingency fund addresses those areas that might need to be fixed or
redone. He conveyed appreciation of Vice Mayor Ighodaro's comments. He stated that the city
cannot afford to make the change in the depth of the pool.
At the conclusion of the discussion, the motion to adopt failed by a 1-5 vote.

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Williams announced that he was hosting a Prayer in the Gardens event,
Saturday, June P, at the Botanical Garden. This is an opportunity to visit the Botanical Garden,
learn about healthy eating as well as fellowshipping.
Councilman Harris announced that a Memorial Day Breakfast will be held on that
holiday at the Betty T. Ferguson Recreation Complex. He invited everyone to attend.
Mayor Gilbert announced that Resources in the Gardens will take place Saturday, starting
at 11:00 AM, at the Betty T. Ferguson Recreation Center. The summer youth employment
program has been funded. Applications are now being accepted for that program. He further
shared that he provided over one hundred high school graduate students with laptop computers.
He told the Miami Herald reporter that it would be great if that story got into the papers.
