HomeMy WebLinkAbout2016-036-2935 - Teen Court ProgramRESOLUTION NO. 2016 -36 -2935 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY TO PARTNER WITH THE MIAMI -DADE ECONOMIC ADVOCACY TRUST YOUTH DEVELOPMENT DIVISION TO EXPAND ITS TEEN COURT PROGRAM IN THE CITY OF MIAMI GARDENS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Miami -Dade Economic Advocacy Trust Youth Development Division proposes a partnership with the City of Miami Gardens to expand its Teen Court Program in the City, and WHEREAS, Teen Court was created more than 18 years ago to help decrease the arrest disparities among youth misdemeanor offenders in the county's Targeted Urban Areas (TUAs), and WHEREAS, through the peer jury, youth sanction their peers who then receive rehabilitative support including life skills programming, community services hours, a jail tour, mentors and a pathway to a clean record, and WHEREAS, youth prosecute cases and defend youth offenders, the only adult is the judge, and WHEREAS, this partnership increases the City of Miami Gardens' diversion offerings by 23 percent and offers youth a second chance and a head start on legal professions, and WHEREAS, the Teen Court Program requests to use the Council Chambers twice per month as well as access to a meeting room to host life skills workshops, and WHEREAS, Mayor Oliver Gilbert is recommending that the City Council approve the Teen Court Program's expansion in the City of Miami Gardens, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby authorizes the City to partner with the Miami -Dade Economic Advocacy Trust Youth Development Division to expand its Teen Court Program in the City of Miami Gardens and authorizies usage of Council Chambers twice a month for court hearings and to access a meeting room to host life skills workshops. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
