HomeMy WebLinkAbout2017-172-3277 - ITB 15-16-033 for Job Order Contracting ServicesRESOLUTION NO. 2017-172-3277 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY TO RELY ON COMPETITIVELY SOLICITED, INVITATION TO BID (ITS) NUMBER 15-16-033 TO OBTAIN BIDS FROM QUALIFIED FIRMS FOR JOB ORDER CONTRACTING SERVICES FOR HORIZONTAL AND VERTICAL CONSTRUCTION SERVICES; AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE ORDERS ON AN AS NEEDED BASIS NOT TO EXCEED THE APPROVED BUDGETED AMOUNT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City requires repair, alteration, modernization, maintenance, rehabilitation, demolition, and construction of infrastructure, buildings, structures and/or other real property by State of Florida Licensed Certified General Contractors and/or Certified General Engineering Contractors to perform various repair and maintenance activities during the normal course of business and recently, to perform repairs to structures damaged by Hurricane Irma, and WHEREAS, on March 30, 2017, the City of Miami solicited Invitation to Bid (ITB) Number 15-16-033 to obtain bids from qualified firms for Job Order Contracting (JOC) Services for Horizontal and Vertical Construction Services, and WHEREAS, on June 14, 2017, ITB Number 15-16-033 was awarded to Harbour Construction, Inc., GEC Associates, Inc., Metro Express, Inc., H&J Asphalt, Inc., H.A. Contracting Corp., and EnviroWaste Services Group, Inc. for Horizontal Construction Services, and to Harbour Construction, Inc., JCI Construction, Inc., H.A. Contracting Corp., The Terracon Group, Inc., Lee Construction Group, Inc., and GEC Associates, Inc. for Vertical Construction Services, based on price and the evaluation factors set forth in the solicitation, and WHEREAS, the initial contract period is for a term of three (3) years with the option to renew for two (2) additional one (1) year periods, and WHEREAS, City staff recommends City Council authorize the City Manager to rely on the competitively solicited, Invitation to Bid (ITB) Number 15-16-033 to obtain bids from qualified firms for Job Order Contracting (JOC) Services for Horizontal and Vertical Construction Services, and WHEREAS, Staff also recommends City Council authorize the City Manager to issue purchase orders, on an as needed basis, not to exceed the approved budget of each project, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby authorizes the City Manager to rely on the competitively solicited. Invitation to Bid (ITB) Number 15-16-033 to obtain bids from qualified firms for Job Order Contracting (JOC) Services for Horizontal and Vertical Construction Services; and further authorizes the City Manager to issue purchase orders on an as needed basis not to exceed the approved budgeted amounts. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage. On June 14, 2017 ITB Number 15-16-033 was awarded to Harbour Construction, Inc., GEC Associates, Inc., Metro Express, Inc., H&J Asphalt, Inc., H.A. Contracting Corp., and EnviroWaste Services Group, Inc. for Horizontal Construction Services, and to Harbour Construction, Inc., JCI Construction, Inc., H.A. Contracting Corp., The Terracon Group, Inc., Lee Construction Group, Inc., and GEC Associates, Inc. for Vertical Construction Services, based on price and the evaluation factors set forth in the solicitation. The initial contract period is for a term of three (3) years with the option to renew for two (2) additional one (1) year periods. Section 2-757 (2), Exceptions/Waivers to bid and quotation procedure of the City’s Code of Ordinance, allows the purchase of commodities or services in cooperation with another governmental entity in the State or the purchase of commodities or services from contracts previously awarded by other governmental entities that were competitively bid. Proposed Action: It is recommended that the City Council approves City Staff to piggyback the competitively solicited, Invitation to Bid (ITB) Number 15-16-033 to obtain bids from qualified firms for Job Order Contracting (JOC) Services for Horizontal and Vertical Construction Services, and issuance of purchase orders on an as needed basis not to exceed the approved budget of each project. The award of this contract is contingent upon receipt and approval of insurance.
