CALL TO ORDER/ROLL CALL OF MEMBERS: The City Council sitting as the Local Planning Agency (LPA), met in special session, Wednesday, April 26,20117, beginning at 6:31 PM, in the City Council Chambers, 18605 NW 27*^ Avenue, Miami Gardens, Florida. The following LPA Members were present: Vice Mayor Erhabor Ighodaro and LPA Members: Lisa C. Davis, Rodney Harris, and David Williams Jr. Member Felicia Robinson arrived at 6:33 PM. Mayor Oliver Gilbert and Councilwoman Lillie Q. Odom were not present. Also in attendance were: City Manager Cameron D. Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. 2. INVOCATION: Councilman Harris delivered the invocation. 3. PLEDGE OF ALLEGIANCE: Recited in unison 4) RESOLUTIONS/PUBLIC HEARING(S): RESOLUTION NO. 2017-78-3183 LPA 4-A) A RESOLUTION OF THE LOCAL PLANNING AGENCY OF THE CITY OF MIAMI GARDENS, FLORIDA, RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, ADOPT AMENDMENTS TO THE COMPREHENSIVE DEVELOPMENT MASTER PLAN IN ACCORDANCE WITH EXHIBIT "C" ATTACH HERETO; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL RESOLUTIONS IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Nakeischae Smith, Planning and Zoning Director appeared before the LPA and shared that pursuant to the Florida Administrative Code local governments must review their comprehensive plan to determine whether the need exists to amend their plan in order to reflect changes in State requirements and local conditions. Local governments are required to conduct an Evduation and Appraisal Review (EAR) and update the City's Comprehensive Master Plan accordingly, based on the outcome of the EAR. The last update to the City's Comprehensive Master Plan (CDMP) occurred in 2003. Based on the outcomes, amendments have been made to the Goals, Objectives, Policies and Data, Inventory, Analysis of the City's CDMP in order to ensure compliance. AS the designated Local Planning Agency (LPA), the protocol is for the LPA to adopt a Resolution recommending approval of the amendments to the City Council and transmittal to State agencies. After there were no interested parties to speak on this item, the public hearing closed. Motion offered by Councilman Williams, seconded by Councilman Harris to adopt this item. There being no discussion the motion to adopt passed and carried by a 5-0 vote. 5. ADJOURNMENT: There being no other business to come before this Body, and upon a motion being duly made and seconded the meeting adjourned at 6:38 PM.
