A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA; AUTHORIZING THE CITY
MANAGER TO ESTABLISH THE CITY OF MIAMI GARDENS
POLICE ATHLETIC LEAGUE (PAL) PROGRAM, TO BE
STAFFED, MANAGED AND OPERATED BY THE MIAMI
GARDENS POLICE DEPARTMENT; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Manager seeks authorization to establish the City of Miami
Gardens Police Athletice League (PAL) Program, within the guidelines of the City of
Miami Gardens, and
WHEREAS, the PAL program is a proactive youth crime prevention program that
utilizes educational, athletic and recreational activities to create trust and understanding
between police officers and youth and enhances a safe, secure environment for
residents in our community;
WHEREAS, the PAL program will be staffed, managed, and operated by the City
of Miami Gardens Police Department to offer several youth sports to the children of the
community; flag football, baseball, basketball, bowling, track and field, soccer and
volleyball, additionally, a number of mentoring programs will be offered through the PAL
program, and
WHEREAS, the City recognizes the PAL program will provide the community a
safe and nurturing environment for young people to develop positive attitudes towards
police officers and become good citizens, and
WHEREAS, the City also recognizes by participating in mentoring and athletics, it
helps participants develop teamwork, leadership skills, self-esteem, confidence, learn
goal-oriented skills and are deterred from gangs and juvenile crime, and
WHEREAS, the City Council approved the initial Fifteen Thousand Dollars
($15,000.00) from LETF to assist with PAL program operations at the April 25, 2018,
Council Meeting,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to establish a PAL program, to be staffed,
managed, and operated by the City of Miami Gardens Police Department.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JUNE 12, 2019.
