SPECIAL CITY COUNCIL MINUTES
SEPTEMBER 11, 2006
1. CALL TO ORDER/ROLL CALL OF MEMBERS:
The City Council for the City of Miami Gardens,Florida,met in Special Session on Monday,
September 11,2006,at 12:15 p.m.,in the City Council Chambers, 1515 NW 1670'Street,Building 5,
Suite 200, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Shirley Gibson, Vice
Mayor Oscar Braynon II, and Council members Aaron Campbell Jr., Barbara Watson, Melvin L.
Bratton and Ulysses Harvard. Councilwoman Pritchett was not present due to a conflict with her
work schedule.
Also in attendance were: City Manager Dr. Danny O.Crew,City Attorney Sonja K.Dickens
and City Clerk Ronetta Taylor.
2. INVOCATION:
Invocation was delivered by Councilman Campbell.
3. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was recited in unison.
RESOLUTIONS:
RESOLUTION NO. 2006-95-441
4A) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, RELATING TO ELECTION;
RATIFYING THE ELECTION RESULTS OF THE GENERAL
ELECTION HELD SEPTEMBER 5, 2006, FOR THE PURPOSE OF
ELECTING COUNCIL MEMBERS FOR SEATS 2, 3 AND 4;
DECLARING RESULTS OF SAID ELECTION; PROVIDING FOR
ADOPTION OF REPRESENTATIONS;PROVIDING AN EFFECTIVE
DATE. (SPONSORED BY THE CITY CLERK
Motion offered by Vice Mayor Braynon,seconded by Councilwoman Watson to approve this
item.
There being no discussion,this motion passed and carried by a 6-0 vote.

Councilman Harvard: Yes

5. SWEARING IN
5A) Oscar Braynon II —At-Large Council Member —Seat 6
Patricia J. Braynon,mother of Vice Mayor Braynon administered the Oath of Office.
Vice Mayor Braynon congratulated his colleagues for their resounding victories and return to
office.
5B) Barbara Watson - Residential Area Council Member—Seat 2
Hans Ottinot,City Attorney for the City of Sunny Isles Beach administered the Oath of Office.
Councilwoman Watson thanked her husband Alvin Watson for his support during this
campaign. She further acknowledged her campaign manager Glen Joseph and her family members for
their efforts. She also thanked the voters for returning her to office.
5C) Melvin L.Bratton —Residential Area Council Member—Seat 4
Hans Ottinot,City Attorney for the City of Sunny Isles Beach administered the Oath of Office.
Councilman Bratton acknowledged his wife Zolena and campaign Manager Glen Joseph for
their hard work during this election process. He further thanked the residents for their confidence and
returning him to office.
Councilman Campbell congratulated his colleagues for winning the election in their respective
residential areas.
Councilman Harvard congratulated his colleagues for their election victories. He encouraged
the voters to vote November 7,2006.
Mayor Gibson congratulated her colleagues for their election victories,and thanked the voters
for returning these individuals to office.
Manager Crew,City Attorney Dickens and City Clerk Taylor all congratulated the City Council
on their election wins.
6. ADJOURNMENT:
There being no further business to come before this Body, and upon a motion being duly
offered by Councilman Bratton,seconded by Councilman Harvard,the meeting adjourned at 12:30
