(A) CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday,
April 10, 2019, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 271' Avenue,
Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor
Rodney Harris Council members: Lillie Q. Odom, Reggie Leon, Katrina Wilson, Erhabor
Ighodaro and David Williams Jr.
Also in attendance were: City Manager Cameron Benson, Deputy City Manager Craig Clay, City
Attorney Sonja K. Dickens and City Clerk Mario Bataille.

A motion offered by Councilman Williams, Jr,seconded by Vice Mayor Harris,to approve the
minutes passed and carried by a unanimous voice vote.
(E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time)
Councilman Williams, Jr. pulled Item K-4 from the Consent Agenda.
A motion was made by Vice Mayor Harris,seconded by Councilwoman Odom, to approve the
Agenda as amended passed and carried by a unanimous voice vote.
(F) SPECIAL PRESENTATIONS (5 minutes each)
F-1) Presentation to Circle of Brotherhood Hunger Nine by Vice Mayor Rodney
Harris
Vice Mayor Harris,joined by the City Council, presented certificate of appreciation to the Circle

of Brotherhood Hunger Nine for their efforts and sacrifice to bring awareness to the senseless
violence that is taking place within the community.
F-2)Presentation of Transportation Authority of Miami-Dade County by Miami-
Dade County Mayor Carlos Jim6nez.
Miami-Dade County Mayor Carlos Jimenez presented and discussed the proposed Transportation
Authority of Miami-Dade County. Mayor Jimenez concluded by requesting the City Council
support the proposed plan as presented.
Mayor Gilbert requested staff prepare a Resolution supporting the Transportation Authority of
Miami-Dade County.
(G) PUBLIC COMMENTS
Geneva Dean, 16020 NW 28a' Court, Miami Gardens, FL, appeared before the City Council and
thanked the City Council along with staff for all of their assistance in supporting her neighboring
community.
Deric Smith, 2600 NW 155 ' Terrace, Miami Gardens, FL, appeared before the City Council
requesting information on how his small business can be provided opportunities to become a
City vendor and how his company can help service the youth in the community.
Edward Haynes, 7121 Alhambra Blvd, Miramar, FL 33023, appeared before the City Council
along with members of the Circle of Brotherhood Hunger 9 members expressed their
appreciation for their recognition received earlier and presented their plan to continue to service
the community.
Sharon Frazier-Williams, 145 NW 193 Street, Miami, FL, appeared before City Council to spoke
on the disenfranchisement of minority women and the recent domestic violence homicides
occurring in the community. She further encourage the City Council to look into ways to
stimulate economic development and establish a fair minimum living wage.
Jessie Martin 19201 NW 34 Court Miami Gardens, FL, appeared before City Council to express
his concerns concerning the City's landlord permit Ordinance and enforcement.
In response, Mayor Gilbert addressed his colleges to break tradition and address the public
comment previously made. Mayor Gilbert responded stating why the City established the
landlord permit Ordinance and what is the homeowners' responsibility versus what is the City's
responsibility.

2017-2018 ANNUAL AUDIT REPORT FROM THE CITY'S
AUDITOR, ANTHONY BRUNSON, P.A.; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING AN
EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER)
Mayor Gilbert tabled the discussion on this Item to allow for a presentation by Miami-Dade
County Mayor Carlos Jimdnez.
Mayor Gilbert re-opened the discussion on this Item.
Councilman Williams Jr. inquired about the number of Police Officer and the number School
Crossing Guards reported on page 195 (pg. 103) of the City Council agenda. Additional
inquiries were made about the Public Safety statement on page 197. Councilman Williams also
inquired about the improvement suggested to the Information Technology(IT) infrastructure.
City Manager Benson responded the City has been down police officers for the last two years
and the City is currently bringing those numbers up.
Police Chief Pratt responded to the inquiry about the change in the number of school crossing
guards, stating the numbers fluctuated based on the school year and the number of full-time/part-
time employees on staff.
Mayor Gilbert shared the budgetary constraint the City experienced during the housing crisis.
Councilman Williams shared concerns regarding the vagueness of the report.
In response, Mirtha Dziedzic- Finance Director stated the information noted on page 197 was
referencing a previous audit year.
In response, Anthony Brunson external auditor responded to the inquiry stating the system was
tested and the recommendations in question were offered as suggestion to further strengthen the
IT infrastructure.
A motion offered by Mayor Gilbert, seconded by Vice Mayor Harris, to approve this item
passed and carried by a unanimous voice vote of all members present.

RESOLUTION NO. 2019-110-3239
L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, DIRECTING THE CITY
MANAGER TO PROVIDE THE CITY COUNCIL WITH A STUDY
ON THE FEASIBILITY OF BROADCASTING LIVE PUBLIC
MEETINGS AND REPLAYS, AS WELL AS STREAMING VIDEO
ON THE INTERNET FOR BOTH LIVE AND ARCHIVED PUBLIC
MEETINGS, PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
(SPONSORED BY COUNCILMAN ERHABOR IGHODARO)
Councilman Ighodaro provided an overview and intent of the Item to provide greater
accountability and civic engagement.
Councilwoman Odom inquired about the cost other cities inquired to televise their meetings.
Councilman Ighodaro indicated he does not have any information concerning the cost and this
Item is only directing the manager to look into the feasibility and provide verifiable information
on how we can broadcast live public meetings and replays.
Mayor Gilbert suggested the deadline date be pushed back and for the feasibility study to be all
encompassing to more than just purchasing equipment and removing the October 2019 launching
date.
Councilwoman Wilson spoke in support of broadcasting live meetings and indicated she would
like to have all cost associated with this project brought to the Council for consideration before
or as part of the budgetary process.
Councilman Ighodaro confirmed he would be willing to change the deadline date to the 1st
budgetary meeting in September.
Mayor Gilbert spoke on the City Council past needs for individual legislative analyst and felt it
should be the role of the legislative aides to conduct the legislative research. Mayor Gilbert
suggested that this feasibility study could have been conducted by the legislative analyst.
Councilman Williams Jr. indicated there has been some research conducted recently concerning
broadcasting public meeting that should be already available.
Councilman Williams Jr. stated the Council should look into how the legislative analyst are
hired,their real functions, and the accessibility to tools for them to do their jobs
Motion by Councilman Ighodaro,seconded by Mayor Gilbert, to approve the Item.
Motion by Councilman Ighodaro, seconded by Vice Mayor, to amend the study due date to the

1St budget meeting in September passed by a unanimous vote.
There being no further discussion, the motion to approve the Item as amended passed and
carried by a unanimous vote.

P-1) Miami-Dade Fire Rescue Annual Report
City Attorney Dickens announced the upcoming Joint Special Meeting with the City of North
Miami Beach to be held on May 10, 2019 at 6:00 p.m.
(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS
Councilman Ighodaro stated over the past two months he has made inquiries on several matters
during his reports and have received response to some of those inquiries. In addition, some of
those responses have been given to the City Council via memo from the City Manager.
However, some of the questions remain unanswered and some require further explanation.
Referencing and commenting on the responses he received concerning Jazz in the Gardens,
Councilman Ighodaro asked the following questions:
1. In reference to the political advertisement that was played at 2019 Jazz in the
Gardens, did this sponsor pay for political ads the year before?
2. Has there been any other political ads played at any prior Jazz in the Gardens event?
3. Who paid for the political ad in question?
4. Did a Political Action Committee (PAC) pay for this advertisement, and if so, can a
PAC pay for an ad that includes a candidate advocating for his/her own candidacy.
5. Was there a disclaimer on this advertisement?
6. How come the check written by Florida Strong Finish does not include why this
check was written for?
Mayor Gilbert stated the City does not answer questions with regards to the specific types of
speech because the City cannot regulate specific type of speech. Therefore, the City of Miami
Gardens does not sell political advertisement.

Melvin Roan, Roane Consulting Group, LLC, appeared before the Council to answer the
questions made by Councilman Ighodaro.
Referencing question #1, Mr. Roan responded yes the sponsor has paid for advertisement in the
years before and noted that he has provided the invoice and payment for the advertisement in the
previous year.
Councilman Ighodaro requested the City Manager provide him with copies of the documents
referenced by Mr. Roan.
Referencing question #2, Mr. Roan responded he has been a consultant for Jazz in the Gardens
for the last 10 years. Consistently advertisement has not been sold over the past two years and
shared information how advertisement opportunities are provided to Jazz in the Gardens
Sponsors and Partners.
Mayor Gilbert reiterated once the City sells the advertisement space we cannot regulate the
speech.
Answering a question posed by Councilman Ighodaro, Mr. Roan responded he would be able to
provide all advertisement displayed at Jazz in the Gardens for the last 10 years.
Councilman Ighodaro shared that the City does not sell advertisement as part of Jazz in the
Gardens.
Referencing question #3, Mr. Roane stated that information has been provided to the City
Manager.
City Manager Benson indicated the responses to Councilman Ighodaro questions has been
provided within the memorandum (which include Mr. Roane's response) provided to the City
Council.
Referencing question#4, Mr. Roane indicated he cannot answer that question.
Councilman Ighodaro opined that someone on staff should have an answer to question #5.
Furthermore Councilman Ighodaro indicated the invoice should be more descriptive.
Councilman Ighodaro closed his questioning on Jazz in the Gardens.
Referencing the partnership with Florida Memorial University for a sports complex, Councilman
Ighodaro commented this project is part of the bond implementation plan and the Council should
have been notified in advance on FMU's default pursuant to Resolution No. 2017-087-3192.
Councilman Ighodaro inquired if the agreement can be renegotiated to allow this project to move
forward and benefit the Community along with the University.
Deputy City Manager Craig Clay made it known this information was reported as part of the

quarterly report pursuant to Resolution previously referenced and it will be at the pleasure of the
City Council to renegotiate the agreement.
Councilman Ighodaro indicated he will bring an Item forward at the next Council to renegotiate
the agreement.
Referencing his inquiry concerning the contract for the old police building, Councilman
Ighodaro shared concerns regarding the City's partner Ecotech inability to respond to the City's
inquiry timely. However, Councilman Ighodaro acknowledge the City Manager, who indicated
the City received a response today and will transmit it to the Council.
Referencing his inquiry regarding the voter's registration drive through the Office of Civic
Engagement, Councilman Ighodaro asked the following question:
1. Who will be the repository for the data collected as part of this drive?
2. Is this information subject to public disclosure?
Mayor Gilbert responded the applications will be received through the Office of Civic
Engagement and transmitted to the Supervisor of Elections. Furthermore, the City is not the
custodian of record for this information.
Councilman Ighodaro commended the Police Chief and the recent graduates of the Citizens
Police Academy.
Councilman Leon offered comments encouraging the residents to come out for a community
clean up Saturday, April 13'', additionally residents were invited to come out to Holly Family
Episcopal Church for a food distribution.
Councilwoman Wilson offered comments thanking Code Enforcement and the Police
Department for their support with Meet Me Monday meetings. Additional comments were
offered in gratitude for the Hunger Nine for turning down their plates to open dialogue against
gun violence. Councilwoman Wilson concluded by expressing condolences for those suffering at
the hands of domestic abusers and stated we all can do more to address this issue.
Councilwoman Odom announced the upcoming mobile farm stand that will be at Betty T.
Ferguson and Bunche Park Poll, hosted by Live Healthy Miami Gardens. Councilwoman Odom
announced the upcoming Mother's Day 80 and over event. Councilwoman Odom concluded by
expressing condolences the family of Mrs. McCoy, a mother too many in the community.
Councilman Williams, Jr. announced the Carol City Senior High School PTSA Spring dance on
April 27, 2019 and encourage members of the Council and Community to support the dance.
Additionally, he inquired about the number of people in attendance at JITG.
Mayor Gilbert responded the attendance was somewhere between 48,000 and 50,000.
Vice Mayor Harris offered comments expressing his appreciation to The Police Department,

Greek Organizations and Footprints Across Haiti for coming together to package and distribute
domestic violence kits.
Mayor Gilbert offered comments about the increase in domestic violence homicides and
suicides. Mayor Gilbert encouraged everyone to speak out against domestic violence in their
homes and community. Additional comments were offered in support of the Hunger Nine and
their efforts to raise awareness against gun violence. Mayor Gilbert spoke about the opportunity
surrounding the development of the rails planned within the community down 27`" Avenue and
encouraged the residents to participate in the discussion surrounding this topic.
Additionally, Mayor Gilbert spoke about the possibility of enforcing a curfew for the
community, the incorporation of a riding component to the Mayor's fitness plan, and announced
the State of the City Address will be held June 19th.
Lastly, Mayor Gilbert encouraged Council members to keep politics off the dais and outside City
Council Chambers.
