HomeMy WebLinkAbout03.13.2019 CITY COUNCIL MINUTES - March 13, 2019 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES March 13, 2019 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, March 19, 2019, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 271' Avenue, Miami Gardens, Florida. The following members of the City Council were present: Vice Mayor Rodney Harris Council members: Lillie Q. Odom, Reggie Leon, Katrina Wilson, Erhabor Ighodaro and David Williams Jr. Councilwoman Odom and Councilwoman Wilson arrived at 7:02pm. Also in attendance were: Deputy City Manager Craig Clay, City Attorney Sonja K. Dickens and City Clerk Mario Bataille. (B) INVOCATION Mayor Gilbert delivered the Invocation. (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES D-1) Regular City Council Meeting Draft Minutes—February 13, 2019 D-1)Regular City Council Meeting Draft Minutes—February 27, 2019 A motion offered by Councilman Williams, Jr, seconded by Vice Mayor Harris to approve the minutes passed and carried by a unanimous voice vote of all members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Mayor Gilbert withdrew Item K-4 from the Agenda. (SPONSORED BY MAYOR OLIVER GILBERT) Vice Mayor Harris chaired this Item. Mayor Gilbert explained the need for the Item, as what has to happen to the area surrounding the Super bowl. A motion offered by Mayor Gilbert, seconded by Councilman Williams, Jr. to adopt this Item on first reading. Councilwoman Odom inquired about the radius of the area in question. Mayor Gilbert responded the goal is for the entire City to be clean for the Super bowl. Deputy City Manager Clay added the defined area is indicated on page 16 of the Agenda package. City Attorney Dickens commented that the area in question, was also referred to in the Ordinance. There being no further discussion the motion to adopt on first reading passed and carried by a 7-0 roll call vote of the City Council. (L) RESOLUTION(S): (M) QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: (N) ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): None (0) RESOLUTION(S)/PUBLIC HEARING(S) CITY COUNCIL MINUTES - March 13, 2019 None (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Ighodaro offered comments that he desired to notice City Council Members and others seated on the dais whom he feels maybe involved in a politically orchestrated investigation targeted at him, that he will be unmoved by the action. Councilman Ighodaro offered additional comments referencing video ads aired during Jazz In the Gardens(JITG). Councilman Ighodaro continued to pose the following questions: 1. Who made the decision to allow political ads to air at JITG? 2. Were the ads paid political advertisements, if so Councilman Ighodaro is requesting an invoice, and proof of payment of all ads? In addition, Councilman Ighodaro mentioned he will be bring fourth and Item to address add on items. Councilman Ighodaro inquired of the contract with the old Police Department Building by asking the following questions: 1. Is there an automatic renewal of contract at expiration? 2. How many Miami Gardens residents (ratio) have benefited from this partnership? 3. What is the residents' level of satisfaction with the partnership? 4. What is the return on investment of the partnership? 5. Is the partnership the most effective/efficient use of tax payers' dollars? 6. Has the other party met the terms of the agreement? Councilman Ighodaro encouraged, residents to tune into the City of Miami Gardens radio station. Councilman Leon offered comments congratulating the Parks Director and staff for an excellent event with zero incidents, he also congratulated Assistant City Manager Nelson on a job well done. Additionally, Councilman Leon wished Vice Mayor Harris and Councilwoman Wilson a happy birthday. Councilwoman Wilson offered comments giving kudos to City staff for a job well done, additional kudos were extended to the residence for graciously hosting all those that visited the city for JITG. Councilwoman Odom offered comments recapping her attendance to the AARP event and where she gave report on behalf of the City. Additional comments were offered thanking the Public Works Director and staff as well as the Live Healthy Miami Gardens staff for a job well done for all the work that they do. CITY COUNCIL MINUTES - March 13, 2019 Councilman Williams, Jr. offered comments thanking the Police Department for a successful community event. Councilman Williams Jr. announced the opening of the Butterfly Garden/Waste Station at Carol City Middle School, an invitation was extended to the public. Additionally, Councilman Williams Jr inquired about how organizations are chosen to be honored at JITG. Deputy City Manager Clay responded a full detailed report regarding 2019 JITG will be provided to the City Council. Vice Mayor Harris offered comments expressing his appreciation to Assistant City Manager Nelson and staff for making JITG a tremendous event. Vice Mayor Harris announced and invited residents to the NFL Networking event to be held at FIU South Campus Saturday, March 16th. Mayor Gilbert offered comments thanking Assistant City Manager Nelson and Public Affairs Director Waddle for all the work that went into the planning and execution of JITG and expounded upon earned media JITG offers the City. Mayor Gilbert announced that Orange Blossom Classic will be brought to the City of Miami Gardens Labor Day weekend 2020. Additional comments were offered by Mayor Gilbert explaining prior restraint as a form of censorship and the City legal responsibility to sponsors who paid for advertisements. Mayor Gilbert asked the City Manager and City Attorney to review every commercial that aired during JITG and report to the ethics commission any political advertisement that was not paid for. Mayor Gilbert reminded everyone that City Council Chambers and the dais is a sacred place and will not be used as a place for political arguments and rhetoric.
