The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Rodney Harris Council members: Lillie Q. City Manager Benson withdrew Item H-I from the Agenda. A motion offered by Councilman Williams Jr., seconded by Vice Mayor Harris to approve the Agenda as amended. Shirley Sims, 17900 NW 22 Court Miami Gardens, FL appeared before City Council to express concern about the increase on her water bill. JoAnn Harris, 5020 NW 197th Street, Miami Gardens, FL, appeared before City Council in support of the International Music Festival. Dorothy Smith, 17950 NW 44th Ave, Miami, FL appeared before City Council to invite the City Council and public to Miami Dade County's Commission Meeting in support as she receives a proclamation in recognition of her community involvement. Lanette R. Jones, 2851 NW 209 Terrace, Miami Gardens, FL, appeared before City Council in support of the International Music Festival. Bland Williams 1740 W 18 Avenue, Miami Gardens, FL, appeared before City Council in reference to the increase water bill and tress planted by the City that are impeding the growth of his lawn. (SPONSORED BY MAYOR OLIVER GILBERT) Vice Mayor Harris chaired this Item. A motion offered by Mayor Gilbert, seconded by Vice Mayor Harris to open the floor for discussion on this Item. Councilwoman Odom inquired about the advantage of the City going under the Greater Miami Dade Chamber of Commerce. In response, Mayor Gilbert offered comments in support of the Item, highlighting the City's inability at this point to successfully establish a Chamber of Commerce. Additional comments were offered in reference to the personnel and resources needed to enact and successfully run a Chamber of Commerce. Councilwoman Willison offered a recommendation that the staff person position assigned to the Greater Miami Chamber of Commerce be required to report to the City the progress of the position on a quarterly basis. In response, Mayor Gilbert offered comments that the reporting period should be monthly. Councilman Ighodaro expressed his sentiment of the unreadiness of the City to join the Greater Miami Chamber of Commerce due to budgetary and branding issues that have not been addressed. Additional comments were made to express the concerns of the residents of the community. Councilman Williams Jr. inquired about the expected financial impact to the City. City Manager Benson offered additional comments on the benefits of joining the Greater Miami Chamber of Commerce, based on elements needed for a successful Chamber of Commerce that would be membership based and not based on seed money from city government. After given the authority from City Council, City Manager Benson explained dialogue would begin and finances will be discussed at that time. Councilman Ighodaro added additional comments suggesting ownership if the City is allocating funds for a staff person. Councilwoman Wilson encouraged the City to consider establishing clear cut bench makers and a severability clause before entering into an agreement. (SPONSORED BY COUNCILMAN ERHABOR IGHODARO) Councilman Ighodaro inquired from the City Attorney if there is anything that precludes a Councilmember from utilizing available funds in support of sponsored events. City Attorney Dickens offered comments explaining that all City Councilmembers that resolutions are brought before City Council asking for support of an initiative. Councilman Ighodaro expressed his intent to move forward with hosting IMFest based on his passion for recognizing the cultural diversity of the Miami Gardens community. He cautioned his colleagues to not allow diction on how council sponsored events should be funded. Additional comments were offered to highlight community activist that support IMFest and other culturally diverse programming. A motion offered by Councilman Ighodaro, seconded by Vice Mayor Harris to adopt and approve the Item. Councilwoman Wilson offered comments inquiring about the budget to support IMFest and what was the expectation of the City. Mayor Gilbert offered comments clarifying the allocation of funds available to City Councilmembers and the requirement of consent of the governing body relating to spending/allocating additional funds in support of Council sponsored events. Additional comments were offered related to the City's obligation to support the event including staff and other resources. Mayor Gilbert inquired about the number of people in attendance and the number of tickets sold. Deputy City Manager Clay reported a total of$1,300.00 in ticket sales according to the general ledger. Councilman Ighodaro offered comments that suggests JITG and Food & Wine should not be compared to IMFest. Mayor Gilbert inquired if the City spent more than the allotted amount allocated to the event. In response, Deputy City Manager Clay clarified that the City indeed spend more than the original allotted amount toward the event. Councilwoman Wilson inquired about additional resources available to fund IMFest. Councilwoman Odom sought clarification relating to the requested commitment of the City as it related to the Item. In response, Councilman Ighodaro clarified the amount being requested in the Item is for $3,000.00. Mayor Gilbert inquired of Councilman Ighodaro if Council agreed to the allocation of$3,000.00 without any additional commitment from the City would that satisfy his request. In response, Councilman Ighodaro agreed that the commitment of$3,000.00 from the City would satisfy the request. City Attorney Dicken offered comments that the language of the Item should be amended to clarify the City's commitment. Councilwoman Odom announced the Black Writers Conference being held March 2-3, 2019 at the Carrie P. Meek Center where she will be a keynote speaker. Councilwoman Odom also announced Florida Senior Day March 26-27, 2019. Vice Mayor Harris reported on the success of the Robotics Competition. Mayor Gilbert gave an update on the lawsuit filed against the City of North Miami on behalf of the City and its residents. Additionally, he announced the date for the annual laptop give away, May 29, 2019. Mayor Gilbert encourage everyone to invest in the children from the Miami Gardens community by supporting the laptop giveaway. City Council Members were encouraged to use discretion when issuing proclamation. Mayor Gilbert thanked the Parks Department for the excellent job they with the Heritage Bowl.
