HomeMy WebLinkAbout05.22.2013 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES MAY 22, 2013 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, May 22, 2013, beginning at 7:03 p.m., in the City Council Chambers, 1515 NW 167'h Street, Building 5, Suite 200, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Lisa C. Davis and Council members Lillie Q. Odom, Rodney Harris, Felicia Robinson David Williams Jr., and Erhabor Ighodaro. Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Mayor Gilbert delivered the Invocation. (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES Regular City Council Minutes—May 8,2013 Motion offered by Councilman Williams, seconded by Councilwoman Odom to adopt the minutes, with the necessary corrections, if any. There being no discussion, the motion to adopt passed and carried by a unanimous voice vote. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Councilman Williams amended the agenda to add a presentation. Motion offered by Councilman Williams, seconded by Vice Mayor Davis to approve the official agenda with the applicable additions/deletions. This motion passed and carried by a unanimous voice vote. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Skanska Monthly Report Skanska Representative provided its monthly summary report, which included project highlights of the month: Made a presentation to Miami Carol City Students; contributed to computers for high school seniors; made local purchases from sub-contractors and workers onsite daily including but not limited to food, gas, tools and other vendors; participated in the beach cleanup celebrating earth day. F-3) Councilman David Williams Jr., Councilman Williams acknowledged teachers from the Miami Gardens area schools for their support and participation in the Science Initiative. (G) PUBLIC COMMENTS Patsy Green, 950 NW 203`d, Miami Gardens, Florida, appeared before the City Council to announce the Miami Gardens Commission For Women's Second Annual Rose Garden event will take place, Friday, June 14, 2013, from 9:30 a.m. — 11:00 p.m. She invited everyone to attend. Tanya James, 18721 NW l ld' Place, Miami Gardens, Florida, appeared before the City Council to announce, the Elderly Affairs Advisory Committee has selected its officers as follows: Chair Tanya James, Vice Chair Joseph O; Secretary Willie Jean Williams. She further asked for the Council approval to hold a workshop for Thursday, June 13`h during Elderly Awareness month. The workshop is being held in conjunction with Florida Initiative of a Life Time Grant, and the Alliance for Aging. The workshop will focus on fraud as well as financial abuse of the Elderly. The workshop will take place from 10:00 a.m. to 12 noon, at the City of Miami Gardens City Council Chambers. The Council gave unanimous approval for this event. Elizabeth Wells, 2210 NW 175d' Street, Miami Gardens, Florida, appeared before the City Council in response to Item K-7. She asked whether the 50 Million General Obligation Bond issue would be going out to the voters. She further inquired about the status of the 2007 Capital Improvement fund in the amount of 33 Million Dollars, which was supposed to be used for the park improvements. Manager Crew clarified that the funds Ms. Wells is speaking about related to the Betty T. Ferguson Recreational Complex, however the amount was not 33 Million. Those were Miami- Dade County dollars. Twyla Thompson, 19740 NW 2nd Avenue, Miami Gardens, Florida, appeared before the City Council to express concern with the vendors used by Code Enforcement. (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK P-1) City Manager's Monthly Report P-2) Police Department Monthly Report Manager Crew explained the city is preparing the install the road entrance at the new city hall complex. The tire company next to where this road work is being done needs to close its business for one month in order for the road work to be completed. Authorization was given to the City Manager to reimburse the tire shop in the amount of$45,000 for one month closure. (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilwoman Odom announced there will be a Senior Sports event, May 30, 2013. She invited everyone to attend. Councilman Harris announced a college workshop would be held June 1St from 10:00 a.m.-1:00 p.m.,at the Betty T. Ferguson Recreational Complex.
