(SPONSORED BY THE CITY MANAGER) Mayor Gilbert passed the gavel to Vice Mayor Davis before sharing his rationale for sponsoring this item, which occurred after discussion with the newly appointed City Manager. He said he previously sponsored this item for 50 Million, but one of the lessons learned is if the City plans to build a fifty million dollar project, construction managers have to be hired to oversee the project; to keep it on time and on budget. The city does the very best it can with what it has. Secondly, additional money is included for law enforcement to provide for electronic augmentation of our police presence. Staff has looked at initiatives that work in other cities such as shot spotters and cameras (not red-light), which would allow the city to be watch. He said he did not bring this item to Council lightly, and shared while discussing this item with legal advisors some felt that the city should not be watching; that is it an invasion of privacy and a violation of their civil rights. He opined that he did not that it was a violation of civil rights or invasion of privacy because the cameras would be placed on an open street. He stressed the importance of people wanting to feel safe. Motion offered by Mayor Gilbert, seconded by Councilman Williams to adopt this item.
