HomeMy WebLinkAbout02.05.2014 CITY COUNCIL MINUTES - FEBRUARY 5, 2014 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES FEBRUARY 5, 2014 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, February 5, 2014, beginning at 7:00 p.m., in the City Council Chambers, 1515 NW 167th Street, Building 5, Suite 200, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Lisa C. Davis and Council members: Lillie Q. Odom, Rodney Harris, Erhabor Ighodaro, and Felicia Robinson. Councilman David Williams Jr., arrived at 7:02 p.m. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Mayor Gilbert (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES Regular City Council Minutes—January 22,2014 Motion offered by Councilwoman Odom, seconded by Vice Mayor Davis to approve the minutes, with necessary corrections, if any. This motion passed and passed by a unanimous vote of the members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Item K-15 was pulled from the Consent Agenda by Vice Mayor Davis Motion offered by Councilman Ighodaro, seconded by Vice Mayor Davis to approve the official agenda with the necessary changes. There being no further discussion, the motion to approve passed and carried by a unanimous vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilman Williams Special Presentations Councilman Williams presented Certificate of Special Recognition to the local Miami- Dade School Principals and schools for participation in the Third Annual Miami Gardens Elementary Science and Engineering Fair held December 9, 2013. (G) PUBLIC COMMENTS Floyd C. Parker, 1851 NW 187th Street, Miami Gardens, Florida, appeared before the City Council appeared before the City Council to express his views about the Charter and the Mayor's role as outlined in this document. Reverend Nettie B. Davis, 16400 NW 15th Avenue, Miami Gardens, Florida, appeared before the City Council to invite everyone out to the National Black HIV/AIDS Awareness event scheduled for Saturday, February 8, 2014. (H) ORDINANCE(S) FOR FIRST READING: H-1) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING CHAPTER 2, ARTICLE IX OF THE CITY'S CODE OF ORDINANCES TO ADD SECTION 2-736 TO CREATE THE FIRST SOURCE HIRING REFERRAL PROGRAM; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER GILBERT) Mayor Gilbert passed the gavel to Vice Mayor Davis before sharing his rationale for sponsoring this item. He shared we are approaching the 60 Million Dollar General Obligation Bond. Of importance is having the residents benefit from the opportunities created when the city actually spend money. This item partners with South Florida Workforce to help target hiring, especially when it comes to construction or building. We want residents to have the first opportunity to be hired. Motion offered Mayor Gilbert, seconded by Councilwoman Robinson to adopt this item on first reading. There being discussion, the motion to adopt on first reading passed and carried by a 7-0 vote of the Council. (SPONSORED BY THE CITY MANAGER) Vice Mayor Davis said this is such a great initiative and just wanted the residents to know more about it. Denese Williams, City of Miami Gardens' Grant Administrator appeared before the City Council to expound on this initiative. She explained the City of Miami Gardens was one of eleven municipalities in Miami-Dade County that applied for the Health Foundation of South Florida Healthy Community Partnership Initiative grant. The City of Miami Gardens was one of two (2) communities to be awarded 3.2 Million Dollars over the next six (6)years. QUASI-JUDICIAL ZONING HEARINGS: Regular City Council Minutes February 5, 2014 Page 7 CITY COUNCIL MINUTES - FEBRUARY 5, 2014 (M) ORDINANCES ON FOR FIRST READING/PUBLIC HEARING): None (N) ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) None (0) RESOLUTION(S)/PUBLIC HEARINGS) None (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK P-1) Bus Circular Study Report Corradino Group appeared before the City Council to provide a brief PowerPoint presentation on the Bus Circular Study. A feasibility study was done to determine the transit was generated as well as cost. Interaction with residents was also conducted. Hours of operations would be from 7:00 a.m. — 7:00 p.m., with five (5) stops per hour, on both the western and eastern area. A copy of this report is attached and made a part of the record, as exhibit"A." P-2) City Manager's Monthly Report Report provided as part of the Agenda Package P-3) Skanska/URS—City Hall Update Nicole Heran, representative from Skanska appeared before the City Council and shared based on the information we have today, the City Hall project is substantially nearing completion. The final inspection will be on February 28, 2014. It is anticipated a move in date for the City Hall Complex on or before April 25, 2014. Based on the information we have today, the police department will be inspected on or before October 5, 2014, with anticipated move in date on or before December 1, 2014. Vice Mayor Davis asked for clarification on the move in date. Ms. Heran reiterated that based on the information right now, the anticipated move in date for City Hall is on or before April 25, 2014. Vice Mayor Davis asked whether there were any more costs the Council needed to be aware of, as it relates to City Hall. Ms. Heran in response to Vice Mayor Davis question responded, currently they were working through the Miami-Dade Fire Inspection comments. As soon as those are received that information will be forwarded to city staff for mitigation of possible cost impact. Manager Benson shared that the City of Miami Gardens has been selected as the National founder for the 2014 Medlife Foundation United Best Intergenerational Awards Program. He acknowledged Denese Williams for all of her hard work on this grant. Regular City Council Minutes February 5, 2014 Page 8 CITY COUNCIL MINUTES - FEBRUARY 5, 2014 (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Williams referenced a newspaper article where the Republican Party demanded and received an apology from NBC News for erroneous reporting an issue. An on-air apology was issued by NBC as well as a written apology. He stated that since he has been an elected official there has been several news stories aired or printed that were inaccurate. For example when incidents happened in Miami-Dade County it is reported as Miami Gardens, or when there is an issue with another policing agency or municipality, it is reported as Miami Gardens. He asked the City Manager to look into this matter. Councilwoman Robinson announced this month's Meet Me On Monday meeting will focus on Black History. In addition the topic for this month's health issue is the heart in recognition of as February National Heart Month. Keeping children safe campaign will also be discussed. She further announced the additional Senior Citizens Homestead Exemption is in place. Councilwoman Odom thanked Reverend Davis for her initiative as relates to HIV/AIDS. She encouraged everyone to attend the event. She further shared that for Black History Month, on February 27, 2014 in addition to local art work being displayed, local authors and poets will also be recognized. This event is scheduled for 6:00 p.m., at the Betty T. Ferguson Recreational Complex. Councilman Harris announced that Monday. February 10, 2014, starting at 6:30 p.m., a meeting is scheduled at Harvest Firs Ministries to discuss the issues relating to the rezoning application. Vice Mayor Davis thanked Ms. Dorothy Smith for hosting Coconut Cay's first crime watch meeting. She further thanked the police department for its presence. Mayor Gilbert announced on February 8, 2014, County Commissioner Jordan is hosting a Black History Program starting at noon at the Betty T. Ferguson Recreational Complex. This event is open to the public. A Father and Family day event is scheduled for Saturday, February 15th, from noon to five p.m., at the Betty T. Ferguson Recreational Complex. The Mayor's Fitness Challenge is scheduled for Saturday, February 22, 2014. Also a Heritage Bowl, scheduled for this weekend at Florida Memorial University. Mayor Gilbert expounded on Councilman Williams' comments. He said sometimes we have to do a better job of selling its story. He shared that he along with the City Manager, City Attorney and Interim Chief of Police is having a meeting on February 10, 2014, with the Miami Herald Editorial Board. It is the intent of this meeting to provide a more comprehensive picture of who the city is, what we do and why we are doing it.
