The following members of the City Council were present: Vice Mayor Lisa C. Davis and Council members Lillie Q. Odom, Rodney Harris, Felicia Robinson, David Williams Jr., and Erhabor Ighodaro. Mayor Oliver Gilbert arrived at 7:14 p.m. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Councilman Harris (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES Regular City Council Minutes—May 28,2014 Motion offered by Councilman Williams, seconded by Councilwoman Robinson to approve the minutes with necessary corrections, if any. There being no discussion,the motion to approve passed and carried by a unanimous vote of the members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The following item was added to the official agenda as Item K-9) "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE EXECUTION OF THAT CERTAIN JOINT PROSECUTION AND DEFENSE AGREEMENT BETWEEN THE CITY OF MIAMI GARDENS AND SKANSKA USA BUILDING, INC., ATTACHED HERETO AS EXHIBIT "A" REGARDING THE CITY OF MIAMI GARDENS MUNICIPAL COMPLEX; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. (SPONSORED BY THE CITY ATTORNEY). Vice Mayor Davis removed Item H-1) from the Official Agenda. Manager Benson removed Item L-1)from the Official Agenda. Regular- City Council Minutes June 11, 2014 Page 1 CITY COUNCIL MINUTES - JUNE 11, 2014 The official agenda was also amended to add two presentations: 1) Commission For Women — National Rose Month Awareness; and 2) Congresswoman Frederica Wilson - Congressional Proclamation for Police Chief Stephen Johnson. Motion offered by Councilman Ighodaro, seconded by Councilwoman Odom to approve the Official Agenda, with the additions/deletions. The motion to adopt passed and carried by a unanimous vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Members of the City of Miami Gardens Commission For Women Advisory Committee appeared before the Council to present roses to the dais, honor of Rose Month. She shared that June is National Rose Month and the rose is the national embalm. She recounted that the City of Miami Gardens has proclaimed June 8th as Rose Awareness Day, in the City of Miami Gardens. F-2) Ed Hayes, a representative from Congresswoman Frederica Wilson's office appeared before the City Council to present Police Chief Stephen Johnson with a congressional proclamation. (G) PUBLIC COMMENTS Reverend Nettie B. Davis, 17530 NW 27`h venue, Miami Gardens, Florida, appeared before the City Council to announce an Aids/HIV Awareness is scheduled for Saturday, June 28, 2014, at the North Dade Regional Library. Mayor Gilbert asked that this item be scheduled for an eblast, if it has not already been requested. Rachael Taalideen and Nakia Boulin, North Dade Youth and Family, 761 NW 167th Street, Miami Gardens, Florida, appeared the Council to announce that a fund raising event (Get Out of Jail Event)has been scheduled for June 20, 2014, at St. Thomas University. Mario Zamora and Georgia Thompson representing the Caribbean Affairs Advisory Committee appeared before the City Council to invite the Council to their annual celebration of Caribbean American Heritage Month, Tuesday, June 17, 2014, from 6:00-8:00 p.m., at the Betty T. Ferguson Recreation Complex. Yaxley Jamison, 2261 NW 196th Street, Miami Gardens, Florida, appeared before the City Council representing the Citizens Advisory Committee. He provided a brief report, which included a visit and presentation by Chief Johnson outlining his new initiative, at the last CAC meeting. Lynda Harris, 5783A NW 151" Street, Miami Gardens, Florida, representing IFS Securities appeared before the City Council to share extensive financial experience. This would not increase the city's cost, but actually save the city money. She said this item is to address and release certain uses that would be potentially detrimental in intrusive in the community. The ordinance addresses those concerns brought forward by Council. Certain uses, which would abut residential neighborhoods would be eliminated. Mayor Gilbert opened the floor for this public hearing. After there were no interested parties to speak on this item,the public hearing closed. Motion offered by Councilman Ighodaro, seconded by Vice Mayor Davis to adopt this ordinance on first reading. Councilman Ighodaro: Yes Councilwoman Odom: No Councilwoman Robinson: Yes Councilman Williams: Yes Vice Mayor Davis: Yes Councilman Harris: Yes Mayor Gilbert: Yes (0) RESOLUTION(S)/PUBLIC HEARING(S) None (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK None (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Ighodaro announced the Water Safety Splash will take place, Friday, June 20, 2014, at BTFC, from 10:00 a.m. — 2:00 p.m. This is the second year that County Commissioner Barbara Jordan has participated. Councilman Williams announced the City of Miami Gardens Intergenerational Community Garden will hold an event, at the historic Farm House, 185 Street and 12th Avenue, from 8:30 a.m. — 12 noon. Councilwoman Robinson invited everyone out to her Meet Me on Monday meeting, second Monday of the month at Carol City Park from 6:00—8:00 p.m. Regular City Council Minutes June 11, 2014 Page 8 CITY COUNCIL MINUTES - JUNE 11, 2014 Councilwoman Odom reemphasized Reverend Davis' comments as it relates to the HIV/AIDS Series being hosted in the City of Miami Gardens. Vice Mayor Davis acknowledged and thanked Ms. Rita Pierre, President of Norland Crime Watch for sponsoring such an informative meeting. Mayor Gilbert shared that he had had a very productive meeting with Tanya James, Chair of the Elderly Affairs Advisory Committee. He said a proposal was made to have a meeting where all of the members of the active committees (Elderly Affairs, CAC, Commission For Women, Parks and Recreation Advisory, Caribbean Affairs, etc.). This meeting would provide an opportunity for the various committees to share their initiatives/ideas with each other for a collaborate effort. This meeting would also include the Junior Council members and would take place during the month of September 2014. Mayor Gilbert shared the city partnered with the Black Firefighters to give free swim lessons to residents. Anyone interested can contact the parks and recreation department. He further shared that it is important to embrace other cultures and their events, like the Caribbean Carnival. He opined those types of events need to happen here in Miami Gardens. Mayor Gilbert further encouraged everyone to participate in the HIV/AIDS Awareness event. Mayor Gilbert shared the Governor has not signed the budget as of yet. However, Miami Gardens was very successful. Special recognition was given to Senator Braynon and lobbyist Yolanda Cash Jackson. Mayor Gilbert acknowledged Dr. Dorothy Bendross Mindingall in the audience. Vice Mayor Davis wished all the fathers a Happy Father's Day.
