The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Lisa C. Davis and Council members Lillie Q. Odom, Rodney Harris, Felicia Robinson, David Williams Jr., and Erhabor Ighodaro. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K. Dickens and Deputy City Clerk Mario Bataille sitting for City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Councilman Harris (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES Regular City Council Minutes—June 11,2014 Motion offered by Councilman Williams, seconded by Vice Mayor Davis to approve the minutes with necessary corrections, if any. There being no discussion,the motion to approve passed and carried by a unanimous vote of the members present. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The following item was added to the official agenda: ITEM K-8) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY OF MIAMI GARDENS TO JOIN THE AFRICAN AMERICAN MAYORS' ASSOCIATION; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Councilwoman Odom as added F-1) Miss Miami Gardens Pageant Motion offered by Councilman Ighodaro, seconded by Councilwoman Odom to approve the Official Agenda, with the additions/deletions. The motion to adopt passed and carried by a unanimous vote of the members present. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilwoman Odom- Miss Miami Gardens Pageant. Councilwoman Odom invited former Councilman Melvin Bratton to come forward for comments. Councilman Bratton appeared before the City Council to ask the City Council to consider bringing back the Miss Miami Gardens Pageant as part of the 2014-2015 annual budget of the City. Additionally Councilman Bratton introduced the four previous Miss Miami Gardens winners. Mayor Gilbert requested the City Manager to see if there will be an opportunity to add the Miss Gardens Pageant as part of the budget. He believed this initiative is an outlet to young women, which brings opportunity and exposure; therefore it is worthy and would like to see if this can be something the City can continue to produce. (L) RESOLUTION(S) RESOLUTION NO. 2014-110-2089 L-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE "MAYOR'S MENTORING INITIATIVE;" PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED MAYOR OLIVER GILBERT & THE CITY MANAGER) The Mayor relinquished the gavel to Vice Mayor Davis Regular City Council Minutes June 25, 2014 Page 5 CITY COUNCIL MINUTES - JUNE 25, 2014 Mayor Oliver Gilbert stated this mentoring initiative will be organized through "Big Brothers and Big Sisters". They will pair students from Miami Carol City Senor High School and Miami Norland Senor High School with City Employees as either a big brother or big sister. He opined this would be a great opportunity to make a positive impact on the lives of children within the City of Miami Gardens through the schools while also giving the City's employees the opportunity to give back to our students. Vice Mayor Davis asked how many students do they anticipate will start with this program this year. Mayor Gilbert responded we are not sure how many will start this year because that number will be based on mentors that sign up. The manager does plan to solicit the participation of City staff and is hopeful to get a pretty good turnout. Vice Mayor Davis moved the item, and it was properly second by Councilman Harris. There being no further discussion, the motion to approve the item was passed and carried by a unanimous voice vote. Vice Mayor Davis relinquished the gavel back to the Mayor. QUASI-JUDICIAL ZONING HEARINGS: (M) ORDINANCES ON FOR FIRST READING/PUBLIC HEARING): None (N) ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) None (0) RESOLUTION(S)/PUBLIC HEARING(S) None (P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK None (Q) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Ighodaro announced a Town Hall Meeting with County Commissioner Jean Monestine to take place on Saturday, June 28, 2014 at 11:00am. This Town Hall Meeting is to inform the public of the Temporary Protected Status (TPS) deadline. Councilman Williams introduced Michael Rosenberg and Irene Secada who provided a report regarding Item K-2 the Pets' Trust. Mr. Rosenberg provided a brief overview on how the Pets' Trust was formed and the mission of the Pets' Trust. They also thanked the City Council for their support. Regular City Council Minutes June 25, 2014 Page 6 CITY COUNCIL MINUTES - JUNE 25, 2014 Mayor Gilbert asked whether this would resolve the issue of stray dogs within the City by the county actually coming to pick up stray animal. Mr. Rosenberg stated this organization and initiative could assist with the long term issues of stray animals. Councilwoman Robinson invited all to her"Meet Me Mondays", which takes place every second Monday of the month. Also there will be a "Let's Talk Forum" part 2 during the month of August. Councilwoman Odom reported on the "Open the Curtain and Remove the Stigma" initiative regarding HIV/AIDS. There will be another series to be held on Saturday June 28, 2014 at the North Dade Regional Library. She encouraged everyone to come out on that Saturday. Mayor Gilbert encouraged all to participate with the "Open the Curtain and Remove the Stigma"and the "Let's Talk Forum". Mayor Gilbert reported on moving the second Council Meeting date for the month of September to allow for the Council to travel to the Annual National Black Caucus Conference. It was the consensus of the Council for the City Clerk and City Manager return to the City Council with an alternative date to hold the September 24, 2014 City Council Meeting. Mayor Gilbert reported on engaging a consultant to begin the Strategic Planning Process. Therefore he questioned whether the Council would like to consult with Doug Williams, who consulted with the City during the last strategic planning process. Mayor Gilbert reported on the Stadium DRI issued with Miami-Dade County and the inability on reaching an agreement with the County concerning the DRI. Therefore he requested the approval of the Council to file a lawsuit against the county regarding the Stadium DRI issue. This will be done initially through the City Attorney's Office and may require the hiring of outside counsel. A motion was made by Mayor Gilbert and properly second by Vice Mayor Davis for the City to move forward with filing a lawsuit against the County regarding the Stadium DRI issue. There being no further discussion this motion passed by a unanimous voice vote of the Council.
