HomeMy WebLinkAbout04.11.2012 CITY COUNCIL MINUTES, APRIL 11, 2012 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES APRIL 11, 2012 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida met in regular session, Wednesday, April 11, 2012, beginning at 7:10 p.m., in the City Council Chambers, 1515 NW 167th Street, Building 5, Suite 200, Miami Gardens, Florida. The following members of the City Council were present: Vice Mayor Oliver G. Gilbert III, and Council members Aaron Campbell Jr., Lisa C. Davis, Andre Williams, Felicia Robinson, and David Williams Jr. Motion offered by Councilman Campbell, seconded by David Williams Jr., to excuse Mayor Shirley Gibson's absence. This motion passed and carried by a unanimous voice vote. (B) INVOCATION Delivered by Pastor Errol Cooper (C) PLEDGE OF ALLEGIANCE Recited in unison. (D) APPROVAL OF MINUTES Regular City Council Meeting—March 14,2012 Motion offered by Councilman David Williams Jr., seconded by Councilwoman Davis, to approve the minutes, with necessary corrections, if any. This motion passed and carried by a unanimous voice vote. Regular City Council Meeting—March 28,2012 Motion offered by Councilwoman Robinson, seconded by Councilman David Williams Jr., to approve the minutes, with necessary corrections, if any. This motion passed and carried by a unanimous voice vote. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Motion offered by Councilwoman Robinson, seconded by Councilwoman Davis to pull Item K-01from the official agenda. This motion passed and carried by a unanimous voice vote. The following item was added to the official agenda as Item K-01: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, URGING THE FLORIDA LEGISLATURE TO CONVENE HEARINGS RELATING TO THE "STAND YOUR GROUND" LAW AND TO REPEAL THE LAW; SUPPORTING GOVERNOR SCOTT'S TASK FORCE ON CITIZEN SAFETY AND PROTECTION; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR AN EFFECTIVE DATE. Regular City Council Minutes April 11, 2012 Page 1 CITY COUNCIL MINUTES, APRIL 11, 2012 (SPONSORED BY COUNCILWOMAN FELICIA ROBINSON) (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Vice Mayor Gilbert—Miami Norland Vikings Basketball Team Vice Mayor Gilbert along with members of the City Council presented Certificates to the Basketball Team Members, Coaches and Administrative Starr of Miami Norland for their outstanding accomplishment. F-2) Vice Mayor Gilbert—Proclamation-Donate For Life Vice Mayor Gilbert presented a Proclamation proclaiming the month of April as Donate For Life Month,to Rosetta Rolle-Hylton. Ms. Rolle-Hylton was afforded an opportunity for comments. She introduced several Miami Gardens residents who are recipients of organ and tissue donations. F-3) Mathew Boyd, Chief of Police—Officer of the Month—January 2012. Chief Boyd bestowed the distinguished honor of Officer of the Month upon Officer Jesse Brown. F-4) State Representative Barbara Watson appeared before the City Council to provide an update from the Legislative Session in Tallahassee. She encouraged constituents to contact her with their concerns at it relates to proposed legislation being considered in Tallahassee. She placed emphasis on the importance of looking at the"Stand Your Ground" law. Please note, Councilman Andre Williams left the meeting at 7:35 p.m. (G) PUBLIC COMMENTS Sharon Frazier Stephens, 145 NE 193`d Street, Miami, Florida, appeared before the City Council to comments on Center for Family and Child Enrichment, which will be hosting the third annual walk-a thon, at the Betty T. Ferguson Recreational Center Complex in May. May is designated as Foster Care Month. Beverly Bush, 3125 NW 205'' Street, Miami Gardens, Florida, appeared before the City Council to ask the City Manager why panhandling is not allowed in the city. She opined loitering is a violation. The city is in need of money and citing loiters is a good way to get money. (L) RESOLUTION(S): None (M) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK No reports (1) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman David Williams Jr., stated at the last city council meeting he had asked the city's auditor to put his comments in writing. He asked for a status of that request. Manager Crew said that information was provided to the Council members on yesterday. He further complimented Renee Crichton and Daniel Rosemond for the stellar work done in assisting him with putting the summer camp science lab together. Some of the biggest name supports in the country were at a meeting last week. He said this is going to be another historic event for Miami Gardens, as we turn the corner and do some other things in this community. Councilwoman Davis asked for a status on the city hall project. Manager Crew said he did not believe the permit process with Miami-Dade County has not finished as of yet. A meeting was held this morning with the contractor to go over his bid and his prices. Another meeting is scheduled for this Friday, with another one scheduled for next week. Hopefully within the next two weeks the city will have an agreement with the contractor. The project is behind schedule. The permitting process is taking much longer than anticipated. Phase One is almost complete, which is approximately 2 Million Dollars in improvements. There will be an approximate 12 month construction time for city hall once the Notice to Proceed is issued. The parking garage and police station will take another few months to complete. He anticipates having city hall completed sometime in May 2013. Councilwoman Davis announced she is sponsoring the second annual Mother of the Year award. The last day to submit the 300 word essay is May 1St. She encouraged everyone to participate. Regular City Council Minutes April 11, 2012 Page 5 CITY COUNCIL MINUTES, APRIL 11, 2012 Vice Mayor Gilbert said the second annual Easter Egg Hunt was a wonderful event, thanks in part to Councilwoman Robinson who does most of the work. He further thanked staff for its participation as well. Vice Mayor Gilbert acknowledged Renee Crichton, Deputy City Manager who will be leaving the city to take the position of City Manager for the City of Hallandale Beach, Florida. He said Ms. Crichton is an extremely talented young professional and Hallandale Beach is very lucky to get her. The city is diminished by her leaving. When Miami Gardens was founded it was said that we would develop young intelligent professionals and while it is said to see Ms. Crichton go, the fact that she is going to be a city manager some place is a tribute that that principle on which the city was founded is actually working. He congratulated Ms. Crichton.
