HomeMy WebLinkAbout10.10.2012 CITY COUNCIL MINUTES - OCTOBER 10, 2012 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES OCTOBER 10, 2012 (A) CALL TO ORDER/ROLL CALL The City of Miami Gardens City Council met in regular session, Wednesday, October 10, 2012, beginning at 7:05 p.m., in the City Council Chambers, 1515 NW 167th Street, Building 5, Suite 200, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Lisa C. Davis and Council members: Andre Williams, Felicia Robinson, David Williams Jr., and Dr. Erhabor Ighodaro. Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K. Dickens and Deputy City Clerk Mario Bataille, sitting in for City Clerk Ronetta Taylor who was out on bereavement. Mayor Gilbert passed the gavel to Vice Mayor Davis. (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES Special City Council Meeting—September 26, 2012 Regular City Council Meeting—September 26, 2012 Approval of minutes was deferred. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The Official Agenda was amended to add the following items: K-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, SUPPORTING THE 4TH ANNUAL OPERATION STAND AGAINST VIOLENCE ITS' OUR RESPONSIBILITY (S.A.V.I.O.R.) TO BE HELD IN BUNCHE PARK ON SATURDAY, DECEMBER 8, 2012; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. CITY COUNCIL MINUTES - OCTOBER 10, 12012 K-2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, EXPRESSING SUPPORT FOR THE APPROVAL OF BALLOT PROPOSITION 222 FOR THE ISSUANCE OF A GENERAL OBLIGATION BOND FOR UPDATED TECHNOLOGY, RENOVATION AND CONSTRUCTION OF MIAMI-DADE COUNTY PUBLIC SCHOOL FACILITIES; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY MAYOR OLIVER GILBERT) Motion offered by Mayor Gilbert, seconded by Councilwoman Odom to approve the official Agenda, with the necessary additions. There being no discussion, the motion to approve the official agenda with necessary additions,passed and carried by a unanimous voice vote. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Councilman David Williams Jr.—The Universal Truth Center Jacquelyn Hazell, a member of The Universal Truth Center For Better Living appeared before the City Council to request that a proclamation be presented to the Church for its efforts in promoting a drug free a drug free community in the City of Miami Gardens. This is the third annual event Universal Truth Center has lead under Informed Families. Informed Families is the oldest organization in the State of Florida dedicated to the education on the hazards of drugs use and abuse. Universal Truth Church is one of the few churches that take such an active role to make sure our community is drug free. Mayor Gilbert asked whether Universal Truth Center had submitted the applicable request form for the proclamation. Ms. Hazell said she would find out if the applicable documentation was submitted. Councilman David Williams Jr., shared that the City Manager in the past has sponsored the required documentation. Furthermore, each year Universal Truth Center has acknowledged the City of Miami Gardens Police Officers for their exemplary efforts with regards to drug enforcement. These police officers can also compete nationally because this is a national campaign. The"Say No to Drugs"campaign is done the last week of October, each year. Mayor Gilbert for clarification purposed whether Universal Truth Center was requesting a resolution of sponsorship as opposed to a proclamation. He stated that he will sponsor the resolution. F-2) Councilman David Williams Jr.—Crestview Elementary This item was deferred to the October 20 City Council meeting by Councilman David Williams Jr. (G) PUBLIC COMMENTS Regular City Council Minutes October 10, 2012 _ _ Page 2 CITY COUNCIL MINUTES - OCTOBER 10, 2012 Thelma Calloway and Reverend Rogery Adams, Pastor of Mt. Zion AME Church, 15250 NW 22"d Avenue, Miami Gardens, Florida, appeared before the Council to thank the Mayor and Council of their support of the S.A.V.I.O.R. March scheduled for Saturday, December 8, 2012. He invited everyone out to this 46' Annual event. He challenged everyone in the community to get involved to do their part in helping to eradicate crime in the City of Miami Gardens. Please note, Councilman Andre Williams left the meeting at 7:20 p.m. (H) ORDINANCES) FOR FIRST READING: None (I) ORDINANCES) FOR SECOND READING/PUBLIC HEARING(S) None (.I) RESOLUTION(S)/PUBLIC HEARING(S) RESOLUTION NO. 2012-157-1752 J-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FISCAL YEAR 2012 -2013 COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PUBLIC SERVICE FUNDS IN THE AMOUNT OF NINETEEN THOUSAND, FORTY DOLLARS ($19;040:00 $17,551.00) TO SWITCHBOARD OF MIAMI, INC. AND AUTHORIZING THE CITY MANAGER TO EXECUTE A SUBRECIPIENT AGREEMENT FOR THIS PURPOSE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Deferred from the September 26, 2012 Council Meeting Vice Mayor Davis opened the floor for this public hearing. Frances Snyder, a representative from Switchboard of Miami with a business address of 190 NE 1St Street, Miami, Florida, appeared before the Council to solicit support of this item. She further outlined the services provided by Switchboard of Miami, to 115 Miami Gardens' senior residents(Seniors Never Alone Program). After there were no other interested parties to speak on this item, the public hearing closed. Motion offered by Councilman David Williams Jr., seconded by Mayor Gilbert to adopt this item. There being no discussion, the motion to adopt passed and carried by a unanimous voice vote, of the members present. Regular City Council Minutes October 10,M2 Page 3 CITY COUNCIL MINUTES - OCTOBER 10, 2012 RESOLUTION NO. 2012-158-1753 J-2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FISCAL YEAR 2012 -2013 COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PUBLIC SERVICE FUNDS IN THE AMOUNT OF TWENTY-FIVE THOUSAND DOLLARS ($25,20,000.00) TO JPM CENTRE AT MIAMI GARDENS DRIVE, INC. AND AUTHORIZING THE CITY MANAGER TO EXECUTE A SUBRECIPIENT AGREEMENT FOR THIS PURPOSE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Barbara Hudson, a representative from JMP Centre with a business address of 4455 NW 183`d Street, Miami Gardens, Florida, appeared before the Council high light the services being provided by JMP, to Miami Gardens' young people. She thanked the city for its continued partnership with JMP. After there were no other interested parties to speak on this item, the public hearing closed. Motion offered by Mayor Gilbert, seconded by Councilwoman Robinson to adopt this item. There being no discussion, the motion to adopt passed and carried by a unanimous vote of the members present. RESOLUTION NO. 2012-159-1754 J-3) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FISCAL YEAR 2012 -2013 COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PUBLIC SERVICE FUNDS IN THE AMOUNT OF TEN THOUSAND DOLLARS ($10,000.00) TO MT. PISGAH SEVENTH- DAY ADVENTIST CHURCH, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A SUBRECIPIENT AGREEMENT FOR THIS PURPOSE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (L) RESOLUTION(S): None (M) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK M-1) Floodplain Management Plan Annual Report (N) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman David Williams Jr., announced, on next Wednesday, October 17, 2012, a Town Hall meeting will be held from 6:30 —9:00 p.m., in the City Council Chambers to discuss Regular City Council Minutes October 10, 2012 Page 5 CITY COUNCIL MINUTES - OCTOBER 10, 12012 crime fighting/public safety initiatives. Councilwoman Robinson invited everyone to participate in Pink Week, a campaign against breast cancer. She said the list of educational events for Pink Week can be found on the city's website. Councilman Ighodaro commented Pastor Rogery Adams and the Mt. Zion Church family for the work they have been doing in the community (public safety). He commended Councilman David Williams Jr., for sponsoring the public safety town hall meeting scheduled for next week. Vice Mayor Davis asked everyone to continue praying for the City Clerk and her family during their time of bereavement. She further announced that she will be hosting an Anti- Bullying at Norland, October 12th. She invited everyone to come out in support of anti-bullying. She also announced that she will be hosting a Diabetes Awareness Event, November 18, 2012 from 4-7 p.m. She invited the public to come out to this free event.
