HomeMy WebLinkAbout11.14.2012 CITY COUNCIL MINUTES, NOVEMBER 14, 2012 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES NOVEMBER 14, 2012 (A) ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Wednesday, November 14, 2012, at 7:00 p.m., in the City Council Chambers, 1515 NW 167`x' Street, Building 5, Suite 200, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Lisa C. Davis and Council members Felicia Robinson, David Williams Jr., and Erhabor Ighodaro. Councilwoman Lillie Q. Odom was not present due to travels outside of the United States. Motion offered by Mayor Gilbert, seconded by Councilwoman Robinson to excuse Councilwoman Odom's absence. Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Invocation delivered by Dr. G. David Horton. (C) PLEDGE OF ALLEGIANCE Recited in unison (D) APPROVAL OF MINUTES Regular City Council Minutes—September 26, 2012 Motion offered by Councilman David Williams Jr., seconded by Councilwoman Odom to approve the minutes, with necessary corrections, if any. This motion passed and carried by a unanimous voice vote. Regular-City Couneil MintAes Oeteber- 10, 2W4 The City's newest elected Official, Rodney Harris was sworn in by the City Clerk. Councilman Harris represents Residential Area Seat 3. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) The following item was added to the official agenda as Item K-15 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, SUPPORTING BIG DREAMS FOR KIDS "GOSPEL EXPLOSION" EVENT BY WAIVING THE PARK RENTAL FEE; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE." Regular City Council Minutes November 14, 2012 Page 1 _ CITY COUNCIL MINUTES, NOVEMBER 14, 2012 Item L-1 was moved forward on the agenda to be heard as Item K-16. Motion offered by Councilman David Williams Jr., seconded by Vice Mayor Davis to approve the Official Agenda, with the necessary additions/changes. This motion passed and carried by a unanimous voice vote. (F) SPECIAL PRESENTATIONS (5 minutes each) F-1) Mayor Oliver Gilbert—Miami Gardens Junior Council Report Aaliyah Thomas, Junior Council Mayor appeared before the City Council to solicit support for the "Council's" holiday project, consisting of non-perishable food items as well as toys. Five families will be identified from area schools to receive these items. The event will take place at Paradise Room, in the Betty T. Ferguson Recreation Complex, on December 22, 2012, at 11:00 a.m. She asked the Council to assist by contributing to the purchase of the much needed items. Vice Mayor Davis asked how many turkeys were needed. Ms. Thomas in response to Vice Mayor Davis' question, answered that thirty(30)turkeys would be needed. Vice Mayor Davis said she would donate some turkeys for this event. F 2) Viee Mayor-Lisa G. Davis Miami Channettes, . F-3) Vice Mayor Lisa C. Davis—Diabetes Awareness Event Charlene Meriedy, Consultant appeared before the City Council to expound on Vice Mayor Davis' Diabetes Awareness Event to be held, November 18`h, from 4-7 p.m., at the Betty T. Ferguson Recreational Complex. The event is free. There will be fabulous door prizes as well as delicious food. A fashion show emphasizing healthy lifestyles as well as health care provides will also speak. In addition,health care and fashion vendors will be present. F-4) Councilman David Williams Jr. Councilman Williams acknowledged Ms. Maisha Copeland, the Activities Director at Miami Carol City High School for her exemplary community outreach. F-5) Police Department Presentation Chief Matthew Boyd presented the distinguished recognition of Office of the Month to Officer Eddo Trimimo for his outstanding police work, and making a difference in this community. . (G) PUBLIC COMMENTS A representative from County Commissioner Barbara Jordan's office appeared before the Council to everyone out to the Commissioner's Music in the Park event, Friday, December 7, 2012 at the Betty T. Ferguson Amphitheater, from 6:30—9:30 p.m. Regular City Council Minutes November 14, 2012 Page 2 CITY COUNCIL MINUTES, NOVEMBER 14, 2012 J. Phillip Tavernier, 2750 NW 172"d Terrace, Miami Gardens, Florida, appeared before the City Council to invite everyone out to an event at Florida Memorial University on November 28`h. The event will feature noted "Author and Economic Empowerment Evangelist Maggie Anderson who wrote the book"Our Black Year." Patricia Lightfoot, 2750 NW 172"d Terrace, Miami Gardens, Florida, appeared before the Council to provide a verbal report on the CAC Advisory Committee. She said that she is collecting committee applications of those individuals interested in serving on this committee. Jerome McNeil, a photographer in the Miami Area appeared before the City Council to express concern with not being able to obtain vendor space at the 2013 Jazz in the Gardens event. He shared that he has in the past, been able to work this event however, for some reason is being shut out this year. Mayor Gilbert asked Mr. McNeil to meet with Vernita Nelson, Assistant City Manager with regard to this complaint. Sporty Young, a representative of the Crestview/Rolling Oaks Ambassadors Senior group, with a residential address at 19025 NW 23`d Avenue, Miami Gardens, Florida, appeared before the City Council to express concern with the lack of communication and information being provided by the city to the various senior groups. Mayor Gilbert recalled when this conversation was had two years ago, the group wanted to remain independent of the city. Mr. Young said that is correct. The only thing his group is asking is to be included in whatever new programs or events are provided, by the city. They are still seniors, and do not mind paying for the activities. Councilwoman Robinson clarified all that Mr. Young is asking is for a representative from his senior group to be invited to the meetings. Mayor Gilbert asked Daniel Rosemond, Assistant City Manager to meet with Mr. Young about his concerns. Flora Johnson, 1910 NW 163`d Street Road, Miami Gardens, Florida, appeared before the City Council to thank the Council, staff, Miami Carol City High School, WalMart, the Miami Gardens Police Department, and residents for their support of the Intergenerational Fashion Show, held November 10th. (I) ORDINANCES) FOR FIRST READING: H-1) AN EMERGENCY ORDINANCE OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING THE CITY'S BUDGET FOR Regular City Council Minutes November 14, 2012 Page 3 CITY COUNCIL MINUTES, NOVEMBER 1.4, 2012 THE 2011-2012 FISCAL YEAR; AUTHORIZING THE CITY MANAGER TO MAKE CERTAIN ADJUSTMENTS; AUTHORIZING THE CITY MANAGER TO TAKE ALL ACTIONS NECESSARY TO IMPLEMENT THE TERMS AND CONDITIONS OF THIS ORDINANCE; PROVIDING FOR AN ADDITIONAL READING IN ACCORDANCE WITH THE CITY'S CHARTER; PROVIDING FOR AN EFFECTIVE DATE. Staff believes this is something that warrants further discussion and study. Staff is asking for Council's approval to proceed. This does not in any way obligate the City to anything with respect to Jessie Trice Community Health Center. Motion offered by Mayor Gilbert, seconded by Councilman Williams to adopt this item. Vice Mayor Davis for clarification purposes asked whether a health center as well as a senior center would go on this property. Assistant City Manager Rosemond in response to Vice Mayor Davis" question said the intent is that hopefully this would be a dual purpose facility. Councilwoman Robinson commented this item is to just get some clarification as to what it is exactly Jessie Trice would be doing. The City is not agreeing to do anything at this point besides having discussions. Regular City Council Minutes November 14, 2012 Page 10 CITY COUNCIL MINUTES, NOVEMBER 14, 2012 Assistant City Manager Rosemond in response to Councilwoman Robinson's comments said that is correct. Mayor Gilbert said he was going to support the item however the senior center component needs to be there. There being no further discussion, the motion to adopt this item passed and carried by a unanimous voice vote of the members present. (M) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK Attorney Dickens congratulated Councilman Harris and welcomed him to the Council. Manager Crew said the city has been in negotiations with the police, public works and general employee's unions. The one that will probably conclude first is the general employee's union. He said Council has a specific role in this process. It is now time to get the Council involved. He said he would like to set up a time when the city's negotiations counsel can come to Council to explain the process, and get some guidance. Mayor Gilbert clarified whether the City Manager was asking for a shade meeting. Attorney Dickens said she was not sure it this meeting was being called properly. She said the city will follow the statutory process. Manager Crew suggested having this meeting the third week in December. Mayor Gilbert asked the City Attorney to start the process to bring this item to the next meeting. City Clerk Taylor thanked the Council members and residents for their support during her time of bereavement. (N) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Ighodaro congratulated Councilman Harris on his recent election win. He further stated the City should have an established policy for the naming of streets. He said he would be bringing an item at the next Council meeting to address that. He further shared that he has asked the city manager to look at expanding the city's website to make it more informative. He encouraged everyone to attend the S.A.V.I.O.R. March scheduled for December 8`h, starting at 11:30 a.m., at Mt. Zion A.M.E Church. Mayor Gilbert for clarification purposes whether the item Councilman Ighodaro intends to bring at the next Council meeting has to do with the street naming process or an actual street naming item. Councilman Ighodaro in response to Mayor Gilbert's inquiry said he wanted to know Regular City Council Minutes November 14, 2012 Page 11 CITY COUNCIL MINUTES, NOVEMBER 14, 2012 what the process. Mayor Gilbert informed Councilman Ighodaro that a street naming process is in place. The item has to have a unanimous vote of the Council. Attorney Dickens said she can get together with Councilman Ighodaro to show him the process. The item has to be sponsored by a Council member. Councilman Williams commended the police department for doing a great jog with such limited funds. He conveyed his hope that the city will move forward with its crime initiative. He further shared that he attended a meeting at Rainbow Park Elementary School prior to tonight's meeting. He said he was amazed with the attendance, there was well over one hundred parents attending that meeting. The garden at Scott Lake Elementary School will be finalized, Saturday, November 17th. He further announced that the second annual Elementary Science and Engineering Fair will take place, December 10 and 11 at St. Thomson University, with the awards ceremony being held on December 11 th at the Betty T. Ferguson Recreational Complex. Councilwoman Robinson shared the Pink Week Activities all went off very well. There was a lot of information sharing with the residents. She conveyed appreciation to those that attended. Councilman Harris thanked the community for electing him as their City Council member representing Residential Area Seat 3. He said that he looks forward to working with everyone on the dais. He further thanked his family for their hard work. Vice Mayor Davis congratulated Councilman Harris on his election win. She further encouraged everyone to come out to the Diabetes Awareness Event scheduled for Sunday, November 18th at the Betty T. Ferguson Recreational Complex, from 4-7 p.m. She further wished everyone a Happy Thanksgiving. Manager Crew announced Major Steve List retired this past month. Captain Alfred Lewers has now been promoted to Major. Manager Crew and City Attorney Dickens announced that they would be out of the office the following week. Mayor Gilbert asked the City Clerk, City Manager and City Attorney to poll the Council to get a date for the retreat. He further stated for the past year, the city has not had either a state of federal lobbyist. He shared that Yolanda Cash-Jackson has continued to work with the City. He asked that an item be brought to the Council at the next Council meeting engaging a state lobbyist. There are some issues at the state level, especially the water issue that affects Miami Gardens' residents. He further shared that he has been in discussion with the Miami-Dade County School Board about the utilization of property for youth activities. He said more information on this issue will be forthcoming. He expressed concern with the individuals who came to get a turkey even though they did not need it, and there were other individuals more in need, which did not get a turkey. He further asked that individuals not curse people out over a free turkey. Turkey give-aways are designed to make sure those people in need have a good Thanksgiving Mayor Gilbert wished everyone a Happy Thanksgiving.
