HomeMy WebLinkAbout06.08.2011 CITY COUNCIL MINUTES - JUNE 8, 2011 CITY OF MIAMI GARDENS REGULAR CITY COUNCIL MINUTES JUNE 89 2011 (A) CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session on Wednesday, June 8, 2011, beginning at 7:10 p.m., in the City Council Chambers, 1515 NW 167d' Street, Building 5, Suite 200, Miami Gardens, Florida. The following members of the City Council were present: Mayor Shirley Gibson, Vice Mayor Aaron Campbell Jr., and Council members Lisa C. Davis, Andre Williams, Felicia Robinson, David Williams Jr., and Oliver G. Gilbert III. Also in attendance were: City Manager Dr. Danny O. Crew, City Attorney Sonja K. Dickens and City Clerk Ronetta Taylor. (B) INVOCATION Delivered by Councilman Gilbert. (C) PLEDGE OF ALLEGIANCE Recited in unison. (D) APPROVAL OF MINUTES Regular City Council Minutes—May 25,2011 Motion offered by Councilman Gilbert, seconded by Councilman David Williams to approve the minutes, with necessary corrections, if any. This motion passed and carried by a 7-0 voice vote. (E) ORDER OF BUSINESS (Items to be pulled from Consent Agenda at this time) Motion offered by Councilman Andre Williams, seconded by Councilman David Williams Jr., to pull Item K-01) from the Consent Agenda. This motion passed and carried by a 7-0 voice vote. Clerk Taylor announced that Representative Watson asked to have her presentation(F-1) moved to the June 22nd City Council Meeting. Councilman Gilbert asked to have Item F-5)moved forward on the Agenda to be heard as Item F-1). Motion offered by Councilman Gilbert, seconded by Councilwoman Davis to approve the official agenda,with the necessary changes. This motion passed and carried by a 7-0 voice vote. In this team's very first year it won the Annual North Miami Baseball Tournament played at Pepper Park. He presented the team members as well as the coaches of 8U Little League Champs, with Certificates of Special Recognition for this outstanding achievement. F-2) Councilwoman Davis—Silver Knight Winners Councilwoman Davis along with members of the City Council presented trophies to the following Silver Knight Winners: Jazim Lightbourn in the category of Drama; Stephanie Jennings in the category of Speech. Honorable Mentions: Ba'Carri Johnson in the category of Mathematics and Adrianna Mozel in the category of English. F-3) Mayor Gibson—Proclamation Father's Appreciation Month Councilman Gilbert presented the Proclamation proclaiming Father's Appreciation Month to members of the South Florida Fatherhood Task Force. F-4) Mayor Gibson—Proclamation Code Enforcement Appreciation Week Mayor Gibson presented a proclamation proclaiming June 6-10, 2011, as Code Enforcement Officer's Appreciation Week to the Director and staff of the City's Code Enforcement Department. F-5) Commission for Women Advisory Committee—Rose Ceremony Presentation Margaret Hall, a representative member of the Miami Gardens Commission For Women appeared before the City Council to bring up the members of the"Commission". Patsy Green along with members of the Commission For Women presented pink roses to the City Council as well as staff during the Rose Ceremony. She explained this is a national symbol that is very popular yet nobody knows just how important it is to our country. Flyers explained how to celebrate National Rose Month were provided. The Rose is the National floral symbol, and has been since 1986 when it was signed into law by President Reagan. She further requested that the Council issue a proclamation proclaiming a National Rose Day, and create a calendar of events to promote this national symbol. F-6) City Manager Danny O. Crew—Employee of the Month Manager Crew bestowed the distinguished honor of Employee of the Month upon Octavia Taylor, Code Enforcement Supervisor, as Employee of the Month for the Month of May 2011. F-7) Councilman David Williams Jr., appeared before the City Council and shared the City of Miami Gardens participated in the largest prevention campaign in the county. That campaign is the Red Ribbon Campaign. He presented a Certificate of Special Recognition to Shamira Thurston for her efforts and volunteerism during this Red Ribbon Campaign. Regular City Council Minutes June 8, 2011 Page 2 CITY COUNCIL MINUTES - JUNE 8, 2011 (G) PUBLIC COMMENTS Donald Jennings, 18300 NW 5 h Avenue, Miami Gardens, Florida, appeared before the City Council to express concern with the number of traffic accidents occurring on the corner near his propertdy. He said drivers were inappropriately crossing over lanes to travel north or south along 183` Street and subsequently causing traffic accidents. Manager Crew said the Public Works Director will take a look at this and provide a report to Florida Department of Transportation 183rd Street is a State Road. Rosetta Rolle Hylton, 20201 NW 42"d Avenue, Miami Gardens, Florida, appeared before the City Council to share that she attended a workshop approximately two weeks ago where Mayor Gibson was one of the guest speakers on the panel. She shared that Mayor Gibson represented the City of Miami Gardens very well. She further shared that two weeks ago there was a team building event and the City of Miami Gardens' Chief of Police Matthew Boyd was the main speaker. She said that Chief Boyd did an excellent job as well. Cheryl Waterman and Amir Waterman, 20340 NW 29`, Court, Miami Gardens, Florida, appeared before the City Council to express concern with the crime in their area. They indicated that they had been victimized several times. He asked whether police presence can be increased in this area. Mayor Gibson asked whether this area had a Neighborhood Crime Watch. Mrs. Waterman said she has attended meetings in the neighborhood. She encouraged the City to increase police patrol in this area. Mayor Gibson directed the Waterman's to speak with Deputy Chief Miller about their concerns. (I) ORDINANCE(S) FOR FIRST READING: None (I) ORDINANCE(S) FOR SECOND READING/PUBLIC HEARING(S) None (J) RESOLUTION(S)/PUBLIC HEARING(S) None (I) CONSENT AGENDA RESOLUTION NO. 2011-97-1490 K-2) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXPEND TWENTY-SIX THOUSAND NINE HUNDRED FIFTY DOLLARS ($26,950.00) FROM THE LAW Regular City Council Minutes June 8, 2011 Page 3 CITY COUNCIL MINUTES - JUNE 8, 2011 ENFORCEMENT TRUST FUND FOR THE PURCHASE OF RIFLES AND THE INSTALLATION OF VEHICULAR RIFLE RACKS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (L) RESOLUTION(S) RESOLUTION NO. 2011-99-1492 K-1) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE AN ADDENDUM TO RENEW THAT CERTAIN AGREEMENT WITH ASHBRITT, INC., FOR EMERGENCY DEBRIS REMOVAL SERVICES FOR AN ADDITIONAL TWO (2) YEAR TERM; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. (SPONSORED BY THE CITY MANAGER) Councilman Andre Williams emphasized the importance of job creation and asked whether this item was a part of a bid process. Manager Crew in response to Councilman Andre Williams' inquiry said the bid was awarded approximately three years ago. He said the City has never paid this company a nickel because the City never had to use the company. The company hires local trucking firms to haul the debris. Councilman Andre Williams said he was comfortable with this as long as the City had a component in place to hire local vendors. Regular City Council Minutes June 8, 2011 Page 4 CITY COUNCIL MINUTES - JUNE 8, 2011 Mayor Gibson shared previously the City hired a local firm to assist with the debris removal after Hurricane Wilma. That local firm made a substantial amount of money and was with the City until the end of the clean up process. Motion offered by Councilman Andre Williams, seconded by Councilwoman Davis and Councilman Gilbert to adopt this item. This motion passed and carried by a 7-0 voice vote. (NI) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK No reports. (N) REPORTS OF MAYOR AND COUNCIL MEMBERS Councilman Gilbert announced that the fathers will be honored during the Senior's Program, Tuesday, June 14th. He invited everyone to come out to this exciting event. He wished every father a Happy Father's Day. Councilman David Williams Jr., commended Council Assistant Hilary Marshall for her exemplary assistance. He shared that one of the things that he has been trying to do is to bring corporations to the City of Miami Gardens that benefits the citizens and children. He shared that he has been trying to meet with the International Gaming and Fishing Association in Dania. He said he wanted to meet with the CEO of this association and Ms. Marshall's persistence made that possible. That meeting took place today, and was an unbelievable experience. This company has scholarships for students as well as funding for initiatives in Miami Gardens. He said that this association is ready to partner with the City of Miami Gardens. He shared that he will be bringing back legislation at the next City Council meeting initiating this process. Councilman Andre Williams stated there is a very important upcoming Miami-Dade County Mayoral election. He encouraged voters to study the candidates and the issues. He opined our votes are going to have an impact in this race. Councilman David Williams Jr., announced tomorrow, June 9, 2011 the Assistance Deputy Superintendent of Curriculum of Miami-Dade County Public Schools will be visiting Golden Glades Elementary School to look at the State of the Art Science Exhibit. Everyone is invited to come out to this event. Mayor Gibson wished father's a Happy Father's Day, and encouraged them to attend Councilman Gilbert's event on next Tuesday,June 14th.
