CITY COUNCIL MEETING MINUTES
July 10, 2019
(A) CALL TO ORDER/ROLL CALL
The City Council Members for the City of Miami Gardens, Florida, met, Wednesday,
July 10, 2019, beginning at 7:00 p.m., in the City Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Rodney Harris,
Councilwoman Katrina Wilson, Councilman Erhabor Ighodaro, Councilman Reggie
Leon, and Councilman David Williams Jr.
Councilwoman Lillie Odom and Mayor Oliver Gilbert were absent.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja K.
Dickens and City Clerk Mario Bataille.
A motion offered by Councilman Williams, Jr and seconded by Councilman Leon to
excuse the absence of Mayor Oliver Gilbert and Councilwoman Lillie Odom, passed and
carried by a unanimous voice vote of all members present.

A motion offered by Councilman Williams Jr., seconded by Councilman Leon, to
approve the draft minutes passed and carried by a unanimous voice vote.

Marjorie Ann Cross, 1425 NW 193rd Terrace, appeared before City Council and stated that she
has lives in the Norwood Area for over 35 years. She complimented the work that was done on
the park and wanted to know when the pool would be completed. She also mentioned the
lighting system, that at nights it is very dark around the area. She also inquire about when the
senior's building will be started.
Dorothy Smith, appeared before City Council to urge residents to learn the history of the City
and for the Council to pass legislation to reflect such.
Shannon Campbell, 21131 NW 31 st Avenue, a recipient of the Miami Dade County Volunteer
Recognition Program appeared before City Council to ask for assistance for the Perkins House,
an organization that provides food, clothing and other items to the residents of Miami Gardens.
She stated that the organization is in the process of branching out into the north side.
TC Holmes, 350 NW 4th Street, appeared before City Council to expressed concern about black
women in public housing. She inquired as to how much of the CBC Monies is going directly to
women in public housing? How much of that money is based on gender specific programs for
their safety and health?And how to get council to comply with that?
Raymond Carvel, 145 NE 193rd Street, appeared before City Council to express their
appreciation on behalf of the Miami Garden's Neighborhood Watch for making sure that the gala
was a success as well as to ask to be considered for future funding so they can keep up the good
work that they are doing.
James Garner, 15930 NW 11th Avenue Street, appeared before City Council to express his
concerns relating to community enhancement funding provided by the NFL going to
communities outside of Miami Gardens and the City Council should do something to honor those
who to pay to volunteer to coach football programs in the City.
Councilman Ighodaro asserted that some of the concerns raised by Mr. Garner should be
addressed by staff, he encouraged Vice Mayor Harris to have staff speak with the resident.
In response, Vice Mayor Harris informed everyone that Deputy City Manager Clay would
address some of the he concerns raised by Mr. Garner during his address to City Council.
Sharon Frazier-Stevens, appeared before City Council to express her concern about the increase
in Domestic Violence incidents and the lack of funding that support programs that address issues
directly related to black women.
Vanessa Wilcox, 2000 NW 186 Street, appeared before City Council to express her concerns
about the elderly housing facility, additional comments were made about the lack of resources
that assist residents who suffered hurricane damage to their homes.

City Clerk Bataille administered the oath of truthfulness to all parties interested in providing

City Manager Benson stated this Item results from a lot of hard work by Nakeischea Smith and
her staff as well as a follow-up to the workshop held in early June in regards to the LDR.
Nakeischea Smith, Planning & Zoning Director, provided an overview of the Item and
recommended the City Council approve the Item.
Vice Mayor Harris opened public hearing on this Item.
There being no public comments, Vice Mayor Harris closed public hearing on this Item.
A motion offered by Councilman Williams Jr, seconded by Councilman Leon, to approve the
Item.
Councilwoman Wilson expressed her concerns about adult daycare centers being allowed in
residential areas, breeding animals, etc. Discussion was held in length.
In response, Nakeischea Smith identified the State standards and acknowledged regulations in
question were out of the jurisdiction of the City.
City Attorney Dickens advised that municipalities have no regulatory authority due to the State
taking that responsibility. Additional comments were offered reminding council members this is
a zoning hearing.
Councilman Williams inquired about the categories and if the Item was for residential or
commercial usage.
In response,Nakeischea Smith identified the three (3) categories as animal grooming, shelter and
veterinarian hospital none of which are permitted in a residential district.

Councilman Williams acknowledged the work the staff put into getting things done and asked
the City Manager to thank the staff for their hard work.

(P) REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK

Assistant City Manager Craig Clay addressed the issues regarding Norwood. He stated that
Norwood Park and pool is actually one project. He is expecting the ribbon cutting to be in late
August. He also stated that he is expecting the developer for the senior family center to come to
their public/private development round table at the end of this month and that they are planning
the demolition/ground breaking later on this fall for this project. Mr. Clay also elaborated on
some of the completed projects that were done, for example, Bunche Pool which was inoperable
for twenty years is now completed and operational. Buccaneer Park was completed in
December 2018, substantial renovations were done at the community center including a new
gymnasium and parking lot lighting, a new track and a new artificial turf field. Many other
improvements are still being done at the center. Later on this year, everyone will see a new
Bunche Park.
Councilman Ighodaro wanted to know if anything will be done as far as recognizing park
volunteers.
In response, City Manager Benson asked for clarification. Additional comments were offered
acknowledging the yearly volunteer event held by Councilwoman Odom. City Manager Benson
stated he will follow-up on including the park volunteers Councilman Ighodaro would like to
acknowledge as part of this event.
City Clerk Bataille spoke on behalf of Councilwoman Odom, stating that she is having an
Elderly Financial Abuse Awareness Symposium on August 14, 2019 from loam to 1pm at the
Betty T. Ferguson Complex.

(Q) REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilman Ighodaro have no report however, he wanted to acknowledge the presence of Mr.
Cecil Daniels.
Councilwoman Wilson commended the Parks and Recreation Department for the wonderful
event on the 4th of July.
Councilman Williams commended the Media and Events Department for the great work they did
in getting the media out for the release for the hawk. He mentioned three events that will be held
this coming Saturday; the David Williams Science Awards, the Harbor Bay Wild Life release
and the Miracle in the Garden event.
Vice Mayor thanked the Parks Department for the wonderful job they did of the 4th of July. He
mentioned the individuals who came to their first council meeting but, was unable to address
their concerns in the Public Comments portion of the meeting, he invited them to come back to
the next public meeting, complete one of the yellow cards and they will be heard. He apologized
that they did not get the opportunity to do so at this time.
