CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Sep 11 2019, beginning at 06:00:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor/Council Member Rodney Harris, Council Member Erhabor Ighodaro, Council Member Lillie Odom, Council Member Reggie Leon, Council Member David Williams Jr., and Council Member Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Mayor Gilbert delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. RESOLUTIONS)/PUBLIC HEARING(S) Mayor Gilbert announced this is the first of two public hearings for the adoption of the operating millage rate, the voted debt service millage rate, and budget for the city of Miami Gardens for fiscal year 2019/2020 4.1. A RESOLUTION OF THE CITY OF MIAMI GARDENS, FLORIDA, ADOPTING A PROPOSED MILLAGE RATE AT A PUBLIC HEARING TO BE LEVIED FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2019, THROUGH SEPTEMBER 30, 2020 FOR OPERATING PURPOSES; ESTABLISHING THE ROLLBACK RATE, ESTABLISHING THE DEBT MILLAGE RATE APPROVED BY THE ELECTORATE,- SETTING LECTORATE;SETTING A DATE AND TIME FOR A FINAL PUBLIC HEARING TO ADOPT THE FINAL MILLAGE RATE, PROVIDING FOR DIRECTIONS TO THE CITY CLERK; AND PROVIDING FOR AN EFFECTIVE DATE. City Clerk Bataille read the item into the record. Mayor Gilbert stated the proposed millage rate for the City for Fiscal Year 2019/2020 is 6.9363, which is 8.95% over the roll-back rate and voted debt service millage rate is 0.8962. The aggregate millage rate for fiscal year 2019/2020 is 7.8325. City Manager Benson provided a brief presentation on the Fiscal Year 2019/2020 proposed budget. Page 1 of 4 Mayor Gilbert opened the floor for this public hearing. There being no comment, the public hearing was closed. A motion was made by Vice Mayor Harris, seconded by Councilman Williams Jr., to adopt the proposed millage rate and the voted debt service millage rate Resolution. There being no further discussion on the millage rate Resolution, a motion was made by Councilman Williams Jr., seconded by Vice Mayor Harris to defer this item until discussion on the Budget Ordinance. The motion to defer this item passed and carried by a unanimous voice vote. After discussion on the budget Ordinance, a motion was made by Councilman Williams. Jr., seconded by Councilwoman Odom, to recall the proposed millage rate and voted debt service millage rate Resolution. The motion to recall this item passed and carried by a unanimous voice vote. There being no further discussion, Mayor Gilbert called the question. A motion offered by Vice Mayor/Council Member Harris, seconded by Council Member Williams Jr. , to adopt the proposed millage rate and the vote debt service millage rate Resolution passed and carried by a 7 to 0 roll call vote of the City Council. ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): 5.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING AND ADOPTING THE CITY'S BUDGET FOR THE 2019-2020 FISCAL YEAR; PROVIDING FOR THE EXPENDITURE OF FUNDS; AUTHORIZING THE CITY MANAGER TO TAKE CERTAIN ACTIONS; PROVIDING FOR CARRYOVER OF FUNDS; PROVIDING FOR INTERFUND TRANSFERS; PROVIDING FOR AUTOMATIC AMENDMENT; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT, Page 2 of 4 PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE DATE. City Clerk Bataille read the item into the record. Mayor Gilbert opened the floor for this public hearing. There being no comments, Mayor Gilbert closed the public hearing. A motion was made by Councilman Williams. Jr, seconded by Vice Mayor Harris, to adopt this Ordinance on first reading. Councilwoman Wilson commented the budget format was well done and comprehensive. Councilwoman Wilson thanked staff for their effort in putting the budget together. There being not further discussion on the budget Ordinance; a motion was made Councilman Williams. Jr., seconded by Councilwoman Odom, to defer the budget Ordinance until after approval of the millage Resolution. The motion to defer this item passed and carried by a unanimous voice vote. After approval of the proposed millage rate and vote debt service millage rate Resolution; a motion was made by Councilman Williams Jr., seconded by Vice Mayor Harris, to recall the budget Ordinance. The motion to recall this item passed and carried by a unanimous voice vote. There being no further discussion, Mayor Gilbert called the question. A motion offered by Council Member Williams Jr., seconded by Vice Mayor/Council Member Harris , to adopt this Ordinance on first reading passed and carried by a 7 to 0 roll call vote of the City Council. ADJOURNMENT Mayor Gilbert announced the next public hearing will be held on September 25, 2019 at 6.00 p.m. in the City Council Chambers. At that time, we will consider the final millage rate and budget for Fiscal Year 2019/2020.
