RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING A BID TO
GENERAL ASPHALT CO., INC. FOR THE 207TH STREET
RIGHT LANE EXTENSION PROJECT IN RESPONSE TO
ITB 18-19-022; AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT FOR THIS PURPOSE;
PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, extension of the turn lanes on NW 207th Street at the intersection of
NW 27th Avenue in the City of Miami Gardens ("City") will improve traffic flow at the only
exit from the Lake Lucerne Community, and
WHEREAS, on September 17, 2019,in support of the City of Miami Gardens
207th Street Right Lane Extension Project, Invitation to Bid (ITB) #18-19-022 was
advertised on BidSync, and
WHEREAS, the ITB opened on October 23, 2019 and twelve (12) firms, ATC
Engineering, Inc., Continental Construction USA, LLC, Florida Blacktop, Inc., GPE
Engineering & General Contractor Corp., General Asphalt Co. Inc., Metro Express, Inc.,
Miguel Lopez Jr., Inc., National Concrete & Paving, LLC, Pabon Engineering, Inc, RJ
Spencer Construction. LLC, RJS Contractors, Inc. and V. Engineering & Consulting
Corp., submitted bids in response to the advertised solicitation and were read publicly,
and ATC
WHEREAS, City staff evaluated all twelve bids for compliance with the
specifications and after tabulating the vendors' prices and reviewing their submittals,
City staff recommends that award be made to General Asphalt Co., Inc., and
WHEREAS, a copy of the ITB document and submittals are available for review
upon request, and
WHEREAS, Fiscal Impact Funding for this transportation improvement Project is
in CITT Funds under 100-41- 05-541-630-00, and
WHEREAS, City Staff recommends that the City Council approve the
Recommendation for Award of Invitation to Bid (ITB) #18-19-022, "City of Miami
Gardens 207th Street Right Lane Extension Project", to In General Asphalt Co., Inc. and
authorize the City Manager to execute a contract for this purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1 : ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards a bid to General Asphalt Co., Inc. for The 207th Street Right Lane
Extension Project in response to ITB 18-19-022 and authorizes the City Manager to
execute a contract for this purpose.
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON DECEMBER 11 , 2019.
