A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING A BID TO
INCLAN PAINTING AND WATERPROOFING, CORP, FOR
TURN-KEY PAINTING SERVICES FOR THE BETTY T.
FERGUSON RECREATION CENTER; AUTHORIZING THE
CITY MANAGER TO ISSUE PURCHASE ORDERS ON AN
AS NEEDED BASIS, IN AN AMOUNT NOT TO EXCEED
THE ALLOCATED BUDGETED AMOUNT FOR THIS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Miami Gardens ("City") needs a qualified contractor to
provide turn-key painting services for the Betty T. Ferguson Recreation Center, and
WHEREAS, on September 17, 2019, Invitation to Bid (ITB) Number 18-19-027,
"Betty T. Ferguson Recreation Center Exterior Painting", was solicited via BidSync, and
WHEREAS, the ITB closed on October 24, 2019 and fifteen (15) bids from
Abacron LLC, Cunano Builders Corporation, Daycoven Construction LLC, G. Batista &
Associates, Hartzell, ID Painting Corp, In and Out Projects Corporation, Inclan Painting
and Waterproofing, Corp, JAG Painting Contractors Inc, Mario's Painting and Services,
Inc, Quick Painting Group, Corp, Renco Development Inc, Richport Construction Group,
RJ Spencer Construction Group, LC and Sun Eagle General Contractor's Corp, were
received and publicly read, and
WHEREAS, City Staff evaluated the bids for compliance with the specifications
and deemed all vendors responsible and responsive to the requirements of the ITB, and
WHEREAS, a copy of the proposal document and submittals are available at the
Assistant to the Mayor and Council's Office for review, and
WHEREAS, the Fiscal Impact is in the amount of $54,272.00 from Account 001-
72-02-572-460-00, and
WHEREAS, City Staff recommends that the City Council approves the Office of
Procurement Management Recommendation for Award of Invitation to Bid No. 18-19-
027, "Betty T. Ferguson Recreation Center Exterior Painting", to Inclan Painting and
Waterproofing Corp. and authorizes the City Manager to issue purchase orders on an
as needed basis not to exceed the allocated budget amount,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1 : ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards a bid to Inclan Painting and Waterproofing, Corp, for turn-key painting
services for the Betty T. Ferguson Recreation Center, and authorizes the City Manager
to issue purchase orders on an as needed basis, in an amount not to exceed the
allocated budgeted amount for this purpose.
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON DECEMBER 11, 2019.
