Fiscal Impact In addition to soliciting sponsors, Councilwoman Davis will utilize funds from her monthly Discretionary Account to pay for awards. Staff Summary: BACKGROUND In April 2014, the City of Miami Gardens residents approved a General Obligation Bond in the amount of Item K-2) Consent Agenda Resolution Bid Award/ Recreational Design & Construction, Inc. 8 of 40 18605 NW 27th Avenue Miami Gardens, Florida 33056 sixty million dollars ($60,000,000) for the construction of and improvements to the City’s parks and related facilities. The City Council subsequently approved a Bond Implementation Plan that lists and details the proposed improvements at each park facility or municipal property. On June 22, 2015, staff issued Request For Qualifications (RFQ) #14-15-031 for Buccaneer Park Improvements, Step One, inviting design-build firms or teams to provide qualifications for a future design-build contract for a new recreational building, playground, shade structure and related facility improvements, technical, schedule and cost proposals to implement an overall improvement project at Buccaneer Park, located at 3100 NW 207th Street. A broadcast notice was sent to one thousand three hundred and fifty-one vendors (1,351). Ninety-one (91) proposals were requested. The RFQ opened on July 23, 2015 and eleven (11) proposals were received and publicly read. The RFQ was prepared in accordance with Florida Statue 287.055 Consultants Competitive Negotiation Act (CCNA). On September 3, 2015, the Selection Committee short-listed six (6) firms: Biltmore Construction, Inc.; CB Constructors, Inc.; D. Stephenson Construction, Inc.; Di Pompeo Construction Corporation; Recreational Design & Construction, Inc.; and West Construction, Inc. CURRENT SITUATION The Procurement Department applied the City of Miami Gardens Business and Resident Economic Growth Plan (CMG-BREP) preference to this project. Di Pompeo Construction Corporation; Recreational Design & Construction, Inc.; and West Construction, Inc., were all compliant to the City of Miami Gardens Business Resident Economic Growth Plan (Exhibit 2). On December 4, 2015, Request For Proposal (RFP) No. 15-16-014, Step Two, was issued to the six (6) short-listed vendors. The RFP opened on January 19, 2016. Three (3) proposals from the short-listed firms were received and publically read: Di Pompeo Construction Corporation; Recreational Design & Construction, Inc.; and West Construction, Inc. An Evaluation Committee meeting was held on January 26, 2016. All three (3) firms were both responsive and responsible to the requirements in the RFP. After vendor interviews, evaluation and scoring, the Evaluation Committee deemed Recreational Design & Construction, Inc. as the first-ranked firm (Exhibit 1). The Evaluation Committee's recommendation for award is to Recreational Design & Construction, Inc. A copy of the proposal document and submittals are available at the Assistant to the Mayor and Council’s Office for review.
