HomeMy WebLinkAbout2020-055-3453 COVID-19 Emergency Rental Assistance Program RESOLUTION NO. 2020-055-3453 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CREATION OF A COVID-19 EMERGENCY RENTAL ASSISTANCE PROGRAM; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, due to the COVID-19 pandemic, a lot of the City's residents are not able to pay their rent because of a loss of income due to terminations, lay-offs, or decreased hours, and WHEREAS, Mayor Oliver Gilbert is recommending the City of Miami Gardens establish a COVID-19 emergency rental assistance program to provide up to a maximum of $4500 per eligible household to eligible residents, and WHEREAS, the program would be funded through an allocation of Community Development Block Grant (CDBG) funds which is an eligible Department of Housing and Urban Development activity in response to COVID-19, and WHEREAS, the Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law 116-136) makes available $5 billion in supplemental Community Development Block Grant (CDBG-CV) funding for grants to prevent, prepare for, and respond to Coronavirus, and WHEREAS, in addition, the CARES Act provides CDBG grantees with flexibility that make it easier to use CDBG-CV grants for Coronavirus response and authorizes HUD to grant waivers and determine any alternative requirements, and WHEREAS, HUD has announced the allocations of the first $2 billion in CARES Act funding for CDBG grantees, and WHEREAS, the City of Miami Gardens has received an allocation of $645,962 in CARES Act funding, so long as any spending is made in accordance with an approved Action Plan and must be an eligible CDBG activity, and WHEREAS, the proposed program is an eligible CDBG public service activity that may be funded during the declared presidential emergency, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1 : ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby authorizes the creation of a COVID-19 Emergency Rental Assistance Program. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
