RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING A CHANGE
ORDER TO THE AGREEMENT WITH GENERAL ASPHALT
CO., INC. FOR THE NW 207TH STREET RIGHT LANE
EXTENSION PROJECT, IN AN AMOUNT NOT TO EXCEED
THIRTY-EIGHT THOUSAND DOLLARS ($38,000.00);
PROVIDING, FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, extension of the turn lanes on NW 207th Street at the intersection of
NW 27th Avenue in the City of Miami Gardens ("City") will improve traffic flow at the only
exit from the Lake Lucerne Community, and
WHEREAS, on September 17, 2019, in support of the City of Miami Gardens NW
207th Street Right Lane Extension Project, Invitation to Bid (ITB) #18-19-022 was
advertised on BidSync, and
WHEREAS, the ITB opened on October 23, 2019 and twelve (12) firms, ATC
Engineering, Inc., Continental Construction USA, LLC, Florida Blacktop, Inc., GPE
Engineering & General Contractor Corp., General Asphalt Co. Inc., Metro Express, Inc.,
Miguel Lopez Jr., Inc., National Concrete & Paving, LLC, Pabon Engineering, Inc, RJ
Spencer Construction. LLC, RJS Contractors, Inc. and V. Engineering & Consulting
Corp., submitted bids in response to the advertised solicitation and were read publicly,
and
WHEREAS, City staff evaluated all twelve bids for compliance with the
specifications and after tabulating the vendors' prices and reviewing their submittals,
recommended that award be made to General Asphalt Co., Inc., and
WHEREAS, on December 19, 2019, the City Council Approved an Agreement
with General Asphalt Co., Inc. (Exhibit A) for the NW 207th Street Right Lane Extension
Project in the amount of Two Hundred and Twelve Thousand Six Hundred and Twelve
Dollars ($212,612.00), and
WHEREAS, due to unforeseen work required to complete the project, not
included in the original contract price, City Staff recommends that the City Council
approve a change order in an amount not to exceed Thirty-Eight Thousand Dollars
($38,000),
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1 : ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes a change order to the Agreement with General Asphalt Co., Inc. for
the NW 207th Street Right Lane Extension Project, in an amount not to exceed Thirty-
Eight Thousand Dollars ($38,000.00).
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.

GARDENS AT ITS SPECIAL MEETING HELD ON APRIL 16, 2020.
