A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING R.J. BEHAR &
COMPANY, INC. TO PROVIDE SERVICES FOR THE
STORMWATER MASTER PLAN UPDATE, IN AN AMOUNT
NOT TO EXCEED ONE HUNDRED AND SEVENTY-SEVEN
THOUSAND SEVEN HUNDRED AND EIGHTY-TWO DOLLARS
AND NINETY-FOUR CENTS ($177,782.94), IN ACCORDANCE
WITH THE TERMS AND CONDITIONS OF A CONTINUING
SERVICES CONTRACT ISSUED UNDER RFQ NUMBER 18-19-
008; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in 2007 the firm PBS&J prepared a Stormwater Master Plan
(SWMP) for the City of Miami Gardens ("City"), which assisted in mapping the storm
water collection and distribution system, identifying issues of concern within that system
and planning for improvements to the system, and
WHEREAS, the Stormwater Master Plan provided the basis for the drainage
related element of the Comprehensive Drainage Master Plan as well as the Capital
Improvement Element Project List of the City's Comprehensive Development Master
Plan and provided a priority list of pre-existing drainage deficiencies within the City and
a list of proposed capital projects aimed addressing the identified deficiencies, and
WHEREAS, the City desires to update the stormwater master plan to include
completed construction projects since the year 2007, update the hydrologic-hydraulic
model, evaluate land use changes within the City, consider sea level rise projections
and new regulations, update water quality analysis with new available data, update
Geographical Information system (GIS) stormwater maps (by others), identify available
funding options, and National Flood Insurance Program Community Rating System
(CRS) changes, and
WHEREAS, R.J. Behar & Company, Inc., submitted a proposal in the amount of
One Hundred Seventy-Seven Thousand Seven Hundred Eighty-Two Dollars and
Ninety-Four Cents ($177,782.94) for the provision of services for the Stormwater Master
Plan Update, in accordance with the terms and conditions of a Continuing Services
Contract issued under RFQ Number 18-19-008, and
WHEREAS, City Staff recommends that the City Council authorize R.J. Behar &
Company, Inc. to update the Stormwater Master Plan,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1 : ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby[LW1] authorizes R.J. Behar & Company, Inc. to provide services for the update
of the City of Miami Gardens Stormwater Master Plan, in an amount not to exceed One
Hundred And Seventy-Seven Thousand Seven Hundred And Eighty-Two Dollars and
Ninety-Four Cents ($177,782.94), in accordance with the terms and conditions of a
Continuing Services Contract issued under RFQ Number 18-19-008.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS SPECIAL MEETING HELD ON APRIL 16, 2020.
