A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING RFQ 19-20-012,
RISCO PARK CONSTRUCTION MANAGER AT RISK, TO
KAUFMAN LYNN CONSTRUCTION; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT
FOR THIS PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on April 2014, City of Miami Gardens ("City") residents approved a
General Obligation Bond in the amount of Sixty Million Dollars ($60,000,000) for the
construction of and improvements to City Parks and related facilities for which the City
Council subsequently approved a Bond Implementation Plan, and
WHEREAS, Risco Park located at 19010 NW 39th Avenue in Miami Gardens is a
City Park requiring improvements, and
WHEREAS, on February 4, 2020, City Staff solicited Request for Qualifications
(RFQ) Number 19-20-012, Risco Park Construction Manager at Risk (CMAR), via
BidSync, and
WHEREAS, on March 5, 2020, proposals were received from five (5) companies,
Gulf Building, LLC., Kaufman Lynn Construction, Link Construction Group, OHL
Building, Inc, Thornton Construction Company, and were publicly read, and
WHEREAS, on March 12, 2020, a Selection Committee meeting was held and
the Selection Committee deemed all five (5) proposers, Gulf Building, LLC., Kaufman
Lynn Construction, Link Construction Group, OHL Building, Inc, and Thornton
Construction Company, responsible and responsive to the requirements of the RFQ,
and
WHEREAS, On April 21, 2020, the Selection Committee heard presentations
from Kaufman Lynn Construction, Link Construction Group, OHL Building, Inc, Thornton
Construction Company and Kaufman Lynn Construction received the highest rankings,
and
WHEREAS, City Staff recommends that the City Council authorize the City
Manager to negotiate and execute a contract with Kaufman Lynn Construction for
Risco Park Construction Manager at Risk services,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards RFQ 19-20-012, Risco Park Construction Manager At Risk, to Kaufman
Lynn Construction and authorizes the City Manager to negotiate and execute a contract
for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS SPECIAL VIRTUAL MEETING HELD ON JUNE 3, 2020.
