1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Oct 23 2019, beginning at 7:02 p.m., in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor/Council
Member Rodney Harris, Council Member Erhabor Ighodaro, Council Member
Lillie Odom, Council Member David Williams Jr., and Council Member Katrina
Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
Mayor Oliver Gilbert and Councilman Reggie Leon were absent.
A motion made by Councilwoman Odom., seconded by Councilman
Williams Jr, to excuse the absence of Mayor Gilbert and Councilman Leon
passed and carried by a unanimous voice vote.

A motion offered by Councilman Williams, Jr, seconded by Councilwoman
Odom., to approve the amended Consent Agenda passed and carried by a
unanimous voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6. 1. Women in Law Enforcement Presentation
Councilman David Williams, Jr. presented the Women in Law
Enforcement awards.
7. PUBLIC COMMENTS
Tarik Smith, 4530 NW 168th Terrace, Miami Gardens, FL, appeared before City
Council to express his discontent with the inspectors hired by the City. He
expressed running into issues with inspectors who act as if they do not want to
do their job. He explained the next time he is faced with an issue that he will take
legal actions.
Nicole Betty, 431 NW 183rd Street, Miami, FL, appeared before City Council as
a small business owner (home based) in Miami Gardens, to address the home
based business licensing fees. She asked the City to consider eliminating or
reducing the fees. She asked that the City provide more opportunities for
networking for home based businesses. She also asked the City to make some
of its property more "garden" like.

Deric Smith, 2600 NW 155th Terrace, Supreme Roofing and Construction,
appeared before City Council to express having issues with inspectors in the City
as a contractor.
Geneva Dean, 16020 NW 28th Court, appeared before City Council regarding
fences, boats and trailer homes going up in the community. She stated these
things bring down the value of your home and effect the living environment.
Ursula Harris, 16321 NW 17th Court, appeared before City Council to ask if the
City would implement a program to assist the citizens in getting new driveways
and offer payment plans.
Dr. Norman White, PO Box 16505, Miami, FL, appeared before City Council as
the VP of Miami Dade Democratic Black Caucus and on behalf of the local
chapter of South Dade Democratic Black Caucus, to object and urge council to
vote No for Formula 1.
Mary Reeves, 1521 NW 168th Terrace, appeared before City Council to
commend Councilwoman Odom for bringing forth the resolution in opposition of
bringing Formula 1 to Hard Rock Stadium in Miami Gardens.
Commissioner Barbara Jordan, 2251 NW 188th Terrace, Miami Gardens, FL,
appeared before City Council to thank Councilwoman Odom for sponsoring the
Item on the agenda opposing Formula 1 and expressed her gratitude to see it
on the Consent Agenda. She stated she has held two meetings to hear the
community's take on it and has listened to the pros and cons. She stated the
cons far outweighed the pros in terms of health of the community. Commissioner
Jordan stated in her 15 years as being a commissioner for District 1, every item
the Dolphins has requested, she has sponsored except this one. She announced
she has an Item on the agenda on October 29th for Formula 1 on the county
level and encouraged everyone to attend the meeting. She offered her
condolences to Councilman Leon for the passing of his family member.
Robert Holland, 3250 NE 1st Avenue, appeared before City Council on behalf of
Hard Rock Stadium to ask if the community would allow their concerns to be
addressed more deeply. He explained the City of Miami Gardens is the largest
African American city in Florida, which is becoming the nation's entertainment
capital and with all of the development in the city, the residents should be open
to the opportunity to create a mecca where you can live, work and play.
Harold Lawton, 1860 NW 170th Street, appeared before City Council in
opposition of bringing Formula 1 racing to Miami Gardens.
Bernice Belcher-Miller, 1830 NW 188th Terrace, appeared before City Council
in opposition of bringing Formula 1 racing to Miami Gardens and thanked
Councilwoman Odom for bringing the Item forth.

Clara Duncan, 19420 NW 17th Avenue, appeared before City Council in
opposition of bringing Formula 1 to this community.
Raymond Carvil, 19141 NW 5th Court, Miami Gardens, FL, appeared before City
Council as the President of the Miami Gardens Neighborhood Watch to stress
the importance of staying unified as a community and opposing Formula 1.
Amy Coleman, 2841 NW 212th Street, appeared before City Council to support
Councilwoman Odom in saying No to Formula 1.
Benjamin Essien, 4715 NW 157th Street, Miami Gardens, FL, appeared before
City Council in opposition of bringing Formula 1 to Miami Gardens.
Vanessa Wilcox, 2000 NW 186th Street, appeared before City Council to
commend Councilwoman Odom on her effort of standing for the community and
in opposition of bringing Formula 1 to Miami Gardens.
Wendell James, 18820 NW 29th Place, Miami Gardens, FL, appeared before
City Council to thank former commissioner Betty Ferguson for initiating the City
and applauded the City Council and everyone who came to show their support
in being against Formula 1.
Jo Ann Harris, 5020 NW 197th Street, appeared before City Council to ask if she
could give her time for Sybrina Fulton to speak.
Sybrina Fulton, 16121 NW 18th Court, appeared before City Council to
encourage everyone to listen to the presentation given by an expert that
explained the effects and health risks with supporting Formula 1.
Myles Pistorius, 6875 NW 102nd Lane, Parkland, FL, appeared before City
Council on behalf of the Hard Rock stadium, to state he thinks the resolution is
premature, would like to continue the dialog, and hopes to have F1 reconsidered
on the county's agenda.
Janice Smith, 20525 NW 21st Avenue, appeared before City Council to thank
Councilwoman Odom for bringing this to the forefront and opposing Formula 1
in a bedroom community.
Deirdre Anderson, 19020 NW 21st Avenue, Miami Gardens, FL, appeared
before City Council to express opposition to Formula 1 in Miami Gardens. She
stated this is not a win for the residents, children or the community.
Lynette Hickenbottom, 20832 NW 25th Ave, Miami Gardens, FL, appeared
before City Council in opposition of Formula 1.

Jennifer Nijhove, 1731 NW 206th Street, appeared before City Council as the
President of Lake Lucerne Neighborhood Watch, to hear the cries of the
community. 1 way in and out in area, very concerned
Fred Kemp, 20141 NW 14th Place, Miami Gardens, FL, appeared before City
Council in full disagreement with Formula 1 coming to Miami Gardens.
Betty T. Ferguson, 1625 NW 188th Terrace, appeared before City Council to
thank Councilwoman Odom for sponsoring the resolution objecting to Formula 1
at Hard Rock Stadium. She stated there is no place for a race in this bedroom
community and that she hoped city officials would join the community at the
county commission meeting. She expressed if officials are unable to represent
the community at the city level then they surely can't do it at the county level.
Esther Martin, 4335 NW 182nd Street, appeared before City Council to say no
to Formula 1.
Beverly Griffin, 3580 NW 188th Street, appeared before City Council in
opposition of Formula 1 .
Tammi Mobley, 3261 NW 213th Street, Miami Gardens, FL, appeared before
City Council to oppose F1 .
Sharon Frazier-Stephens, 145 NE 193rd Street, Miami, FL appeared before City
Council as the Chairwoman for the Miami Gardens/Opa-Locka CAC (Citizens
Advisory Committee) which is the umbrella of the Miami-Dade County to say No
to Formula 1.
Francis Ragoo, 889 NW 214th Street, appeared before City Council in opposition
of Formula 1 in Miami Gardens.
Helen Wells, 20625 NW 24th Avenue, a retired MDCPS teacher, appeared
before City Council to express that Formula 1 will not be beneficial to residents
in the community.
Linda Mobley, 3261 NW 213th Street, appeared before City Council, against F1 .
Thanked Councilwoman Odom, Betty Ferguson and Barbara Jordan for standing
behind the community.
Marjorie Cross, 1425 NW 193rd Terrace, Miami Gardens, FL, appeared before
City Council, in opposition of Formula 1 in Miami Gardens.
Brenda Providence, 2021 NW 154th Street, appeared before City Council 2008
went to F1 in Montreal, Canada, the padded club, sound proof, handheld device
to see, Miami Dolphin, what officials do now will determine how respected you
are.

Janice Coakley, 19681 NW 33rd Avenue, appeared before City Council, stop
environmental injustice in Miami Gardens.
Howard Dupree, 1734 NW 192nd Street, Miami Gardens, FL, appeared before
City Council in opposition of Formula 1 in Miami Gardens.
Denise White, 1210 NW 179th Terrace, Miami Gardens, FL, appeared before
City Council to express being against Formula 1 and to thank Commissioner
Barbara Jordan for speaking on the community's behalf.
Shirley Gibson appeared before City Council in opposition of Formula 1. She
expressed how she will never support or vote for anyone who does not support
the community. She encouraged elected officials to show their support on the
29th at the County Commission meeting.
Joe Perkins, 80 SW 8th Street, appeared before City Council, as a candidate for
judge in Dade County and to thank everyone for attending.
Councilman Ighodaro inquired about the legal relationship with the stadium, is
there anything that limits the ability to support the item? Further questions
included, if the county commission votes to allow Formula 1 in Miami Gardens,
what recourse remedy does the City have in controlling this activity in our City.
He asked, in terms of sequence, if the county commissioner's item opposing F1
fails, what can be done to stop it?
In response, City Attorney Dickens stated there is no quasi-legal relationship
with the stadium. She stated the zoning codes allows races, as a matter of right
and there is no recourse to stop it.
County Commissioner Barbara Jordan explained that in May 2018, Pepe Diaz
put an Item on the agenda for approval of Formula 1 coming to Miami. Staging
for the race would be Parcel B so the Item excluded Parcel B. She explained the
intent of the Item sponsored by Diaz indicated that the race would be in
Downtown Miami. The City of Miami and the County didn't approve for the race
to happen. She continued to explain, then racing was put on as an allowable
event for the stadium. She stated she sponsored an Item because if permission
given for road closure then Formula 1 could automatically be done without
coming to the commission because it could be done administratively. She
advised her Item takes the authority away from administration and gives it to the
commission; for any road closures related to racing would have to come before
the board of county commissioners. In addition, she explained she was
sponsoring another Item that puts in a new requirement for the stadium to come
before the city and the county based on joint agreement for special permits. She
explained it is on the agenda for first reading because it's an ordinance; so
anytime a race is being held in the community on Dolphin property, they would
have to apply for special permits and provide information for all of the

stipulations. Therefore making it have to pass on the city and county level. She
expressed Miami Dade and Miami Gardens should never put profit over people
and that this kind of racing should not be in bedroom communities.
Councilman Ighodaro expressed how unfortunate it was for the Item to be here.
Especially because there was no prior engagement from partners at the stadium.
He explained he recently heard about Formula 1 and as a matter of good public
policy and civic engagement, something this monumental should have been
better communicated and coordinated between community groups, elected
officials and residents. He expressed he will always speak up for the community
who elected him. His research showed that Formula 1 takes place typically in
remote parts, far removed from dense residential neighborhoods and there is
overwhelming evidence documenting hazardous factors and learning disabilities
in children. Councilman Ighodaro expressed he needs peace of mind and that
he is saying no justice, no peace.

14.1. Police Monthly Report - September 2019
City Manager Benson offered his condolences to Councilman Leon and
his family on the passing of his mother. He congratulated the Police Chief
and her staff for a successful Stop the Violence event.
City Clerk Bataille reminded the City Council about the active boards in
the City and for them to provide appointments to Complete Count Census
board. He announced that applications were outside on the table for those
interested.
15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilwoman Odom thanked the citizens who came out to support and
encouraged everyone to stand for what is right in their community.
Councilman Williams questioned the council members report time of 3 minutes.
He announced the first Parent Meeting for the 9th Annual Science and
Engineering Fair will be held October 30th. He also announced the Science Fair
would take place the first week in December.
Vice Mayor Harris asked that we keep Councilman Leon is our prayers. He
expressed gratitude to all those involved in making the Domestic Violence walk
a great success, additionally he commended the police department on their
diligent work in the community.
Commissioner Barbara Jordan gave kudos and praises to the City Council. She
announced the County Commission meeting on October 29th at 9:30am and
encouraged everyone to show up.
